After the opening session of the 21st session, the delegates of the 14th Provincial People's Council listened to reports and proposals. Comrade Vi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council, chaired.

At the meeting, delegates listened to the Director of the Department of Labor, War Invalids and Social Affairs briefly present the Proposal on the proposal to amend and supplement a number of contents stipulated in Article 1 of Resolution No. 21/2021/NQ-HDND dated July 16, 2021 of the Provincial People's Council stipulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in Quang Ninh province, which was amended and supplemented in Clause 1, Article 1 of Resolution No. 08/2022/NQ-HDND dated December 19, 2022 of the Provincial People's Council. Accordingly, it is proposed to consider raising the provincial social assistance standard higher than the level prescribed by the Central Government to ensure compliance with the provisions of law and the practical situation of the province, especially after storm No. 3 directly affected the lives of more than 1 million people in Quang Ninh, including 46,000 people receiving monthly social assistance who are poor, near-poor households, social protection beneficiaries and other disadvantaged people in the province, whose main source of income is monthly social assistance.

The Director of the Department of Education and Training briefly presented the Proposal on the proposal to issue a Resolution to support tuition fees for preschool children, primary school students, and continuing education students studying at educational institutions in Quang Ninh province in the 2024-2025 school year. Accordingly, it is proposed that in the 2024-2025 school year, preschool children, primary school students, and continuing education students studying at educational institutions in the province will be supported with 100% of public tuition fees. It is expected that the support fund in the 2024-2025 school year will be more than 167 billion VND from the provincial budget.

The Director of the Department of Construction briefly presented the Proposal on the issuance of a Resolution on measures to support housing damage caused by storm No. 3 (storm Yagi) in Quang Ninh province in 2024. According to the Proposal, the beneficiaries are poor households; near-poor households; households in difficult circumstances (whose houses have collapsed, washed away or are severely damaged and must be renovated or repaired and have no other houses in the same district, town or city). For households that have to be relocated and have severely damaged houses other than the above-mentioned beneficiaries, housing support for the beneficiaries and the level of support shall be implemented in accordance with the provisions of Resolution No. 21/2021/NQ-HDND dated July 16, 2021 of the Provincial People's Council.

The Director of the Department of Transport briefly presented the Proposal on the issuance of a Resolution on measures to partially support the cost of salvaging production vessels and boats registered in Quang Ninh province that sank due to storm No. 3 (storm Yagi) in Quang Ninh province in 2024. Accordingly, the Proposal and draft Resolution stipulate specific support levels for fishing vessels over 12m in length and other vessels.


The Deputy Director in charge of the Department of Finance briefly presented the Proposal on adjusting and allocating the provincial budget expenditure estimate for 2024. Accordingly, a reduction in some expenditure tasks that are not really necessary, no longer needed or not needed will be made to allocate 1,000 billion VND to overcome the consequences of storm No. 3, rain and floods after the storm and implement social security policies. At the same time, an additional 4 billion VND will be added to the other development investment expenditure estimate to implement the provisions of Decision No. 22/2023/QD-TTg dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences.

At the meeting, the Economic - Budget Committee and the Cultural - Social Committee of the Provincial People's Council basically agreed with the content of the submissions and draft resolutions, and at the same time contributed opinions to clarify some related contents, thereby proposing that the Provincial People's Council consider the resolution.

Under the direction of the session chairman, the delegates of the Provincial People's Council focused, democratically participated in discussions, supplemented and clarified a number of contents related to reports and submissions, clearly demonstrating their responsibility to the Party Committee, government, voters and people of the whole province.
