21st session of Provincial People's Council: Passed 5 important resolutions

On September 23, after half a day of urgent and responsible work, the 21st Session (special session) of the 14th Provincial People's Council, term 2021-2026, completed all the contents and programs set out and passed 5 important resolutions with high consensus of the Provincial People's Council delegates.

Based on the suggestions of the Chairman of the Session, the opinions of the delegates of the Provincial People's Council, Comrade Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and members of the Provincial People's Committee clarified a number of contents related to the adjustment and allocation of the provincial budget expenditure estimate in 2024, including the allocation of 1,000 billion VND to overcome the consequences of storm No. 3, rain and floods after the storm and implement social security policies; a number of measures to support tuition fees, housing support, and partial support for the cost of salvaging production means such as ships and boats registered in Quang Ninh province that sank due to storm No. 3 in the province.

Speaking at the meeting, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, emphasized that the contents presented at today's meeting are all really necessary and urgent contents, although in a short time, they have been carefully prepared by the Provincial People's Council Party Delegation, the Provincial People's Committee and the sectors, and carefully examined by the Provincial People's Council committees. In particular, the Provincial Party Committee Standing Committee and the Provincial Party Executive Committee have spent adequate time to discuss and give opinions, showing the importance and urgency of the mechanisms and policies. These mechanisms and policies approved by the Provincial People's Council will demonstrate encouragement and sharing with the losses of people and businesses damaged by storm No. 3. Thereby, creating conditions for people to reduce some of their difficulties and soon stabilize their lives.

In order for the resolutions to quickly come into effect, the Standing Deputy Secretary of the Provincial Party Committee suggested that all mechanisms and policies when issued must be strictly implemented and targeted to the right beneficiaries; at the same time, inherit and promote existing mechanisms and policies. He suggested that the Provincial People's Committee supplement the report on the expected use of 1,000 billion VND to overcome the consequences of storm No. 3; direct the competent authorities to promptly consult on guiding documents on determining criteria for overcoming difficulties and procedures and records to provide support in the fastest and most effective way, directly to the beneficiaries.

The Standing Deputy Secretary of the Provincial Party Committee also emphasized that these are only initial mechanisms and policies. During the implementation process, if any problems, difficulties or additional policies are needed, the Party Committee will direct the relevant agencies to continue to advise and report to the Standing Committee of the Provincial Party Committee and the Provincial Party Committee for comments. At the same time, continue to research and advise competent authorities to issue policies to support the recovery of production and business for enterprises, organizations and households in the province.

At the meeting, from the presentations, discussion opinions of the delegates, and explanatory reports of the competent agencies, the Chairman of the meeting directed the adoption of 5 resolutions with the high consensus of the delegates of the Provincial People's Council attending the meeting, clearly demonstrating the responsibility to the Party Committee, the government, voters and people of the whole province. Among them are urgent and urgent contents to support the recovery of natural disasters caused by storm No. 3 (Yagi) in the province and to complete the targets and goals of socio-economic development of the province.

Specifically, the People's Council resolved to adjust down the provincial budget's regular expenditure estimate allocated to units and localities due to cost savings, units no longer need or are unable to implement; arrange funds to overcome the consequences of storm No. 3, post-storm floods and implement social security policies of 1,000 billion VND from the above-mentioned reduction adjustment source and the provincial budget, the additional central budget with the goal of compensating for the expenditure for Quang Ninh province. Approved a number of measures to support overcoming the consequences of storm No. 3 in Quang Ninh province in 2024. In particular, support 100% of tuition fees for preschool children, primary school students, students studying general education programs studying at educational institutions in Quang Ninh province, except for primary school students in public schools and those who have enjoyed tuition support policies according to the province's regulations in the 2024-2025 school year; support for housing construction and repair according to Resolution No. 21 of the Provincial People's Council; support part of the cost of salvaging production means such as ships and boats registered in the province that sank due to storm No. 3 in 2024 in the province and are subject to the provisions of Article 1 of Decision No. 118/2007/QD-TTg dated July 25, 2007 of the Prime Minister. Approval of the Resolution on amending and supplementing a number of contents stipulated in Article 1 of Resolution No. 21 of the Provincial People's Council stipulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in Quang Ninh province has been amended and supplemented in Clause 1, Article 1 of Resolution No. 08 of the Provincial People's Council, with the standard level of social assistance of the province raised to 700,000 VND/month (higher than the level prescribed by the Central Government).

Also at the meeting, the Provincial People's Council carried out the procedure to dismiss Mr. Dinh Van Noi, former Director of the Provincial Police, from the position of Member of the Provincial People's Committee for the 2021-2026 term due to a job transfer; Mr. Tran Van Lam, former Director of the Department of Finance, has retired. The election of additional members of the Provincial People's Committee was carried out for Mr. Tran Van Phuc, Director of the Provincial Police. As a result, Mr. Tran Van Phuc, Director of the Provincial Police, was elected as a member of the Provincial People's Committee for the 2021-2026 term, with a 100% vote rate.

At the same time, he affirmed: The contents decided at the Session are very important for timely support in overcoming the consequences of storm No. 3 in the province and directing the socio-economic development tasks in the fourth quarter to comprehensively complete the goals and targets for the whole year of 2024.

He proposed that the Provincial People's Committee immediately after the meeting focus on directing and operating all levels, branches, agencies, units and localities in the province, attaching the responsibility of the heads and the collective leadership to focus on leadership and direction, especially the implementation stage to ensure consistency, continuity, drasticness, timeliness, closeness and flexibility; continue to synchronously and effectively implement the resolutions that have just been passed and the resolutions, directives and conclusions of the Central and Provincial Party Committees. At the same time, continue to seriously, fully and most effectively implement the key tasks and solutions according to the direction of the Central and the province; proactively follow closely and grasp the actual situation and specific progress of each task to overcome the consequences, quickly stabilize people's lives, production and business.

People's Committees at all levels urgently review and carefully assess the damage caused by storm No. 3 on the growth of industries and sectors to adjust and develop economic growth scenarios for the last months of 2024 in line with the new situation with the goal of maintaining double-digit economic growth for 10 consecutive years (2015 - 2024). In particular, it is necessary to continue reviewing and restructuring expenditure tasks, maximizing savings on regular expenditures to reserve resources to ensure social security, overcome the consequences of natural disasters, support people and focus on investment and development; adjust production and business plans of the agricultural, trade, service, construction and industrial sectors in line with the new context. Tighten financial and budgetary discipline; strictly manage and use state budget resources economically and effectively. Resolutely implement construction of works and projects, especially key works; Increase the rate and efficiency of disbursement of the 2024 public investment plan, strive to disburse 100% of the public investment plan at the beginning of the year by December 31, 2024, while ensuring the quality of works; prevent corruption, waste, negativity, and "group interests" in public investment. Each locality must focus on reviewing revenue shortfalls, identifying sources of compensation, especially revenue from land use fees; actively collect tax arrears, and prevent tax losses from business activities. Strive to increase revenue from domestic taxes, fees, and import-export revenue to the highest level to offset the shortfall in land use fees.

Along with that, conduct detailed and specific reviews and statistics of the number of households re-poor and near-poor after the storm to advise and focus on drastic and synchronous implementation of solutions to restore, support production development, improve people's lives and income to complete the target of no more poor households by 2025 and reduce 50% of near-poor households according to the province's multidimensional poverty standards.

The Standing Vice Chairman of the Provincial People's Council also requested the Provincial People's Council Committees, Groups and Provincial People's Council delegates to continue to promote the sense of responsibility, perform well their functions and tasks through specific and practical actions, regularly maintain contact, listen to the thoughts and aspirations, pay attention to conveying and reflecting the legitimate opinions of voters and people, promptly make recommendations, amend and supplement mechanisms and policies that are no longer suitable. Actively supervise the settlement of complaints, denunciations and recommendations of voters; actively supervise the organization and implementation of resolutions of the Provincial People's Council, worthy of the trust and expectations of voters and people in the province.
