Dear delegates of the Provincial People's Council!
Dear voters and people of the province!
Pursuant to the Law on Organization of Local Government and other legal provisions, today, the 18th People's Council of Nghe An province solemnly opened the 21st session - the regular session in mid-2024.
On behalf of the Chairman of the meeting, I respectfully send my best wishes to the invited delegates, the delegates of the Provincial People's Council, all voters and the people of the province.

The 21st session of the 18th Provincial People's Council took place after the success of the 7th session of the 15th National Assembly with many very important contents. In particular, the National Assembly voted to pass the Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province with a high approval rate, creating a legal basis and important motivation to mobilize maximum resources, effectively exploit potentials and strengths, contributing to Nghe An's rapid and sustainable development in the spirit of Resolution 39 of the Politburo.

In the first six months of 2024, our province implemented socio-economic development tasks in relatively stable weather conditions, transport infrastructure, especially the North-South expressway in the East through Nghe An, was put into use, creating favorable conditions for production and serving people's lives. However, the world situation continued to have many complex and unstable fluctuations, international freight rates increased; the dollar exchange rate and gold price fluctuated strongly, creating pressure on inflation and general growth, including our province.

With the attention, leadership, and support of the Central Government and the efforts of all sectors, levels, the business community, and the people, our province has achieved quite comprehensive results in all fields. Up to now, a number of major tasks; a number of key national projects deployed in the area and key projects of the province have been completed, or are in the final stages of completion, ensuring the set progress. State budget revenue, growth rate of agriculture, industry - construction, investment attraction, import and export turnover have reached a fairly high level; social security continues to be promoted, etc.

However, in addition to the achieved results, there are still shortcomings, especially the GRDP growth rate has not reached the set scenario, the service sector has grown slowly; production and business activities of enterprises still face many difficulties, the number of enterprises resuming operations has decreased, the number of dissolved and temporarily suspended enterprises has increased compared to the same period in 2023. The structure of state budget revenue in the area is not really sustainable. Some sources of public investment capital are still disbursed slowly such as: National target program for socio-economic development in ethnic minority and mountainous areas; National target program for sustainable poverty reduction, etc., posing great pressure on completing political tasks in the last 6 months of 2024.

Therefore, one of the important tasks of this session of the Provincial People's Council is to assess the implementation of socio-economic development tasks; budget revenue and expenditure estimates; implementation of the public investment plan for the first 6 months of the year and key tasks and solutions for the last 6 months of 2024. In particular, it is necessary to prioritize specific, objective and comprehensive discussion and assessment of the implementation of socio-economic development targets, especially targets expected to be difficult to achieve in 2024 and affecting the entire term such as growth rate; State budget revenue; GRDP per capita; the ability to maintain high rankings in attracting FDI investment; removing difficulties and creating conditions for enterprises to maintain production and business; supporting enterprises in recruiting workers; progress of implementation of key projects and works, etc. Along with that, it is necessary to focus on clarifying inadequacies, limitations, weaknesses, objective and subjective causes and responsibilities of sectors and levels; Propose to supplement and adjust specific solutions, close to the actual situation to complete the goals, targets and tasks of the 2024 plan.

Regarding the implementation of the task of deciding on important local issues: At the session, the Provincial People's Council will consider and approve 26 draft resolutions including socio-economic development tasks for the last 6 months of 2024 and mechanisms and policies in the fields of: planning - investment; finance - budget; land - resources; urban; health - population, etc. These are important decisions to concretize the policies of the Central Government, the Provincial Party Executive Committee, and the Provincial Party Standing Committee into the practical conditions of the locality, contributing to promoting potential, promoting socio-economic development, and solving the province's social security issues in the short and long term.
Regarding supervision activities: The Provincial People's Council will review and comment on reports of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and a number of agencies and units submitted at the session according to regulations. Review the report on the results of the Provincial People's Council's thematic supervision of the implementation of socio-economic goals and targets for the 5 years 2021 - 2025. Conduct questioning on a number of contents related to socio-economic management and development in the past time.

With a spirit of initiative, companionship and high responsibility, from the beginning of 2024 to now, the Provincial People's Council has successfully organized 3 thematic meetings, passing 46 resolutions within its authority.
The 21st session of the 18th Provincial People's Council is a session with a large amount of work and many important contents. At the same time, priority will be given to devoting more time to discussion and expanding the content and fields of questioning.

In order for the session to achieve good results, we request that the delegates of the Provincial People's Council uphold their sense of responsibility, promote their intelligence, solidarity, democracy, take time to carefully study the documents; especially, from the vivid and rich reality of the locality, industry, and field of work, actively participate in discussions, debates, contribute enthusiastic and quality opinions; question correctly and accurately the issues that voters are interested in, contributing to the success of the session, meeting the expectations of voters and people of all ethnic groups in the province.
During the session, the Provincial People's Council organized an online telephone line to receive voters' recommendations and feedback; Requested press agencies, radio and television to strengthen information and propaganda work to promptly, fully and accurately convey activities at the parliament to voters and people of all walks of life.

The 21st session took place on the occasion of the 77th anniversary of War Invalids and Martyrs Day. The Provincial People's Council would like to express its deep gratitude and warm regards, and at the same time request all levels, sectors, organizations and individuals to have practical and specific activities, promptly and thoughtfully care for policy families, Vietnamese Heroic Mothers, wounded and sick soldiers, and people with meritorious services to the revolution.
