Specifically, in the fields of land management, environment, compensation and site clearance:
1. Mr. Nguyen Dinh Minh, Xuan Tien hamlet, Nghi Duc commune, Vinh city, requests to issue a new Land Use Right Certificate for his family for the purpose of residential land use.
2. Mr. Vo Minh Duc, My Son hamlet, Nghi Xuan commune, Nghi Loc reported that his family and more than 20 households in My Son commune bought land from the commune People's Committee since 2003 but have not yet been granted a Land Use Rights Certificate.
3. Mr. Ho Dien Thuc, Hamlet 4, Quynh Luong Commune, Quynh Luu District, requests to resolve the compensation for site clearance of the Quynh Luong Primary School project for his family.
4. Ms. Dang Thi Huong Lan, residing at the Provincial People's Court Collective Housing Area, Lien Co Block, Hung Binh Ward, Vinh City, requests the issuance of Land Use Right Certificates to households, because the Collective Housing Area is currently damaged and degraded.
5. Mr. Pham Dinh Nghia, Hamlet 5, Da Son Commune, Do Luong reported that the Handicraft Stone Workshop and the Wood Workshop were not operating in accordance with the land use purpose, using 3-phase electricity, causing the electricity of the surrounding houses to be weak, causing fine dust and noise. Although the people have reported many times, it has not been completely resolved.
6. Mr. Luong Van Hoang, Xuan Binh hamlet, Nghi Duc commune, Vinh city reported that Nghi Duc commune People's Committee did not punish Mr. Nguyen Van Van's family for illegally building a house; confirmed that the application for granting land use right certificate on the above encroached land was not in accordance with regulations.

7. Mr. and Mrs. Tran Van Hai, Nguyen Huu Danh, Ngo Quang Trang, Nguyen Huu Hai, Ho Thi Lieu, Lang Dong hamlet, Hung Tan commune, Hung Nguyen district petition for compensation for site clearance when the State reclaims agricultural land of more than 30 households in the commune.
8. Mr. Ho Nghia Hieu, Xuan Thinh hamlet, Nghi Duc ward, Vinh city proposed to grant land use right certificates to 49 households in Xuan Thinh hamlet to repair, build houses, and stabilize their lives.

1. Mr. Nguyen Hong Son, Xuan Dong hamlet, Nghi Duc commune, Vinh city, compensates households in Xuan Dong hamlet whose houses and fences were damaged during the construction of the 72m road connecting Vinh - Cua Lo.
2. Mr. Le Xuan Truyen, Trung Thuan hamlet, Hung Dong commune, Vinh city proposed to adjust the planning of Nguyen Chi Thanh street so that his family and some other households can repair and build houses.
3. Mr. Bui Dang Van, Doi Cung hamlet, Nghia Hanh commune, Tan Ky district, proposed to handle the situation of overloaded sand trucks on provincial road 534B through Phu Son commune, Tan Ky district; the situation of sand dredging on the banks of Con river, Tan Ky district, causing landslides on both sides of the river, affecting the lives and safety of people in the area.
Agriculture and Rural Development: There was an opinion from Mr. Nguyen Van Tien, Hamlet 7, Dien Phu Commune, Dien Chau District, Nghe An Province, reflecting and recommending the allocation of forest land to households to promote effective land use; Dong Phu Cooperative was agreed to be dissolved by its members but has not yet completed the dissolution procedures; Dong Tay Phu Cooperative has been operating for 8 years but has not yet held a Congress; From 2016 to 2020, in Dien Phu Commune, there were 2 forest fires due to pine resin exploitation but so far no responsibility has been handled; Con Trun Pumping Station Project, Dien Phu Commune, under construction since 2013, has not yet been completed.

Regarding the Judicial field, Mr. Dao Van Phuc, Hamlet 3, Nghi Van Commune, Nghi Loc District, requested the People's Court of Nghi Loc District to promptly bring to trial the land dispute case that was accepted in October 2023 by the plaintiff, Ms. Vo Thi Mai.
In addition, the online hotline of the 21st session of the Provincial People's Council on July 10 continued to receive 5 opinions from citizens that were reflected at previous sessions, including: Mr. Nguyen Trong Son, Block 6, Hung Nguyen Town; Mr. Hoang Duc Thang, Doi Cung Hamlet, Nghia Hanh Commune, Tan Ky District; Mr. Dinh Van Hoan, Toan Thang Residential Group, Mai Hung Ward, Hoang Mai Town. These opinions and recommendations have been resolved and responded to by the competent authorities.
The citizen reception department at the meeting received two citizens who submitted petitions to resolve the regime for people infected with Agent Orange and petitions to resolve land conversion for households.
Voters' opinions and recommendations via the online telephone line and petitions through the 21st session's citizen reception department will be considered, forwarded to competent authorities for resolution, and voters will be responded to according to regulations.
Previously, in a summary report on the results and settlement of voters' recommendations and reflections at the 17th session, the Provincial People's Council said it had received 43 opinions and recommendations from voters.
Immediately after the end of the session, the Standing Committee of the Provincial People's Council issued 20 documents transferring 43 opinions and recommendations of voters to the Provincial People's Committee, provincial-level departments and branches, and People's Committees of districts, cities and towns, of which 16 opinions were under the jurisdiction of the Provincial People's Committee and provincial-level departments and branches; 27 opinions were under the jurisdiction of the district-level People's Committee.
Up to now, 20/20 agencies and units have responded in writing to 43 opinions and recommendations from voters, of which 22 recommendations are under research and consideration; 21 recommendations have been responded to, resolved and informed to voters, such as: rearranging and handling the headquarters of the People's Committee of Nghia Hoa commune (old) in Thai Hoa town and the Cultural House of some hamlets in the area after the merger; handling the illegal sand and gravel mining in Tan Yen hamlet, Vinh Dong hamlet, Dong Van commune and Dong My hamlet, Huong Son commune, Tan Ky district; adjusting the planning of VSIP Industrial Park due to overlapping planning of the sports area and cultural house of Khoa Da hamlet, Hung Tay commune, Hung Nguyen district; The granting of land use right certificates originated from the Dong Hieu Farm, Thai Hoa town, which was assigned for housing purposes since 1995... In addition, some recommendations have not yet provided solutions, roadmaps, and settlement time, and the settlement progress is still slow and prolonged.
Along with reviewing, resolving and responding to voters' opinions through voter contact activities of the Provincial People's Council delegates, the work of synthesizing, monitoring and urging the resolution and response to voters' opinions reflected through the online telephone line has always been of interest and closely monitored by the Standing Committee of the Provincial People's Council; actively reviewed and resolved by the Provincial People's Committee and departments, branches and localities, thus achieving many results as in the reports on resolving voters' opinions and recommendations submitted to the Provincial People's Council at this session. The Standing Committee of the Provincial People's Council requests the Provincial People's Committee, provincial departments and branches and People's Committees of districts, cities and towns to continue to pay attention to, promptly review and study to resolve voters' legitimate opinions and recommendations in the coming time.
