Reporting on the summary of recommendations from farmers in the capital, Chairman of the Hanoi Farmers' Association Pham Hai Hoa said that there were 68 opinions, of which 36 were summarized according to 3 groups of issues.
At the conference, 12 delegates, including farmers, farm owners, and officials of the Farmers' Association, raised questions to the city leaders. Under the direction of Chairman of the Hanoi People's Committee Tran Sy Thanh and Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen, leaders of departments and branches discussed and answered each request.
Need strong enough mechanisms and policies to develop agriculture and rural economy
Ms. Nguyen Thi Hong, a farmer member of Dan Hoa commune (Thanh Oai district) expressed her interest in the city's mechanism and policies in promoting the connection of 6 parties: "State, farmers, scientists; enterprises; banks; distributors" to help farmers produce agricultural products that ensure quality standards, increase product value, create jobs, and increase income for farmers.
Answering this question, Deputy Director in charge of Hanoi Department of Industry and Trade Nguyen Kieu Oanh said: The Department of Industry and Trade and other departments and branches of the city continue to inform and invite cooperatives to participate in trade promotion activities, trade fairs, exhibitions, goods weeks... to introduce, promote and promote the consumption of agricultural products of localities.
Based on the review of local agricultural and food products, seasonal products that need to be connected to distribution channels: supermarkets, food chains, processing and exporting enterprises of districts, the Department of Industry and Trade provides information to enterprises in the distribution system to organize connections and consumption. At the same time, support enterprises and farming households to work directly with the purchasing departments of distribution channels to meet, exchange and learn about the processes, conditions and standards for goods of distribution channels to connect and consume according to demand.
Director of Thanh Ha Agricultural Cooperative (Thuong Tin district) Bui Thi Thanh Ha expressed her wish to know how, when implementing the 2024 Land Law, the city will allow cooperatives to produce high-tech safe vegetables to build essential auxiliary areas such as: processing houses, cold storage, areas for preserving dry agricultural products and production materials, packaging, irrigation water storage areas, greenhouse installation, etc.?
Regarding this issue, Deputy Director of the Hanoi Department of Natural Resources and Environment Nguyen Minh Tan said that the City People's Committee has directed the Department of Agriculture and Rural Development to preside over the drafting of the Decision on Regulations on construction of works directly serving agricultural production in Hanoi according to the provisions of Clause 3, Article 178 of the Land Law and Clause 1, Article 9 of Decree 112/2024/ND-CP regulating the use of agricultural land. Currently, the Department of Agriculture and Rural Development has drafted the decision, is in the process of soliciting comments from relevant agencies and units, and is expected to submit it to the City People's Committee for promulgation in the first quarter of 2025.
Farmers need support for digital transformation
Chairwoman of the Farmers' Association of Thanh Liet Commune (Thanh Tri District) Nguyen Thi Phuong proposed that the City have specific policies to support farmers in applying digital transformation in agriculture such as: building a Farmer App, software for managing capital sources of the Farmers' Support Fund, software for managing members, supporting equipment for digital transformation applications; training and coaching on digital transformation skills for officials and farmer members.
Answering this question, Director of Hanoi Department of Information and Communications Nguyen Viet Hung said: In order to implement digital transformation and IT application in the Farmers' Association in a comprehensive manner, the City Farmers' Association needs to take the lead in developing a Project in which it assesses the current situation, the necessity and proposes a number of main contents including: goals, tasks, solutions, implementation roadmap to report to the City People's Committee for consideration and decision.
Director of Tien Duong Organic Agricultural Cooperative (Dong Anh District) Pham Thi Ly shared: The Hanoi City traceability system at Check.hanoi.gov.vn, which is being operated by the Hanoi Department of Agriculture and Rural Development, has created a very good effect on food safety management, identifying and affirming the agricultural product brands of farmers and cooperatives. To respond to the new context, Ms. Ly suggested that the City People's Committee upgrade the Livestream module of production and sales diaries; at the same time, assign the City Farmers' Association the role of communication, training, scientific and technical guidance to encourage use, and develop a user database.
Regarding this content, Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai informed: From 2018 to present, Hanoi City's Traceability System at Check.hanoi.gov.vn has supported, guided and granted accounts to participate in management and maintain the management system for 3,533 establishments which are cooperatives, production, processing, preliminary processing, packaging establishments of agricultural, forestry and fishery products; has granted 14,050 sets of traceability codes for agricultural, forestry and fishery products to the system.
This traceability system has also been linked to the “digital capital citizen” application iHanoi and fully developed, ready to connect to the National goods traceability system.
Mr. Nguyen Xuan Dai said that the City Farmers' Association needs to have specific proposals, coordinate with the specialized agencies of the Department of Agriculture and Rural Development (Department of Quality, Processing and Market Development) to jointly consider the suitability, feasibility and effectiveness in developing sustainable and modern agricultural production.
Increase the effectiveness of trade promotion of agricultural products and craft villages
Director of Chuyen My Agricultural Cooperative (Phu Xuyen District) Vu Van Dinh suggested that the city pay attention to expanding the creative design center, displaying craft village products, OCOP products associated with tourism. In addition, the city needs to have policies to support the construction and development of stores connecting the consumption of products for farmers at traditional markets in the area.
Answering and providing more information about the city's solutions, Deputy Director in charge of the Hanoi Department of Industry and Trade Nguyen Kieu Oanh said: On October 25, 2022, the City People's Committee issued Plan No. 276/KH-UBND on developing a Center for creative design, introducing, promoting and selling OCOP products, craft villages associated with tourism in districts and towns in Hanoi for the period up to 2025.
The funding source for the development of Creative Design Centers, introduction, promotion and sale of OCOP products, craft villages associated with tourism in the period up to 2025, is mobilized from the following sources: State budget in accordance with regulations; socialized capital sources of enterprises, organizations and individuals; aid and sponsorship sources of domestic and foreign organizations and individuals and other legal capital sources.
By the end of 2023, the City has recognized 10 models of Creative Design Centers, introducing, promoting and selling OCOP products, craft villages associated with tourism. In 2024, it is surveying and guiding the preparation of dossiers at 6 locations. In 2025, the City People's Committee will continue to guide and recognize 5-8 more models of Design Centers, creating, introducing, promoting and selling OCOP products, craft villages associated with tourism in the City.
Regarding the content of supporting the construction and development of stores connecting the consumption of products for farmers at traditional markets, the City has directed the Department of Industry and Trade, People's Committees of districts, towns and cities to coordinate with the Market Management Board and representatives of the Farmers' Association to review and select locations and kiosks in the market area, especially the market in the inner city, that meet the criteria of stores connecting the consumption of safe agricultural products at the market to prioritize the construction and development of the System. The mechanism and policies are implemented according to Decision No. 56/2016/QD-UBND dated December 31, 2016 of the City People's Committee on promulgating service prices for using sales area at markets in Hanoi.
Mr. Phung Huy Hoi, a farmer member of Huu Van commune (Chuong My district) sent a question to the city leaders: How has the city implemented the planning of safe agricultural and food production areas?
Answering this question, Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai informed: In order to build a safe food and agricultural production area to serve the people in the city and for export, the city has issued a list of orientations for concentrated specialized agricultural production areas in Hanoi in Decision No. 4537/QD-UBND dated September 11, 2023.
Currently, the List is being reviewed and proposed to be integrated into the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, to ensure the effective development of concentrated specialized production areas/zones. The City People's Committee has assigned the District People's Committees to approve in detail the concentrated specialized agricultural production areas and zones of the locality.
