In addition, the reporter also raised the issue of how the funding source for implementing policies for officials and civil servants who retire under the streamlining scheme is prepared.

“Recently, there has been information that some officials who applied for early retirement could receive several billion VND. Could you please provide more information about this information?”, the reporter asked a representative of the Ministry of Home Affairs.

Responding to the above issue, Chief of the Office of the Ministry of Home Affairs Vu Dang Minh said that the Government has issued Decree 178 regulating policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system. The Ministry of Home Affairs has also issued Circular 01 guiding the implementation of this Decree.

Mr. Minh informed that the Government Steering Committee has issued a document guiding ministries, branches and localities in stipulating specific and suitable criteria and conditions. On that basis, along with evaluating the work results in the last 3 years, to select those who will be retained and those who need to be rearranged and streamlined.

According to Mr. Minh, the viewpoint on the new apparatus must ensure the principle of clear work, clear people, clear products. If it is not clearly proven what work is done in that position, what products are produced, and the amount of work done in a year, it must be put into the arrangement.

At the same time, it is necessary to calculate how to find a team with moral qualities, professional qualifications and tasks equal to the task to operate the new apparatus to ensure efficiency, effectiveness and efficiency.

"Up to now, the National Assembly Standing Committee has highly agreed with the Government's proposal regarding the Government structure, personnel structure, draft Law on Government Organization and Law on Local Government Organization," said Mr. Minh.

Mr. Minh added that up to now, ministries, branches and localities have had specific plans to arrange and organize the apparatus.

Regarding the specific number of people, according to Mr. Minh, we have to wait for the competent authority to approve the project on the Government structure. After that, the Government will issue a decree on the functions, tasks, and powers of the ministries... Even the ministries that are not subject to merger and arrangement will have their internal units streamlined. Issues related to human factors, thoughts, feelings, aspirations... should continue to wait.

According to Mr. Minh, the Ministry of Home Affairs is currently coordinating with the Ministry of Finance to urgently issue a circular guiding funding, budgeting, and use of funding in the organization arrangement...

Regarding the issue of whether there is enough funding to pay for the staff and civil servants subject to rearrangement, Mr. Minh affirmed that when drafting Decree 178, the Ministry of Home Affairs asked for opinions from the Central Steering Committee and directly from the General Secretary.

"According to the impact assessment, if we follow the plan of Decree 178, the funding to pay for those who quit during the reorganization will be lower than the funding to pay for them to continue working for 5 years," said Mr. Minh.

From there, Mr. Minh said that the source of payment for this regime and policy is still guaranteed. However, there will be people who receive high or low levels. According to regulations, it will be based on the actual salary being received, the number of months before the leave, the time of leave within 12 months or after 12 months. According to the guiding circular, just enter the data according to the calculation formula to get the amount that needs to be paid to each person.

Mr. Minh informed that, with a spirit of urgency and responsibility, up to now, the documents and files submitted to the National Assembly have been completed and are complete, waiting for the National Assembly to approve for implementation.
