Desire to speed up the implementation of inter-regional transport infrastructure projects
According to the report of the Ministry of Planning and Investment, in the first quarter of 2023, the growth rate (GRDP) of Long An province reached 3.82%, ranking 45th out of 63 provinces and cities. Ba Ria-Vung Tau province grew by -4.8%, ranking 61st out of 63 provinces and cities. In particular, export activities showed signs of decline due to financial difficulties of enterprises, finding orders, supply chain disruptions, sharp inflation in countries around the world, and decreased state budget revenue in the area.
The total public investment capital of the two provinces of Long An and Ba Ria-Vung Tau allocated in 2023 is more than 19,603 billion VND. To date, the two provinces have allocated detailed capital of more than 20,725 billion VND; disbursed 5,208 billion VND, reaching about 26.57% (as of the end of April 2023).
Chairman of the People's Committee of Ba Ria-Vung Tau province Nguyen Van Tho proposed that the Central Government remove difficulties and obstacles related to business operations, such as: Determining the extension time for projects affected by the COVID-19 pandemic; the basis for determining the land area for construction of shared infrastructure in industrial parks to implement land rent exemption; the process and procedures for handling projects that have expired the investment progress adjustment period but have not been completed; the legal basis for implementing value-added tax refunds for expansion projects; instructions for bidding to select investors for projects in specialized and socialized fields, etc.

Leaders of Long An and Ba Ria-Vung Tau provinces also want to speed up the implementation of inter-regional transport infrastructure projects, such as the Bien Hoa-Vung Tau Expressway, Ho Chi Minh City Ring Road 4; a number of large bridge projects; and the development of seaport infrastructure.
Deputy Prime Minister Tran Hong Ha stated that recently, the Government and the Prime Minister have issued many directives and established many working groups to directly visit localities to record and remove existing problems and obstacles in production activities, public investment, import and export, etc.
The Government and the Prime Minister will have documents responding to and resolving local recommendations and reflections.
In his directive speech, Deputy Prime Minister Tran Hong Ha requested localities to continue updating and reporting to the Government and the Prime Minister on newly arising difficulties and problems of a specific nature that have not yet been regulated in order to find solutions to remove them and release development resources.
The Ministry of Planning and Investment shall coordinate with ministries and branches to promptly, accurately, honestly and fully summarize the existing problems, difficulties and obstacles of localities; clearly identify the responsibility for resolution and provide guidance according to the authority of the Government, the Prime Minister, ministries and branches to handle them in the shortest time.
"This is an opportunity to review all local difficulties in the real estate market, disbursement of public investment capital, implementation of national target programs, socio-economic recovery and development programs... from there, propose solutions in the shortest time according to authority and responsibility so that investment, production, business, services, import and export activities,... can grow better", the Deputy Prime Minister emphasized and said that the Government and the Prime Minister will have documents to respond to and resolve local recommendations and reflections according to authority and responsibility; direct and urge ministries and branches to promptly resolve and provide guidance on issues under the management of their ministries and branches.
Notably, at the meeting, the Deputy Prime Minister reminded localities about the issue of ensuring energy security and innovating to attract foreign direct investment (FDI) in the coming time.
Specifically, recently, the Prime Minister approved the Power Plan VIII, issued a telegram directing the resolution of urgent issues to ensure stable power supply for industrial production, services, and people's lives. Therefore, localities need to pay attention and direct the implementation of power projects in accordance with the direction of the Government and the Prime Minister.
Regarding FDI attraction policies, the Deputy Prime Minister said that localities should not rely too much on the advantages of cheap labor, tax incentives, and land, but must have new approaches based on their own potential and advantages to attract investors in the context of a world economy with many complex fluctuations.
