Many people wonder if they are eligible to apply for or pursue a PhD without a master's degree.
The Prime Minister's decision on approving the framework of the national education system dated October 18, 2016, clearly stipulates that university-level training programs are accepted under one of three circumstances:
- A person who has graduated from high school;
- Those who have graduated from intermediate level education and have studied and passed the required amount of general high school knowledge as prescribed by the Ministry of Education and Training ;
- A person who has graduated with a college degree;
Clause 1, Article 5 of the regulations on university and college admissions for early childhood education also stipulates that individuals who have been recognized as having graduated from Vietnamese high school and those with a vocational diploma in a related field, provided they have completed the required amount of high school-level cultural knowledge as prescribed by law, will be admitted to universities.

On the other hand, the regulations on admission and training for master's degrees dated August 30, 2021, issued by the Minister of Education and Training, stipulate that there are two categories of candidates eligible to take the master's degree entrance exam:
- Have graduated or are eligible for a university degree (or equivalent qualification or higher) in a relevant field;
- For research-oriented programs, the requirement is a GPA of at least "good" or a scientific publication related to the field of study or research.
According to Circular No. 18/2021/TT-BGDĐT dated June 28, 2021, candidates applying for doctoral programs must also meet one of the following conditions:
- I have graduated with a master's degree.
- Graduated from university with honors or higher in a relevant field;
- Graduates with qualifications equivalent to level 7 according to the Vietnamese National Qualifications Framework in certain fields; specialized and in-depth training suitable for doctoral programs.
According to the regulations mentioned above, everyone must have graduated from high school to be eligible to apply for university, must have a university degree to be eligible to study for a master's degree, and must have a master's degree or a university degree with a distinction or higher to be eligible for doctoral admission and training.
Therefore, those without a university degree will not be eligible to directly pursue a doctoral degree.
