On the afternoon of May 31, in the socio-economic discussion session, many National Assembly deputies mentioned QCVN 06:2022 national technical regulation on fire safety for houses and constructions (Technical Regulation 06) issued by the Ministry of Construction.

Clarifying some issues, Minister of Construction Nguyen Thanh Nghi said that there are currently 9 technical regulations and 28 standards on fire prevention and fighting equipment and means.

The Ministry of Construction issued Regulation 06 on fire prevention and fighting for buildings and construction components.

In 2010, Regulation 06 was the first regulation on fire safety for houses and constructions issued by the Ministry. By the time of the 2022 revision, effective from January 16, 2023, the content of the regulation version has not changed much, is similar, and has inheritance.

Minister Nguyen Thanh Nghia spoke this afternoon.

The Minister said that the new regulation mainly expands the scope of the project, adding many solutions and options for construction. The fire safety requirements of the standard are clearly defined for each group, scale, fire hazard, and function.

Compared with some other countries, the Minister of Construction commented that core safety regulations are not high, even at a low average level.

Minister Nguyen Thanh Nghi clarified some contents. Regarding fireproof paint, Standard 06 does not have any regulations. "Fireproof paint is not a standardized material, so it cannot be included in the standard as a ready-made option," the Minister explained.

For steel structures of factories, Standard 06 allows the use of many solutions for competent fire prevention and fighting police agencies to approve and accept without the need for complicated testing and evaluation.

Standard 06 also allows factories with high fire risk, with an area of ​​up to 25,000 m2, not to need to cover the steel structure. Thus, according to the standard, most of the manufacturing factories in Vietnam are not required to cover the steel structure.

Mr. Nguyen Thanh Nghi said that, implementing the direction of the Prime Minister, the Ministry of Construction and the Ministry of Public Security are actively coordinating to come up with solutions to strengthen the project to best ensure fire safety.

The Fire Prevention Police will provide guidance for each specific project. The Ministry of Construction has drafted a Government resolution on this matter and sent it to agencies and localities for comments on May 26.

Notably, the Minister affirmed that Standard 06 will not be applied to individual houses with 6 floors or less. The Minister said that problems arise when applying Standard 06 to individual houses that change their purpose of use without ensuring infrastructure such as traffic, electricity, water, architectural space, etc.

"National technical regulations on fire safety for houses and constructions are difficult technical regulations, with complex technical contents and deep expertise, and must be researched, tested, and experimented on the basis of science and deep expertise," the Minister of Construction shared.

The Ministry of Construction has assigned the Institute of Construction Science and Technology to conduct a comprehensive review to consider amending and supplementing Technical Regulation 06 in 2022.
