The Ministry of Education and Training (MOET) has issued Circular No. 30 dated December 30, 2024 on promulgating the Regulations on Secondary School and High School Admissions. The third subject for the 10th grade entrance exam is selected by the Department of Education and Training; the same subject cannot be selected for more than 3 consecutive years and is announced after the end of the first semester.
The regulations are built on the principle of not causing costly pressure on parents, students and society; with the spirit of streamlining, minimizing administrative procedures; in line with the policy of digital transformation in the field of education and training. At the same time, it has the effect of promoting comprehensive educational activities, initially preparing students with qualities and abilities to be qualified to study at higher levels or to be able to learn a profession according to career orientation and streaming. In addition, the exam subjects and admission methods must also be linked to the process of regular testing and assessment with periodic testing and assessment; in line with the trend of innovation.
In addition, the Regulation also ensures the implementation of state management functions at the macro level; develops unified regulations nationwide; and at the same time, well implements the principle of decentralization, delegation of authority, and clearly defines the authority and responsibility of the Ministry of Education and Training, localities, universities, and research institutes. The Regulation is applied from February 14, 2025.
Regarding the method of admission to grade 10, there are entrance exams, admission selection or a combination of entrance exams and admission selection. The selection of the admission method is under the authority of the locality. The new circular stipulates the uniform implementation of 3 subjects and exams nationwide, including: Math, Literature and a third subject or exam selected by the Department of Education and Training.
The third exam is selected from among the subjects assessed by scores in the general education program at the secondary level, ensuring that the same third exam subject is not selected for more than 3 consecutive years. The third exam is a combination exam of a number of subjects selected from among the subjects assessed by scores in the general education program at the secondary level.
For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third exam subject or a combination exam of a number of remaining subjects will be selected directly by the Ministry of Education and Training, universities, colleges, and research institutes.
The third subject or the combined test of a number of subjects is announced after the end of the first semester but no later than March 31 every year. The time for the Literature test is 120 minutes, for the Math test is 90 minutes or 120 minutes; the third subject is 60 minutes or 90 minutes; the combined test is 90 minutes or 120 minutes. The test content is within the general secondary education program, mainly grade 9.
Previously, many localities wanted to enroll 10th graders in fixed subjects of Math - Literature - Foreign Language. Deputy Minister of Education and Training Pham Ngoc Thuong said that this led to some schools, even many schools from the beginning of the 9th grade school year, only focusing on these 3 subjects, while there are many subjects that require other knowledge and skills. This change is to avoid rote learning and biased learning.
Secondary school admission will be conducted by examination. The examination criteria will be specifically guided by the Department of Education and Training, ensuring that the examination is fair, objective, transparent, and appropriate to the actual situation in the locality.
For secondary schools and general schools with many levels of education, including secondary schools belonging to universities, colleges, and research institutes, the admission criteria are directly managed by the university, college, or research institute or are implemented according to the instructions of the Department of Education and Training where the school is located.
The regulations in the new Circular also reduce administrative procedures in enrollment registration as registration is organized online. In case of not meeting the conditions for online enrollment registration, it will be done directly or by post.
Circular No. 30/2024 of the Ministry of Education and Training will officially be applied from the 2025-2026 school year admissions nationwide.
