Early admissions removed, universities adjust enrollment plans

The Ministry of Education and Training will announce the university and college admission regulations around the end of February. Of which, there are expected to be 7 new points compared to 2024. If the official regulations are issued in this direction, many universities will continue to revise this year's admission plans.


ADD SOME NEW POINTS IN CONFORMITY WITH THE REGULATIONS

A new point expected in this year's admission regulations is that there will no longer be early admission. Universities will consider all admission methods in a common round after the 2025 high school graduation exam (except for direct admission for students with outstanding talents according to the admission regulations). When this new point is implemented, many universities will have to adjust their admission plans, especially the early admission plan before the high school graduation exam takes place.

For example, Vietnam Aviation Academy. Last year, this unit conducted early admission according to 5 methods: priority for excellent students, priority for admission based on international English certificates, considering competency assessment test scores, considering transcript scores and direct admission. But this year, according to Dr. Co Tan Anh Vu, Deputy Director of Vietnam Aviation Academy, it is expected to abolish early admission according to the spirit of the admission regulations. The methods of general admission are based on high school graduation exam scores, competency assessment test scores, transcript scores, and consideration of international English certificates (direct admission is based on the time specified by the Ministry of Education and Training).

Associate Professor, Dr. To Van Phuong, Head of the University Department of Nha Trang University, said that the school will have some plans to adjust the enrollment plan accordingly if the enrollment regulations are officially issued. "This year, a new point in the school's enrollment is to use high school academic results to pre-select candidates. This is considered a necessary condition before candidates register for official enrollment according to the general enrollment plan and process of the Ministry of Education and Training. Therefore, the school will conduct pre-selection at a more suitable time," Associate Professor Phuong added.

At the Thanh Nien Newspaper's Exam Season Consulting program held last weekend, Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, informed about the new points expected in the upcoming admission regulations.

Meanwhile, Ho Chi Minh City University of Industry and Trade has announced that it will not conduct early admissions this year. Master Pham Thai Son, Director of the school's Admissions and Communications Center, said that this year, the school's three admission methods will be implemented in the same round according to the Ministry's regulations, including: reviewing academic records, reviewing high school graduation exam scores, reviewing the Ho Chi Minh City National University's competency assessment exam scores, and reviewing the Ho Chi Minh City University of Education's specialized competency assessment exam scores.

Some private universities also informed that they plan not to conduct early admissions in accordance with the spirit of the draft revised admission regulations such as: Duy Tan University, Nguyen Tat Thanh University, Ho Chi Minh City University of Economics and Finance... Many other universities such as Ho Chi Minh City University of Industry, Ho Chi Minh City University of Technical Education, Da Lat University... said that they will wait for the official promulgation of admission regulations and then make appropriate adjustments.

M EXPANDING THE SUBJECT COMBINATION FOR ADMISSION CONSIDERATION, CONSIDERATION OF PRIORITY POINTS

Increasing the number of subject combinations for admission and adding new subjects in the 2018 General Education Program to the combination is also a new point in many schools.

According to Associate Professor, Dr. To Van Phuong, if the combination of admission subjects is not limited, Nha Trang University plans to increase the combination of admission subjects for each major. "At this time, the school will orient the combination of each group of admission majors to avoid causing complications and confusion for candidates. In addition, regarding the combination, if the Ministry's admission software system allows it, the school will use a combination of 4 admission subjects, at this time it will evaluate the university learning capacity of candidates more comprehensively," Associate Professor, Dr. Phuong said.

Similarly, Dr. Co Tan Anh Vu also said that Vietnam Aviation Academy will expand the admission combination, in which the combination has at least math or literature as prescribed. In terms of considering academic records, the school also uses the scores of the entire 12th grade year.

Students raise questions about university admission methods in 2025

Another new point that directly affects candidates when participating in the admission exam this year is the adjustment of the regulations on adding priority points. In recent years, in addition to the regional and target priority points according to the admission regulations, many universities have had their own policies on adding priority points for candidates according to the following criteria: awards, foreign language certificates, international certificates, students of specialized/gifted schools, etc. However, this year, the regulations are expected to stipulate that the priority points of each candidate will not exceed 10% of the maximum score (after adding regional and target priority points), and at the same time, the total score of the candidate will not exceed the maximum score. This regulation will affect schools with many priority point policies set by the school.

This year, the University of Information Technology (Ho Chi Minh City National University) uses 3 admission methods. In particular, the new point is to add a secondary criterion of adding priority points for candidates with international foreign language certificates to be admitted based on the scores of the Ho Chi Minh City National University's competency assessment exam and the high school graduation exam to the school. However, Dr. Nguyen Tan Tran Minh Khang, Vice Principal of the school, said that the school will organize admission according to the admission plan of the Ministry of Education and Training and Ho Chi Minh City National University in accordance with regulations. "Regarding the addition of priority points (in addition to priority points for subjects and regions according to regulations), this year the school will also implement the same as previous years, ensuring that the level of priority points added according to the school's regulations does not exceed 10% of the total admission score," Dr. Khang informed.

Regarding this policy, Associate Professor, Dr. To Van Phuong said: "Nha Trang University is reviewing the conversion of international foreign language and IT certificates into bonus points or using them as English and IT subject scores in the admission combination."

Commenting on the expected new points of this year's admission regulations, Dr. Co Tan Anh Vu said that implementing the same admission method in the same round can help groups of candidates admitted by different methods to a major at a school with similar academic abilities.

7 new points of university admission regulations in 2025

In the opening program of the 2025 Exam Season Consulting organized by Thanh Nien Newspaper at Dong Nai University on February 15, a representative of the Ministry of Education and Training said that the regulations on university and college admissions in preschool education will be issued in February. Accordingly, there are 7 new points for TS admission that need to be noted when participating in this year's admission.

Firstly, this year there will be no early admission and all will follow the general admission process. Direct admission will be carried out in accordance with the regulations of the Ministry of Education and Training.

Second, universities and colleges use high school results for admission, according to the regulations, which require using the learning results of the entire 12th grade year.

Third, training institutions are required to have a way to convert equivalence between admission methods and combinations. This leads to schools not needing to allocate quotas between admission methods.

Fourth, schools are allowed to convert foreign language certificates into foreign language scores for admission purposes. Therefore, candidates do not have to take the foreign language exam in the high school graduation exam if they have a foreign language certificate as prescribed.

Fifth, the regulation also removes the requirement that each major and each program have a maximum of 4 admission combinations. In particular, the regulation requiring the number of common subjects between admission combinations to account for 50% of the weight will only be applied from 2026.

Sixth, the priority bonus points of each candidate do not exceed 10% of the maximum score (this bonus point is after adding regional priority points and subject priority points); at the same time, the total consideration score of the candidate does not exceed the maximum score.

Seventh, the threshold score for the health and teacher training sectors will remain the same as the current regulations, and these adjustments will not be applied this year.
