According to the leader of the People's Committee of Soc Trang province, the construction of a gateway port for the Mekong Delta region in Tran De, Soc Trang province will serve the import and export of goods, enhance connectivity, reduce transportation costs and the volume of goods transferred to the Southeast seaports, and promote the socio-economic development of the region.
Perspective of Tran De port
The scale of investment in Tran De offshore port includes: 5,300m long wharf; 9,800m long breakwater/dyke system; 17.8km long sea-crossing bridge... At the same time, investment will be made in other technical infrastructure systems including: power supply, water supply, drainage, fire prevention and fighting and other auxiliary works to ensure exploitation activities for the entire port area for each phase. The port logistics service area has a total area of about 4,000 hectares. The infrastructure of this area includes: leveling the ground, building internal traffic roads, water supply and drainage systems, power generation, fire prevention and fighting systems, communications to call for investors to rent infrastructure...
Regarding the development of infrastructure of Tran De port, Soc Trang province proposed to request support from the central budget combined with socialization to build some items of Tran De port (according to component projects). At the same time, propose some support policies and mechanisms on procedures, development of goods sources and policies for sand mining, conversion of forest use purposes; propose to establish Tran De Economic Zone, including industrial parks, export processing zones and duty-free zones in Tran De port area, thereby creating development momentum for Soc Trang in attracting investors as well as creating goods sources for Tran De port.
Regarding logistics, the consulting unit recommends building a port logistics area, logistics associated with the seaport project; having solutions to develop goods sources through attracting production development, prioritizing land funds to develop industrial parks near the port, having policies to develop international cargo transit activities; dividing cargo flows between Tran De Port Area and other ports in the Mekong Delta region and Cai Mep - Thi Vai.
Deputy Minister of Transport Nguyen Xuan Sang assessed that Soc Trang province's implementation of a pre-feasibility study on investment in the construction of Tran De port is of great significance in working with the ministry to carry out the work of master planning for national seaports; planning of land and water areas of Soc Trang province. Soc Trang province can rely on this project to request specific policies and mechanisms for investment in construction and exploitation of Tran De seaport not only for the province but also for the whole Mekong Delta region. Therefore, the consulting unit needs to study the procedures for submitting the project to competent authorities for approval to have a basis for implementing the following contents. In addition, the province also needs to call for investors interested in investing in port construction.
If built, Tran De Port will realize the "super port dream" of the Mekong Delta region. With a total investment of about 200,000 billion VND, the seaport when completed will be able to receive general cargo ships, container ships of 100,000 DWT or larger and bulk cargo ships of 160,000 DWT, with a design capacity of 80 - 100 million tons/year.
With large investment costs, the consulting unit proposed a plan divided into 2 investment phases:
Phase 1 with a total investment of 55,000 billion VND will build 6 ports 1,600 - 2,200m long, including 4 general cargo and bulk cargo ports to receive ships with a capacity of up to 160,000 DWT and 2 container ports to receive ships with a capacity of up to 100,000 DWT.
After 2030, 145,000 billion VND will be invested to implement phase 2, increasing the service capacity to 100 million tons/year as planned.
According to the Master Plan for the development of Vietnam's seaport system for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, Soc Trang seaport is classified as a type III seaport, belonging to group 5 seaports, with the potential to become a special seaport when forming a gateway port for the Mekong Delta region at Tran De.
The Prime Minister has signed a decision approving the plan, policies, solutions and resources to implement the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050. Accordingly, one of the tasks of developing maritime infrastructure is to call for investment in the Tran De port area, the initial phase with a capital demand of up to VND50,000 billion./.
