Reality in Hanoi shows that, at difficult and challenging times, implementing new, difficult and complicated tasks, the emulation movement "Skilled Mass Mobilization" has proven to be clearly effective in mobilizing, creating consensus and support from all walks of life.
Many models have helped local Party committees and authorities effectively resolve difficult, complicated, and pressing issues directly related to people's lives such as site clearance, land management, construction order, urban civilization, environmental sanitation, etc. This not only strengthens the great national solidarity but also contributes to the completion of socio-economic development targets of the locality and the city.
Identifying “Skilled Mass Mobilization” as “a bridge between the Party’s will and the people’s hearts”, from the beginning of 2024, Hoang Mai District Party Committee issued an official dispatch on implementing the emulation movement “Skilled Mass Mobilization” associated with the good implementation of the Grassroots Democracy Regulations. Up to now, the whole district has built 291 models, typical “Skilled Mass Mobilization” at all 3 levels and synchronously in 4 areas.
Deputy Head of the Hoang Mai District Party Committee's Mass Mobilization Committee Nguyen Duc Tho said that 2024 is identified as a breakthrough year and has a particularly important significance in successfully implementing the 4th District Party Resolution, term 2020 - 2025. From the beginning of the year, the District's Steering Committee for Land Acquisition and Site Clearance focused on developing a land acquisition and site clearance plan for 45 projects, focusing on 6 key traffic projects to create momentum for the overall development of the district.
In order to effectively carry out the tasks set out in this difficult field, the District Party Committee's Mass Mobilization Committee has advised the Steering Committee for the development and implementation of the District's Grassroots Democracy Regulations to organize a seminar on "Skilled Mass Mobilization" in the land acquisition and clearance work in the area. With the motto of "listening to people, speaking so that people understand, making people believe", the participation of the entire political system and the Mass Mobilization Bloc at the department, many models and typical "skillful" examples in the work of propaganda and mobilizing people to voluntarily dismantle works and assets to hand over land to implement projects have achieved practical results and created high consensus from the people.
The implementation shows that the emulation movement "Skillful mass mobilization" in Hoang Mai district has contributed to the good implementation of political tasks, especially in the work of land acquisition and clearance to implement projects. Since the beginning of the year, the district has issued land recovery notices, determined the land origin of 1,237 households; conducted surveys of 771 households; confirmed the land origin of 1,153 households; created 1,109 draft plans; approved 782 official plans with the amount of 335.56 billion VND.
“With the proactive participation of the entire political system and the active participation of the grassroots Mass Mobilization Bloc in the work of propaganda, explanation, and mobilization of the people to carry out the work of site clearance for projects in the district, practical results have been achieved, creating a widespread spread in the community. At the same time, it has contributed to innovation and improving the effectiveness of mass mobilization work and the emulation movement of “Skilled Mass Mobilization” - Mr. Nguyen Duc Tho assessed.
In Me Linh district, Head of the Me Linh District Party Committee's Mass Mobilization Committee Trinh Thi Hong Ngan said that the emulation movement "Skilled Mass Mobilization" has become a practical emulation movement to meet the requirements of the Party's mass mobilization work in the new situation. Over the past 15 years, the whole district has implemented 1,550 "Skilled Mass Mobilization" models in 4 areas. The content of the models and typical "Skilled Mass Mobilization" were selected and registered by grassroots units, focusing on existing issues, current issues, and directly affecting people's lives. Among them, it is necessary to mention the implementation of "Skilled Mass Mobilization" in site clearance for the national key project of Ring Road 4 - Capital Region.
The Ring Road 4 Project - Hanoi Capital Region (section through Me Linh district) is 11.2km long and passes through 5 communes. The total land acquisition area for site clearance is up to 134.2ha and affects nearly 2,700 households. The task involves many items of agricultural land, residential land, traffic land, schools, and cemeteries.
As one of five communes in Me Linh district where the Ring Road 4 - Hanoi Capital Region Project passes through, the section through Kim Hoa commune (Me Linh district) is about 3km long, with a land acquisition area of 32.7ha (accounting for 22.2% of the whole district) and passes through 5 villages. Of which, 4 residential land plots, 450 agricultural land plots, 2 schools and 44 graves need to be acquired.
Kim Hoa Commune Party Secretary Nguyen Khac Trung said that this is a project of great significance and a key political task, so the entire political system of the commune has actively participated, focusing on accelerating the site clearance progress, ensuring the assigned schedule. In particular, the work of "Smart Mass Mobilization", propaganda and mobilization of the people play a decisive role.
Right from the beginning of the project, changing people's awareness was difficult, because land acquisition would affect people's lives, as most households in the area were farmers. Moreover, the relocation of graves related to spirituality had a profound impact on people's thoughts and feelings, and could not be convinced overnight. Realizing that, local leaders paid attention to promoting mass mobilization work associated with implementing grassroots democracy regulations to gain high consensus among the people.
To achieve this result, the commune has organized many meetings to disseminate and listen to people's suggestions. The commune Party Committee has established a Steering Committee and a specialized Citizen Reception Team to implement the project. At the same time, it has developed a detailed plan to direct the implementation of tasks; proactively reviewed the project implementation tasks in the commune; and regularly held weekly meetings to review the implementation progress.
According to Mr. Nguyen Khac Trung, moving graves is considered the most difficult task in the general land acquisition work. The propaganda team has carried out the task with the motto of "going to every alley, knocking on every door" to propagate and mobilize cadres, party members, union members, and association members of their team, especially the families of union members and association members in the project area, whose graves need to be relocated. At the same time, remove obstacles, grasp the actual needs of households in the project area, flexibly combine legal propaganda, and encourage households to implement the land acquisition policy to contribute to the implementation of the common goals of the project. Thanks to promoting propaganda and creating consensus, up to now, the land acquisition work serving the Ring Road 4 Project - Hanoi Capital Region in Kim Hoa commune has ensured the progress assigned by the district and the city.
Witnessing the first kilometers of parallel roads of Ring Road 4 being paved, Secretary of the Party Cell of Kim Tien Village (Kim Hoa Commune) Ha Van Quyet was moved. In order to achieve today's results, in addition to promoting propaganda, it is also necessary to promote the exemplary role of cadres and party members in the project implementation process. Kim Tien Village has 27 graves located within the red line of Ring Road 4. Thanks to the active propaganda and mobilization of the Party Cell, the Front Work Committee and the village's mass organizations, all the people in the village agreed and proactively moved the graves of their relatives to the centralized cemetery, completing it before the Lunar New Year 2022.
“I myself have been exemplary and a pioneer in complying with the general regulations on land acquisition and clearance to implement the project. Accordingly, I have persuaded my family to hand over 2,400m2/nearly 4,000m2 of land currently being used as a livestock farm to serve the project construction” – Mr. Ha Van Quyet shared.
Along with implementing the "skillful mass mobilization" work in site clearance, land management, and construction order, localities and units in Hanoi also "skillfully" mobilize cadres, party members, and people to seriously implement and focus on tasks that are also considered difficult such as: ensuring order, urban beauty, environmental sanitation, etc.
Typically, since 2020, the Ho Chi Minh Communist Youth Union of Hoang Mai district has directed 100% of the youth unions of 14 wards to review encroached public land areas, abandoned areas or illegal garbage dumps to clean up the environment, mobilize social resources to build children's playgrounds and community playgrounds. To date, 20 playgrounds have been deployed with a total value of more than 2 billion VND.
Typically, Hoang Liet ward (Hoang Mai district) has been successful in mobilizing people to return public land and mobilizing socialization to build a community playground at Vuon Bong - Phap Van pond; mobilizing socialization to renovate the yard in Bang B residential area into a playground.
Sharing about the process of implementing "Clever Mass Mobilization" in mobilizing socialization to renovate the yard in Bang B residential area into a playground, Chairman of the Vietnam Fatherland Front Committee, Head of the Mass Mobilization Bloc of the Hoang Liet Ward Party Committee Tran Toan Thuong said that the yard located in Bang B residential area was built by the people in 1960 as a place to dry and store rice and paddy after harvest with an area of 2,438m2 belonging to the land fund managed by the Ward People's Committee. After more than 60 years, the yard is no longer usable. The yard surface and surrounding walls are peeling and broken, causing danger, unsanitary environment and affecting urban aesthetics. Based on that reality and the wishes of the people, the ward has directed the implementation of the "Clever Mass Mobilization" model to socialize the renovation of this yard into a community playground.
During the implementation of the model, Hoang Liet ward encountered some difficulties because many adjacent households arbitrarily leveled and encroached on hundreds of square meters of land to open private paths and build houses... However, learning from the experience and results of the social mobilization to build a community playground at Vuon Bong pond - Phap Van in 2022, the Party Committee of residential groups No. 4, 5 - Bang B focused on directing the Front work committee to coordinate with residential groups to organize a People's meeting to discuss and decide on the plan and implementation method. From there, it created consensus among the majority of the people and mobilized the participation of the entire political system.
The Party cell committee has directed the completion of the Mass Mobilization Team. At the same time, it has assigned specific tasks to each member, strengthened the grasp of the situation, promoted propaganda and mobilization work with many diverse, tight, persistent, and comprehensive forms, making good use of familiar relationships and prestigious people for mobilization. In addition, it has assigned staff to be on duty at the cultural house to both propagate on the loudspeaker system of the residential area and receive financial support from the people.
“After a period of implementation, 100% of the adjacent households voluntarily dismantled the construction on public land and supported the cost of building a walking path around it with a total cost of over 300 million VND. With the contribution and support of the people, the model has now been completed, the warehouse yard has been concreted, trees and flowers have been planted to create a green, clean and beautiful environment for the people” – Mr. Tran Toan Thuong shared.
From the practical implementation of the model, Mr. Tran Toan Thuong said that in order for the emulation movement "Skilled Mass Mobilization" to be widely, practically and effectively deployed, it is necessary to strengthen and innovate the leadership of the Party. Promote propaganda to raise awareness and responsibility of Party committees and authorities at all levels, especially leaders, cadres, Party members and all classes of people about the Party's viewpoints and guidelines, about the role of the People as President Ho Chi Minh advised "a hundred times easier without the people, it is still bearable, a thousand times harder with the people, it is still possible".
In addition, fulfill the responsibility of setting an example in work and daily life, especially in resolving the people's legitimate recommendations and proposals in the spirit of "respecting the people and being close to the people" to continuously consolidate and maintain the people's trust in the Party and the State.
