According to the accusation, this group lined up a team of 4 luxury cars to stop and park in the middle of the road at Km 1+500 of the North-South axis road, in Toan Thang commune, Gia Loc district to stage a photo shoot. After that, this group moved on the road to broadcast livestreams to attract likes and increase interactions.

In addition to the above incident, on May 20, Da Lat City Police, Lam Dong Province, invited a female driver named NTBD (41 years old, residing in Da Lat City) to work after identifying Ms. D as the person driving the black car that stopped in the middle of Hoa Phuong Tim Street in Tuyen Lam Lake tourist area at noon on May 17.

Afterwards, the people traveling with Ms. D got out to exercise in front of the car, right on the lane with many vehicles traveling.

Following the above cases, lawyer Ha Thi Khuyen (Nhan Chinh Law Office, Hanoi Bar Association) analyzed that disturbing public order is an act of disturbing public order. People commit this act through different methods such as: Gathering a large crowd in a public place to cause disturbance and public disorder, using supporting means to cause disturbance in public areas.

Recently, a number of vehicle stops on the road have not only obstructed road traffic but also affected the rules of conduct of citizens when performing daily activities in public places.

"They are fully aware that it is not allowed to gather in large numbers and stop and park vehicles to obstruct traffic, and it is not allowed to cause disturbances in public areas like that, but they still intentionally carry out the act to satisfy their own purposes," the lawyer emphasized.

Therefore, those who commit acts with intentionality and blatant violation of the law, so the police agency's initiation of criminal proceedings and prosecution of defendants for disturbing public order in a number of cases, such as the case in Gia Loc, is justified.

According to lawyer Khuyen, before someone wants to do something in a public place, they need to understand whether there is a lot of traffic in that area (including traffic areas) or not? Because if an act of disturbing public order occurs in a traffic area, it will directly violate public safety, the rules of conduct, living, and traveling in public places.

Notably, if such behavior is determined to have a negative impact on security and order, cause traffic congestion and even pose a potential risk of causing traffic accidents, then depending on the nature, extent and consequences caused by the violator, the police agency will consider signs of a crime to prosecute.

How to stop the car to ensure safety?

According to the recommendations of the Traffic Police Department, parking on the road must comply with a number of principles to ensure safety and compliance with the law.

Specifically, when stopping or parking on the road, drivers must use warning signals; Stop or park the vehicle in a place with a wide roadside or on land outside the roadway; In case the roadside is narrow or there is no roadside, the vehicle must stop or park close to the right edge of the road.

On roads where parking and stopping areas have been built or where parking and stopping areas have been designated, vehicles must be stopped and parked at those locations. If a parked vehicle occupies part of the roadway, a warning sign must be placed in front and behind.

On the street, when stopping or parking a vehicle, the driver must stop or park the vehicle close to the curb or sidewalk on the right side of the road in the direction of travel; not causing obstruction or danger to traffic.

In case of narrow streets, you must stop and park your car at least 20m away from the car parked on the other side of the street.

Absolutely do not stop or park on tram tracks, on drainage manholes, telephone or high voltage lines, or in areas reserved for fire trucks to get water. Do not leave vehicles on the roadway or sidewalk in violation of regulations.
