To create a new look for the provincial capital to develop strongly, in recent years Thanh Hoa City has prioritized investment resources in new modern residential areas and urban areas and built synchronous urban infrastructure, connecting the inner city with the suburbs.
Based on the urban space development orientation approved by the Prime Minister in Decision No. 259/QD-TTg, Thanh Hoa City has done a good job in planning and planning management, ensuring sustainable development in the future. Mr. Hoang Van Hung, Head of the Urban Management Department of Thanh Hoa City, said: “In the planning process, the city requires departments, offices, and units assigned as investors to research and arrange infrastructure items to ensure full criteria of a type I urban area; ensure convenience in site clearance, feasibility in investment implementation and resettlement arrangement. At the same time, it is necessary to design architectural space, urban space towards green - smart and orient the architectural style for urban areas right from the detailed planning stage to create highlights, attract investment into the city”.
To create a new shape for the provincial capital, the city has invested in building civilized and modern new residential and urban areas. In the period of 2022-2025, the City People's Committee has consulted on a list of investment projects and has been approved by the City People's Council. Accordingly, the City People's Committee has identified 13 investment projects to build new residential and urban areas to focus on directing and speeding up the implementation progress with a scale of 182.72 hectares, with a total investment of nearly 2,165 billion VND. Up to now, 6 projects have basically completed the technical infrastructure system, completed to the technical stopping point, and handed over for use; 2 projects are the resettlement area for households in the Mat Son Scenic Relic Area and the resettlement area for households outside the Ma River dike, Tao Xuyen ward is urgently completing the site clearance work for construction.
For new urban area projects using non-budgetary capital, the city has proposed the Provincial People's Committee to issue a list of projects using land; organize the selection of investors and coordinate with investors to carry out compensation and site clearance for a total of 9 projects, with a scale of 575.4 hectares and a total investment of more than VND 27,578 billion. There are 2 projects, Project No. 1 and Project No. 4 of the city's central urban area, basically completed; 7 projects have selected investors and are implementing investment.
To successfully implement the goals and tasks of socio-economic development, the development of synchronous and connected transport infrastructure plays an important role. Implementing Plan No. 250/KH-UBND of the Provincial People's Committee, the city has completed the compensation and site clearance for investors implementing the East-West Avenue Project of Thanh Hoa City; the road project from the center of Thanh Hoa City connecting with the traffic route from Tho Xuan Airport to Nghi Son Economic Zone; key transport infrastructure projects with regional connectivity such as the road from Thanh Hoa City connecting with the western districts of the province...
In addition, in the period of 2022-2025, the City People's Committee will invest in 99 transport infrastructure projects with a length of newly built, upgraded and renovated roads of 115.64km, with a total investment of more than VND 9,203 billion. Notably, implementing Resolution No. 303/2022/NQ-HDND of the Provincial People's Council on a number of specific mechanisms and policies for the city's development, Thanh Hoa City has 14 projects in the field of urban transport infrastructure with a total length of 41.2km, a total investment of VND 7,840 billion assigned to project management boards to carry out investment preparation. Of which, 2 projects have started construction and implemented investment construction; 2 projects are completing investment procedures to start construction in the first quarter of 2025; The remaining projects are being urgently completed by investors to start construction in 2025.
In order to accelerate the progress of urban infrastructure renovation and upgrading in a synchronous manner between the inner and outer city, the City People's Council issued Resolution No. 83/NQ-HDND on implementing the Project "Mobilizing social resources to invest in upgrading roads, drainage ditches, and sidewalks in the period 2022-2025".
After 2 years of implementation, 17 projects have been included in the list of public investment projects in 11 wards and communes, of which 15 projects have been approved for investment with a total investment of more than 194 billion VND. To date, 1 project has completed project settlement, 5 projects are under construction, 1 project has organized the selection of construction contractors, 8 projects are organizing surveys and establishing construction designs.
Regarding public investment projects approved by the City People's Council, the City People's Committee decided to invest in 63 traffic projects and 5 river and canal bridge projects with a total length of 66.24km, with a total investment of more than VND 1,125 billion. There have been 32 basic projects completed with a total length of 32.36km (reaching 48.85%), including a number of main traffic routes, inter-residential roads such as the service road from Go! Thanh Hoa Supermarket to Vinh Canal; the central traffic road of Quang Tam commune, from Nam Song Ma Avenue to National Highway 47; Dong - Dinh - Duc traffic road through Quang Dong commune office... Currently, a number of projects are speeding up investment preparation progress to start new construction in 2025 such as Hung Vuong Avenue service roads; the North Hung Vuong Avenue service road connecting the two banks of Thong Nhat River; the bridge over Thong Nhat River from Village 2 to Village 3, Quang Phu Ward...
Urban infrastructure works have been and are being formed, creating a spacious and modern appearance for the city. In the journey of development in the new stage, Thanh Hoa City continues to implement urban planning well in the direction of synchronization and connection, creating motivation to attract large investors, striving to make Thanh Hoa City become "one of the 5 leading provincial cities in the country" in the near future.
