Long An aims for green growth and sustainable development

Many practical solutions have been implemented by Long An province to improve the provincial green index.


In order to implement the orientation of green growth and sustainable development, reaching the top 10 on the Provincial Green Index (PGI) ranking nationwide, in November 2024, the People's Committee of Long An province issued a plan to implement tasks and solutions to improve and enhance PGI in the period of 2024 - 2025 in the province.

Inevitable trend

This plan includes four important solutions: Minimizing environmental pollution and negative impacts of climate change; ensuring minimum environmental standards; the role of the government in environmental protection; preferential policies and support services for businesses in environmental protection.

To implement the above plan, departments, branches and localities in Long An province have deployed many practical solutions for the common goal of green growth and sustainable development of the province, including Duc Hoa district.

In 2024, the total state budget revenue of Long An province is estimated to reach 25,800 billion VND, reaching 122.1% of the central estimate and 121.2% of the local estimate. In particular, Duc Hoa district is a key economic zone (with 13 industrial zones and 20 clusters) and is one of the localities with the highest budget revenue in Long An.

Mr. Le Thanh Phong, Chairman of Duc Hoa District People's Committee, said that the district has been implementing many tasks and management solutions towards green growth and sustainable development of the district, contributing to the goal of improving the province's PGI. Accordingly, the district encourages operating enterprises and investment project owners to convert production technology towards modernity, invest in clean technology, reduce waste and increase efficiency in resource use, and minimize waste generation to reduce the risk of environmental pollution.

Every year, Duc Hoa district issues a plan to control environmental pollution and conducts surprise inspections of operating units showing signs of environmental pollution, based on information and recommendations on the environment, especially through the hotline, to control, prevent and promptly handle violations of environmental protection in accordance with the law. In 2024, the district inspected 76 units, fined 32 units with a total amount of over 1.9 billion VND, units that comply with the fine must also remedy the consequences, ensuring the content stated in the penalty decision.

"Green growth and sustainable development are inevitable trends, goals to strive for, and vital principles in the development process of a civilized and modern society. They are strategic orientations to help Duc Hoa district in particular, Long An province and the whole country in general achieve sustainable development goals, contributing to environmental protection and improving the quality of life for people," emphasized Mr. Le Thanh Phong.

Attention to training and development

According to the report of the Department of Natural Resources and Environment of Long An province, in recent times, departments, branches and localities in the province have always focused on communication work, raising awareness of people and businesses and considered this one of the key tasks that need to be implemented. At the same time, raising awareness because the environmental protection consciousness of people and businesses will contribute to improving the capacity to adapt to climate change and reduce greenhouse gas emissions.

Long An has many preferential policies and services to support businesses in environmental protection.

To reduce plastic waste, the province's industry and trade sector has coordinated with relevant units to distribute tens of thousands of leaflets and equip hundreds of propaganda billboards to limit the use of disposable plastic products and non-biodegradable plastic bags in markets.

The work of guiding and disseminating environmental laws and environmental protection solutions has always received attention through many forms of propaganda for organizations and individuals.

Regarding preferential policies and support services for enterprises in environmental protection, relevant agencies and units have effectively implemented financial policies and investment regulations under the guidance of the Central Government to encourage and mobilize all social resources to invest in scientific research activities, technology development and application, innovation; creating favorable conditions for attracting activities to the province.

According to the report of the Department of Planning and Investment of Long An province, the green growth results of the province in 2024 show that for the implementation of projects to complete green logistics infrastructure, the province has completed the planning and construction of traffic routes connecting to logistics centers such as DT.816, DT.826B, DT.827, DT.830, DT.832, DT.833, DT.838 to ensure convenient traffic.

Up to now, Long An province is operating 3 automatic air environment monitoring stations in 3 districts of Duc Hoa, Ben Luc and Can Giuoc. Data collected from the monitoring stations shows that the air quality in these districts is not polluted.

Long An Provincial People's Committee also regularly pays attention to training and fostering to improve professional skills for cadres and civil servants in the agricultural sector and developing a team of source lecturers on green and ecological agricultural development to undertake the task of training, fostering and transferring to producers processes and techniques related to the field of green growth.

Budget is limited

According to the report of the Department of Planning and Investment of Long An province, besides the results achieved in the implementation of the National Strategy and the Green Growth Action Plan 2024, Long An province still has some limitations and shortcomings such as: some central ministries and branches have not issued documents guiding the implementation of green growth, so the implementation is still difficult.

To implement green growth requires a huge amount of resources, of which domestic resources, especially the state budget, for green growth are still limited. Therefore, up to now, the province has not attracted many projects and programs on green growth, so it is in great need of resource support from the Central Government to implement more effectively and sustainably.

The work of monitoring and evaluating the implementation results of the National Strategy and Action Plan still has many shortcomings. Instructions from competent authorities have not been issued, causing difficulties in the implementation evaluation work.

Awareness of green economy and green growth among some departments, sectors and localities is sometimes not timely; the capacity of local staff working on green economy and green growth is still limited, and specialized training on green growth is not regular and continuous.
