On January 1, 2024, Quang Ninh province held the inauguration ceremony of the Cua Luc 3 Bridge construction investment project connecting the central area of Ha Long City with communes of Hoanh Bo district (merged with Ha Long City since 2019).
This is the second bridge connecting Ha Long City with Hoanh Bo District (old), along with the Love Bridge. Initially, the bridge was named Cua Luc 3 Bridge. However, after consulting with the people, Quang Ninh province decided to name the bridge Binh Minh with the hope that the bridge will contribute to creating a connection and bond between the two banks of Cua Luc Bay. Thereby, aiming to build Ha Long City into a national tourism center, reaching international level.

The Cua Luc 3 Bridge Project has a total investment of more than 1,700 billion VND from the local budget. The project is invested by the Quang Ninh Province Civil and Industrial Construction Investment Project Management Board, with Deo Ca Group leading the construction contractor consortium.
Cua Luc 3 Bridge is over 2.6 km long, designed to have 6 lanes, one end connecting to the main axis of FLC urban area in Ha Khanh ward, the other end intersecting with National Highway 279 in Cho village, Thong Nhat commune (in Ha Long city, Quang Ninh province).
Cua Luc 3 Bridge across Dien Vong River in Cua Luc Bay not only contributes to completing the transportation system in the region, but is also expected to narrow the geographical gap as well as economic conditions between Ha Long City and Hoanh Bo District after being merged (late 2019).
The Cua Luc 3 Bridge project started construction at the end of September 2020. According to the initial plan, after about 600 days of construction, the contractor will hand over and put the project into use in April 2022.

However, due to many difficulties, including Quang Ninh province having to adjust the design and route to avoid negative impacts on the mangrove ecosystem of about 300 hectares that the project passes through, lack of filling materials, and the impact of the COVID-19 pandemic, the project was not completed as originally planned.
Faced with this situation, the leaders of the Provincial Party Committee and the People's Committee of Quang Ninh province have repeatedly inspected the field and held meetings to listen to the difficulties and problems raised by investors and contractors. Thereby, they have directed relevant departments, branches, and local authorities to discuss and advise on solutions to promptly remove and resolve the problems.
Quang Ninh province also requested the contractor to make efforts to overcome difficulties and focus resources to soon bring the project to the "finish line" in 2023. Thanks to that, on September 16, 2023, Cua Luc 3 bridge was officially closed in the joy and excitement of the people as well as the local government.
According to Mr. Pham Van Luyen - Party Secretary, Chairman of the People's Committee of Thong Nhat Commune, Ha Long City, Quang Ninh Province, after completion, the Cua Luc 3 Bridge Project will shorten the distance from the commune to the center of Ha Long City from more than 16 km to about 11 km.
Not only will it create favorable traffic conditions for the people of Thong Nhat commune and 3 neighboring communes, including Vu Oai commune, Hoa Binh commune and Dong Lam commune with a population of more than 20,000 people, but the Cua Luc 3 Bridge Project will also create conditions for local agricultural products to easily reach the consumption market in the inner city area. Thereby, increasing the value and economic efficiency to help local farmers .
