Hon Gac Island, located in Cao Xanh Ward, Ha Long City, was assigned land by the People's Committee of Quang Ninh Province with land use fees to INDEVCO Group Joint Stock Company (located in Cam Pha City) to build Hon Gac Island Eco-tourism Area in September 2007, with a total area of ​​over 25.2 hectares, for a period of 70 years.

According to Tien Phong reporter's investigation, in December 2007, INDEVCO Group Corporation paid the land use fee once for the entire 70-year land lease period with a total amount of more than 21 billion VND. After that, the company started investing in building a part of the infrastructure. But just a few months later, the island was abandoned until now.

The investor's representative explained that the project was abandoned because of concerns about pollution from cement dust, clinker and noise from the ports of two nearby cement factories. They also considered the prospect that the completed tourist area would not be able to welcome visitors due to environmental pollution, because they were targeting high-end customers.

Meanwhile, to solve the above pollution problems, investors must wait until at least 2030 when Quang Ninh plans to relocate cement factories located on the shore of Cua Luc Bay to another location.

In 2010, the People's Committee of Quang Ninh province issued an official dispatch requesting INDEVCO Group Corporation to accelerate the project implementation progress according to the schedule stated in the investment project, report and explain the project implementation progress; at the same time, commit to the project completion time, submit to the People's Committee of Quang Ninh province for consideration and decision to extend the project implementation time according to regulations.

In case INDEVCO Group Joint Stock Company does not continue to implement the project, a written report is required for the People's Committee of Quang Ninh province to consider land recovery.

Most recently, Ha Long City announced a land use plan, in which most of the land area on Hon Gac Island that was assigned to this company by the Quang Ninh Provincial People's Committee in 2007 must now be converted into green park land (about 75%); the remaining area (about 4.53ha) is tourism service land and commercial land.

But INDEVCO Group Corporation affirmed that the amount of more than 21 billion VND that the company paid in one go in 2007 was to rent land for commercial, service and tourism purposes according to a detailed plan of about 15.2 hectares and that there was no forestry land area to be eligible to build an eco-tourism area.

Now, with only 4.53 hectares of land planned for services and tourism allowed for construction and 20.67 hectares of forest production land in the 1/2000 zoning plan that Quang Ninh province has just approved, according to the project investor, it is only enough to build a small hotel.

According to the decision approving the Hon Gac Island Eco-tourism Project, this company will invest in the following projects: 7-storey hotel, helipad, beach, maze garden, marine life museum, thrilling amusement park, marina, water music stage, rural market, coastal restaurant area, hillside motels, square, rocky beach...

Also according to the land use planning of Ha Long City, Hon Gac Island will be organized into a tourist space, Cua Luc Bay combined with marinas and boat mooring stations.

INDEVCO Group Corporation’s concern about pollution is well-founded, but it is necessary to reconsider the investment policy and project implementation roadmap after 17 years to see if it is still appropriate. There are many businesses inside and outside the province that need space to develop. Leaving a beautiful island deserted for a long time is a waste of resources.
