According to the People's Committee of Ha Long City, based on the Planning of Quang Ninh Province for the period 2021-2030, with a vision to 2050 and the General Planning of Ha Long City to 2040, approved by the Prime Minister in February 2023 as well as the current socio-economic development status of Ha Long, Ha Long City proposed a plan to expand the inner city and establish 2 more wards on the current status of 2 communes: Le Loi and Thong Nhat. These 2 communes are located right on the shore of Cua Luc Bay.
Accordingly, the city will focus resources on projects according to the local roadmap to upgrade to wards.
At that time, the inner city area is expected to include 22 wards: Ha Khanh, Ha Phong, Ha Khau, Cao Xanh, Gieng Day, Ha Tu, Ha Trung, Ha Lam, Bai Chay, Cao Thang, Hung Thang, Tran Hung Dao (merged with Yet Kieu), Hong Hai, Hong Gai, Bach Dang, Hong Ha, Tuan Chau, Viet Hung, Dai Yen, Hoanh Bo, Thong Nhat, Le Loi.
The suburban area is expected to include 10 communes: Ky Thuong, Dong Son, Dong Lam, Tan Dan, Bang Ca, Quang La, Dan Chu, Son Duong, Hoa Binh and Vu Oai.
According to the plan, in phase 1 to 2025, Ha Long will deploy the construction of the urban infrastructure system. Complete the main traffic routes of the urban area and the intersection connecting with the Ha Long - Van Don expressway, the road connecting Tinh Yeu bridge with Binh Minh bridge, the belt road along Cua Luc bay. Coordinate with the Ministry of Transport to deploy the Yen Vien - Pha Lai - Cai Lan railway, the section passing through Ha Long city.
Construction of tourism infrastructure for tourist areas being implemented in Bai Chay, Hung Thang, Tuan Chau. Prioritize the development of essential functional areas and areas with urban driving forces, such as: completion of Sun World ocean park complex, Tuan Chau international tourist island; Green Ha Long complex; construction of Ha Long international hospital; cable car route and service area at Loi Am pagoda historical and cultural relic cluster; Viet Hung industrial park; Forest resort and adventure tourism.
Phase 2 (2026-2030), improving the quality of coastal space, public space and coastal public services; expanding the urban area to the East (Ha Phong), West (Dai Yen) and expanding connections to the North of Cua Luc Bay.
Mobilize non-state resources to develop new tourist areas, such as: Hoanh Bo high-end tourism service complex, promoting the values of historical and cultural relics in Hoanh Bo, Le Loi and Thong Nhat wards; Regional sports center and specialized and ecological parks in Hoanh Bo and Thong Nhat areas, and gradually develop tourism projects for northern communes to maximize the tourism potential of this area to connect the Ha Long Bay tourism route and plan to exploit restored coal mines to become new and attractive tourist destinations.
