(TN&MT) - That was the emphasis of Deputy Minister of Natural Resources and Environment Tran Quy Kien at the Conference to review the work in 2024 and deploy tasks in 2025 of the Construction Investment Project Management Board of the Ministry of Natural Resources and Environment (Project Management Board) held on the morning of December 20, in Hanoi.
Reporting at the Conference, Mr. Nguyen Van Hien, Deputy Director of the Project Management Board, said that in 2024, the Project Management Board has strived to successfully complete the tasks assigned by the Ministry's leaders, including actively coordinating with relevant units to successfully implement 4 sub-projects with the Board as the Investor, including: Investing in upgrading and completing the surface water resources monitoring and surveillance system in the Mekong Delta; Upgrading and building a groundwater monitoring network in the Mekong Delta under climate change conditions; Building a monitoring system for riverbank and coastal changes in the Mekong Delta using remote sensing technology; Investing in building a Mekong Delta regional data center integrating regional natural resources and environment data to serve analysis, assessment and decision support on sustainable development under climate change conditions.
Along with the successful implementation of 4 sub-projects as the Investor, the Project Management Board also focused on implementing on schedule 14 projects for which the Board acted as project management consultant, including: Project "Construction of an inter-agency area under the Ministry", "Repair and upgrade of the headquarters of the Ministry of Natural Resources and Environment at 10 Ton That Thuyet, Hanoi", "Construction of facilities and investment in equipment for the Northern Geological Mapping Federation and the Marine Geology and Minerals Federation", "Strengthening the capacity of environmental monitoring for the National Remote Sensing Department at 79 Van Tien Dung", "Modernizing the national elevation system to serve the planning, construction, socio-economic development and response to climate change in some major cities and coastal areas", "Strengthening the capacity of facilities of the School for Training and fostering cadres of Natural Resources and Environment", ...
In addition, the Project Management Board also implemented a Project as a management consultant outside the Ministry "Upgrading and renovating the facilities of the headquarters of the Central Committee of the Vietnam Fatherland Front at 80-82 Phan Dinh Phung, Ba Dinh District, Hanoi and at 46 Trang Thi, Hoan Kiem District, Hanoi.
Notably in 2024, the Project Management Board coordinated with relevant units to inaugurate the Mekong Delta Data Center. The Center is one of the specific actions of the Ministry of Natural Resources and Environment in implementing the operation of e-Government towards digital Government; building information technology infrastructure and databases for e-Government development; continuing to deploy the construction and completion of national and specialized databases on natural resources and environment, connecting with information systems and databases of ministries, branches and localities.
According to Mr. Nguyen Duc Phu, Director of the Ministry of Natural Resources and Environment's Construction Investment Project Management Board, in order for the projects to be implemented effectively, during the management process, the Board has proactively developed implementation plans for each project, regularly held meetings with the Investor and related units to resolve difficulties and problems, promptly advised the Ministry's leaders and advised the Investor to implement the project in accordance with current regulations on construction, ensuring effective implementation, speeding up implementation procedures for projects in the investment preparation stage, developing plans to organize delegations to inspect the site for projects under investment implementation; completing the settlement documents of construction items, submitting them to the Ministry for appraisal to complete the project settlement.
At the Conference, representatives of the participating units shared and contributed specific ideas on personnel organization, financial planning, and effective coordination in project implementation so that in 2025, the Project Management Board will have stronger development steps.
Speaking at the Conference, on behalf of the leaders of the Ministry of Natural Resources and Environment, Deputy Minister Tran Quy Kien acknowledged, commended and highly appreciated the efforts of the Ministry's Construction Investment Project Management Board in 2024.
In 2025, the Deputy Minister requested that the Project Management Board continue to proactively coordinate closely with units under the Ministry, investors, and local units to implement projects according to approved plans, ensuring compliance with regulations; continue to make more efforts, be proactive, innovative, and creative, in order to create positive changes to affirm its position in implementing important projects of the industry; confidently enter a new development stage with more outstanding achievements.
For projects implemented and managed by the Management Board with different characteristics, highly specialized technical and management requirements, and project implementation areas spanning many provinces and cities, Deputy Minister Tran Quy Kien suggested that the leaders of the Project Management Board need to be more proactive, strengthen coordination with ministries, branches, and localities to remove obstacles and provide timely and thorough solutions, comply with legal regulations and ensure project progress, quality, and investment efficiency.
In addition, the Deputy Minister suggested that the leaders of the Project Management Board should focus on training and improving the qualifications of the Board's staff, focusing on professional training and improving skills to contribute to the successful completion of assigned tasks.
Also at the Conference, Deputy Minister Tran Quy Kien awarded a Certificate of Merit from the Central Committee of the Vietnam Veterans Association to Mr. Nguyen Duc Phu, Vice Chairman of the Veterans Association of the Ministry of Natural Resources and Environment, Director of the Ministry of Natural Resources and Environment's Construction Investment Project Management Board; The Ministry of Natural Resources and Environment's Construction Investment Project Management Board awarded individuals with outstanding achievements in 2024.
