The project is more than 1.4km long (including 1 main route and 3 branch routes), the starting point intersects with Tran Dang Ninh Street, the ending point intersects with Hoang Van Thai Street. The project has a total investment of 14.9 billion VND, from the local budget balance, with the People's Committee of Dien Bien Phu City as the investor; the joint venture of Vinh Phuc Investment and Construction Company Limited - Thuat Tuong Nguyen Company Limited is the contractor; the project implementation and completion time is 2022 - 2023.
Construction started in August 2023, but the project is still unfinished, significantly affecting the lives of people living along this route. The reason is that during the construction process, some items were discovered to be of poor quality and not invested in synchronously, leading to difficulties in exploitation and use, such as: The drainage system along both sides of the sidewalk was designed to only be dredged, re-plastered, and replaced with a part of the damaged woven panels, but due to being invested in and built a long time ago, it has been damaged and does not meet the requirements; the level II wastewater drainage system has not been invested in and has not been connected to households; the road surface is degraded, with many potholes... Therefore, the contractor had to temporarily stop construction for the investor to inspect and request project adjustment.
Mr. Tong Van Trung, Deputy Director of the Project Management Board of Dien Bien Phu City, said: On November 10, 2023, the Provincial People's Committee issued a document agreeing to the policy of adjusting and supplementing the project. After adjustment, the project will build a new drainage system along the road axis, with a total length of 1.3km; supplement the wastewater collection system (connection) of households (level 2 network) to connect to the current wastewater drainage manhole. At the same time, add asphalt concrete, expand the main road from 6.9m to 7.5m according to the detailed planning; design road markings and signs. Immediately after the province's policy agreed to the adjustment, the city submitted a document to the Department of Planning and Investment requesting appraisal of the adjustment of the project investment policy. Accordingly, the implementation period is 2022 - 2024; total investment is 35 billion VND.
However, up to now, there has been no decision approving the adjustment of the investment policy, affecting the progress of the project construction. Therefore, the construction unit is currently only implementing the approved items according to the initial approval decision and the adjustment policy of the Provincial People's Committee. The delay in construction and completion has greatly affected the lives of people, especially households doing business and trading along this route. At the same time, it affects traffic safety and order, environmental pollution and urban beauty, especially in the coming time when activities to celebrate the 70th anniversary of Dien Bien Phu Victory will take place, and the number of tourists is expected to increase.
Ms. Nguyen Thi Vinh, owner of a restaurant on this road, shared: The construction of the project has reduced the number of customers compared to before the construction, due to the dusty construction process, along with the digging of sewers and sidewalks causing chaos, and there is no place to park. We strongly support the upgrading and repair of the road and sidewalks, but the construction process must have measures to ensure traffic safety, ensure the environment and speed up the progress.
Up to now, the project progress has reached about 40% of the construction volume; in which, items are being urgently deployed such as: Pavement paving, drainage ditches, wastewater system, communication cable system, lighting... To avoid much impact on people's lives, business activities, trading as well as activities serving the 70th anniversary of Dien Bien Phu Victory, contractors strive to basically complete some essential items such as sidewalks and ditches by April 20, 2024.
In addition to the lack of approval for project adjustment, there are also difficulties in moving trees along the route, especially the section passing through the Provincial Children's House, which takes a lot of time and requires the opinions of relevant departments, branches and units. During the implementation of the drainage system, some households did not agree, saying that the project encroached on their family's land. Therefore, to stabilize people's lives, ensure traffic safety and serve the activities on the occasion of the 70th anniversary of Dien Bien Phu Victory, relevant agencies and units need to urgently remove difficulties and speed up the project's construction progress.
