Opening of the 34th Session of the National Assembly Standing Committee

On the morning of June 11, at the National Assembly House, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee opened the 34th Session.

In his opening speech, National Assembly Chairman Tran Thanh Man said that this is a regular June meeting held between two sessions of the 7th Session of the 15th National Assembly.

The meeting is expected to take place over 3 days (June 11-13) and will carry out 16 contents, including: Reviewing and giving opinions on 8 draft laws, 3 draft resolutions to be submitted to the National Assembly for consideration and approval in the 2nd phase of the 7th Session and 5 other contents under the authority of the National Assembly Standing Committee.

The National Assembly Chairman assessed that the first phase of the 7th Session was a great success, receiving great attention and follow-up from voters and people. Personnel work was carried out promptly, in accordance with regulations and procedures with a very high number of votes. The Supreme People's Court, the Supreme People's Procuracy, relevant agencies of the Government, ministries, branches, and agencies under the National Assembly Standing Committee were highly responsible, and the content was carefully prepared. Coordination work was more timely and effective.

In particular, at this Session, the slow submission of documents was basically overcome, this is the effort of relevant agencies. The Government has directed strongly, urging ministries and branches to submit documents to the National Assembly Standing Committee; the Nationalities Council and the Committees have also made great efforts in the appraisal work. The Nationalities Council also directed the Secretary General of the National Assembly to immediately send any documents of the Government to the National Assembly deputies, and to send any additional documents. The Nationalities Council and the Committees, after reviewing, will continue to send them to the deputies. Therefore, the National Assembly deputies have in hand research documents from submissions, reports, and related contents. The atmosphere of the hall discussions, group discussions, and question and answer sessions was lively, democratic, focused, and concise, with many deputies speaking. Many profound and practical opinions were given with a high sense of responsibility, building and presenting solutions to serve the socio-economic management, national defense and security of the Government, ministries and branches. The propaganda work was quite good, with timely and complete information on developments before, during and after each meeting day. The service work was directly directed by the Secretary General of the National Assembly to be implemented carefully and safely. The National Assembly completed the discussion and comments on 10 draft laws and 6 draft resolutions, and passed 2 resolutions with high consensus.

At this session, the National Assembly Standing Committee will give opinions on projects and drafts with many large and complicated contents, with many different opinions. Specifically, first, give opinions on the explanation and acceptance of 8 draft laws including the Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Road Law; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Security Guards. Give opinions on 3 draft resolutions including the Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; Resolution on National Marine Spatial Planning for the 2021 - 2030 period, with a vision to 2050.

The National Assembly Chairman requested the National Assembly Standing Committee to carefully consider and clearly express its views on which projects and drafts have met the conditions to be submitted to the National Assembly for approval in the second session of the Session, especially those with great impacts such as the Law on Social Insurance (amended) and projects and drafts expected to be submitted to the National Assembly for approval according to the one-session process such as: Resolution on National Marine Spatial Planning; Law on Management and Use of Weapons, Explosives and Support Tools (amended); and the pilot Resolutions of Nghe An and Da Nang City.

Second, the National Assembly Standing Committee gave opinions on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, and two draft laws and resolutions that the National Assembly agreed to add to the 2024 Law and Ordinance Development Program, namely the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15, and the draft Resolution of the National Assembly on reducing value-added tax.

The National Assembly Chairman noted that for issues that have been consulted with competent authorities and have been approved by competent authorities, we must discuss them at all costs to remove difficulties and obstacles, especially issues that have been added to the 2024 Law and Ordinance Development Program that have been approved by the National Assembly. The draft law amending four Laws and the reduction of value-added tax are urgent issues that have been agreed upon and supported by the National Assembly and the National Assembly Standing Committee for approval to meet current practical requirements. These are issues that we must continue to discuss thoroughly, ensuring that the procedures are correct, that conditions are met, and that they basically meet current leadership, direction, and management.

The National Assembly Chairman requested that members of the National Assembly Standing Committee give specific comments and that agencies complete quality documents to submit to the National Assembly to add to the Session agenda for consideration and approval according to the one-session process.

The National Assembly Chairman also informed that the National Assembly Party Delegation has reported and asked for the Politburo's opinion on the above issues. Based on the Politburo's official opinion, the agencies are requested to urgently organize an investigation according to their functions and tasks.

Third, the National Assembly Standing Committee will consider and decide on two contents within its authority, including the Resolution of the National Assembly Standing Committee on job positions of agencies under the management authority of the National Assembly Standing Committee; and the plan to use increased revenue and save regular expenditures of the central budget in 2023.

Some other projects, draft laws and resolutions will be considered and commented on in writing by the National Assembly Standing Committee.

Promoting the spirit, high responsibility, and practical effectiveness from the direction, management, to the advisory and service work of the first session of the last session, the National Assembly Chairman requested that the National Assembly Committees presiding over the content continue to coordinate closely with the Government agencies, report briefly, and go straight to the issues that need to be consulted with the National Assembly Standing Committee. Clearly state the viewpoint, propose specific plans and revised content, as a basis for the agencies to receive and seriously, fully, and thoroughly revise, to synthesize the report, and seek opinions from National Assembly deputies.

Some contents are being researched and examined by the National Assembly agencies. If qualified and of guaranteed quality, they will be considered, consulted by the National Assembly, and added to the agenda of the Session.
