The event was organized by the Ministry of Culture, Sports and Tourism of Vietnam in coordination with relevant agencies to implement the Joint Statement between Vietnam and the Russian Federation on deepening the Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the basic principles of Vietnam-Russia friendship relations, towards the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation (1950-2025). Attending the event, on the Vietnamese side, were Comrade Nguyen Hoa Binh, Politburo member, Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court; Comrade Nguyen Van Hung, Party Central Committee member, Minister of Culture, Sports and Tourism; Vietnamese Ambassador to the Russian Federation Dang Minh Khoi, along with a large number of Vietnamese people living, working and studying in the Russian Federation. On the Russian side, there was the presence of Mr. Andrey Yatskin, First Deputy Chairman of the Federation Council (Senate) of Russia; Ms. Olga Liubimova, Minister of Culture of the Russian Federation; representatives of diplomatic agencies, friendship organizations and friends of Russia.

In her letter of welcome to the Vietnamese Cultural Days in the Russian Federation, Ms. Valentina Matvienko, Chairwoman of the Federation Council of Russia, affirmed that the friendship between the two peoples of Vietnam and the Russian Federation has been tested over the years, just like the Vietnamese proverb "Fire tests gold, hardship tests strength". Ms. Valentina Matvienko expressed her belief that this special cultural exchange program, including art performances, exhibitions, introduction of traditional Ao Dai costumes, and film screenings, will help the Russian public get closer to Vietnamese culture, making a positive contribution to expanding and strengthening bilateral relations. Speaking at the opening ceremony, Minister Nguyen Van Hung emphasized that the cooperation in culture, sports and tourism between Vietnam and the Russian Federation is increasingly close, effective and has made remarkable progress, and people-to-people exchanges are increasingly strengthened. It is a priceless asset of the people of the two countries, the "fruition" of the long journey that the two countries have built together, overcoming countless difficulties and challenges.

Minister Nguyen Van Hung affirmed that the Vietnamese Cultural Days in the Russian Federation in 2024 are a vivid demonstration of the consolidation and promotion of the traditional friendship and special affection between Vietnam and the Russian Federation that has been built and cultivated by the leaders and people of the two countries over the years. According to the Minister, the opening ceremony is the opening event for a series of art performances, exhibitions, film screenings, programs introducing Vietnamese tourism... taking place in the capital Moscow, the ancient capital of Saint Petersburg and the city of Ulyanov, with unique cultural spaces, promising to bring to Russian friends the image of a "safe, friendly, peaceful, hospitable, integrated and developing Vietnam".

Emphasizing the significance and importance of President Vladimir Putin's recent State visit to Vietnam, Russian Minister of Culture Olga Liubimova affirmed that the two countries always pay special attention to developing the Comprehensive Strategic Partnership at the highest level. Cultural cooperation between Vietnam and the Russian Federation has a long history and is increasingly developing positively and effectively. Evidence of this is the successful organization of the Vietnam Year in Russia and the Russia Year in Vietnam by both sides, in which the Russian Cultural Days in Vietnam held in 2023 is one of the typical events.

The opening ceremony took place solemnly and warmly at the Zaryadie Concert Hall - one of the iconic stages of the Russian Federation. Here, the audience enjoyed a special art program, combining classical music, Vietnamese-Russian chamber music, traditional music performances and Vietnamese dances performed by artists from the Vietnam National Academy of Music and the Vietnam Contemporary Arts Theater.
