Checking the damage to the mulberry silk production area in Viet Thanh commune - this is the locality with the largest mulberry silk area in Tran Yen district with more than 220 hectares.

Due to the impact of storm No. 3, 100% of the commune's mulberry area was submerged in water and is unlikely to recover; many batches of silkworms being raised in silkworm houses were affected. According to calculations, with the mulberry area affected by natural disasters, the people of Viet Thanh commune and other affected communes of Tran Yen will suffer a loss of about 200 billion VND from this batch of mulberry.

Minister of Natural Resources and Environment Do Duc Duy asked the agricultural sector and Tran Yen district to propose to the province a policy to support the restoration of the province's key strawberry growing areas damaged by natural disasters.

Currently, many areas of mulberry trees have been drained but the leaves are damaged, mud is stuck to the roots of the mulberry trees, so the survival rate is not high and they need to be replanted. After inspecting the actual mulberry area of ​​Viet Thanh commune, sharing the losses of the people, Minister Do Duc Duy asked the leaders of the Department of Agriculture and Rural Development and Tran Yen district to propose to the province to have support policies to restore agricultural production, including specific policies to restore mulberry areas.

For the mulberry area that can be restored, the Minister suggested that the commune remind people not to use the batch of leaves affected by flooding but wait for a new batch of leaves to avoid affecting the quality of silkworm cocoons. For the area that cannot be restored, there should be a special support policy because this is a key product of Tran Yen district, and Viet Thanh is a key mulberry growing area of ​​Tran Yen district. According to the Minister, the provincial agricultural sector proposed to the province to support in two forms, one is that the province has a separate support policy to rebuild this mulberry area, the other is that the province supports farmers with preferential loans and interest rate support through the Social Policy Bank to help people have capital to restore the mulberry production area.

According to the leaders of Tran Yen district, the whole district currently has about 1,000 hectares of mulberry trees that are flooded, at high risk of dying, due to being submerged in water for many days, as well as being affected by hot weather. According to calculations, with the dead area, people will suffer a loss of about 200 billion VND per crop of mulberry.

Also in Viet Thanh commune, Tran Yen district, Minister Do Duc Duy and the working delegation inspected two Red River dikes that were broken due to rising river water. Here, the Minister requested Tran Yen district and Viet Thanh commune to mobilize local forces to clear the flow to drain water into the Red River, saving the flooded mulberry areas.

Inspecting the environmental sanitation work in Co Phuc town, after the water receded into the Red River, on the Yen Bai - Khe Sang route through Co Phuc town and Nga Quan commune, Minister Do Duc Duy encouraged the environmental sanitation workers who were working overtime to quickly collect a huge amount of garbage; encouraged people to try to overcome the pain caused by natural disasters, focus on overcoming the consequences, and clean up their houses as soon as the water receded.

At the same time, the Minister requested the Yen Bai Provincial Military Command to mobilize 200 mobile militia soldiers in other localities to coordinate with the district and Tran Yen to continue to mobilize more mobile militia forces in less affected communes, mobilize more motor vehicles, excavators, and graders from enterprises to take advantage of favorable weather, to speed up the progress of clearing mud and soil on this route, ensure the route is clear for relief work and ensure convenient traffic.

On this occasion, Minister Do Duc Duy visited and encouraged some people of Viet Thanh commune, affected by floods, hoping that they would overcome difficulties and soon stabilize their lives.
