Top 3 localities with the most land acquisition in 2025

Up to now, most of the district-level localities in Dong Nai province have had their land use plans approved for 2025. Among them, there are localities that will reclaim thousands of hectares of land to implement projects.

To effectively implement land recovery targets, it is necessary to ensure the completion of legal documents for projects, synchronize planning, and develop good compensation, support, and resettlement plans for people.

The district recovered the most, more than 2 thousand hectares.

Leading the localities with the highest land acquisition target this year is Long Thanh district. In Decision No. 1004/QD-UBND dated March 31, 2025 of the Provincial People's Committee, Long Thanh district has a target of acquiring about 2,039 hectares of land, of which agricultural land is 1,946 thousand hectares and non-agricultural land is more than 93 hectares. If classified by administrative unit, the localities that will acquire the most land are: Phuoc Binh commune 524 hectares, An Phuoc commune 298 hectares, Long Duc commune 283 hectares, Long Thanh town 186 hectares.

According to Vice Chairman of Long Thanh District People's Committee Tran Van Than, this year, the district continues to implement many projects for the purpose of socio-economic development, ensuring national defense and security. Notably, the project group includes: industrial parks approved by the Government in 2024 and 2025; road, highway, and railway projects; residential areas, urban areas, and resettlement areas; free trade zones and land lots auctioned for land use rights by the province.

In the decisions approving the 2025 land use plan, Chairman of the Provincial People's Committee VO TAN DUC requested that localities must publicize land recovery plans to the people. At the end of the year, review and propose handling of land recovery not in accordance with the plan.

The locality with the second highest land acquisition target is Bien Hoa city. According to the decision approved by the Provincial People's Committee, this year, the city will acquire about 1,035 hectares of land to implement projects, of which more than 556 hectares are agricultural land and nearly 479 hectares. Divided by administrative unit, An Binh ward has the highest land acquisition target of 328 hectares, followed by Hiep Hoa ward with nearly 324 hectares...

According to Bien Hoa city, localities with high land acquisition targets this year include: An Binh ward acquiring land from the existing Bien Hoa 1 Industrial Park to implement the Project of Converting the Function of Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and Improving the Environment; Hiep Hoa ward acquiring land to implement the Hiep Hoa Urban Area Project; Phuoc Tan ward and Tam Phuoc ward acquiring land to build a resettlement area to serve the Bien Hoa - Vung Tau Expressway Project.

Nhon Trach District is also in the top 3 localities with the most land reclamation this year. According to the approved plan, this year, the district will reclaim more than 921 hectares of land, mainly agricultural land, to carry out industrial, transportation and housing projects.

In fact, these three localities with large land acquisition targets are all implementing and about to implement many important infrastructure projects of the central, provincial and local levels.

Ensure effective implementation of targets

Land acquisition for industrial, transport infrastructure, urban, housing projects, etc. is an inevitable requirement to attract investment, create jobs, and promote economic growth. However, to effectively implement this target, land acquisition projects must ensure consistency between land use planning and construction planning for projects registering land use plans; ensure legality on land, investment, and construction of the project; properly implement the process and procedures for compensation, support, and resettlement; and do a good job of handling complaints and lawsuits related to land acquisition.

In recent times, many land acquisition projects have been delayed for 2-3 years, or even longer, due to investors lacking financial capacity and slow project implementation. Compensation and support have not been satisfactory to the people's wishes; the investigation and verification of land origin as a basis for compensation, support, and resettlement consideration has been prolonged; resettlement infrastructure is not ready.

Vice Chairman of the Provincial People's Committee Ho Van Ha said that one of the important and quite common bottlenecks that makes the process of land acquisition for project implementation difficult is the delay in implementing infrastructure construction in resettlement areas. Many localities have acquired land from people and implemented projects on the acquired land, but the resettlement areas have not yet built infrastructure or are only at the "paper" planning stage. This leads to people's disagreement, complaints, and prolonged land acquisition time; projects are stalled because there is no clean land for construction, and costs are "inflated".

Therefore, the provincial leaders requested that localities, especially localities with large areas of reclaimed land, must plan land funds in advance, arrange capital for investment in technical infrastructure and social infrastructure in resettlement areas to speed up site clearance, creating conditions for the project to be implemented as planned. Strengthen propaganda and mobilization combined with correct, sufficient and timely rights of people whose land is reclaimed, in order to create high consensus in the implementation process.
