The appeal letter was co-signed by Major General Le Vinh Quy, Director of Dak Lak Provincial Police, Mr. Le Quang Tien, Director of Dak Lak Provincial People's Procuracy and Mr. Nguyen Duy Huu, Chief Justice of Dak Lak Provincial People's Court.

The letter calls for demonstrating that the Party's guidelines and policies and the laws of the Vietnamese State are strict with stubborn and opposing criminals, but also truly humane and lenient with criminals who confess, turn themselves in, and repent.

Implement the leniency policy for criminals who turn themselves in as prescribed in Article 3; Clause 1, Article 51 of the Penal Code, leniency for those who confess, turn themselves in, honestly declare, denounce accomplices, make meritorious deeds to atone for their crimes, actively cooperate with responsible agencies in detecting crimes or in the process of resolving cases, repent, voluntarily repair or compensate for damages caused.

Depending on each specific case according to criminal policy, a person who confesses or turns himself in may be considered for bail, exemption from criminal prosecution, exemption or reduction of punishment, suspension of sentence execution, sentence reduction, early release from prison, amnesty...

This is a good opportunity for those who have violated the law to correct their mistakes, repent, reform, reunite with their families, do honest work and become useful people to society. On the contrary, if they continue to hide or commit illegal acts, when caught, they will be severely punished according to the law.

“For the sake of a peaceful life, the Dak Lak Provincial Police, Provincial People's Procuracy and Provincial People's Court request the people and ethnic minorities in the province to actively participate in mobilizing and helping those involved in the incident that occurred on June 11 in Cu Kuin district to turn themselves in. At the same time, launch the movement "All people protect national security", mobilizing people in the whole province to actively detect and voluntarily hand over weapons and explosives to minimize the consequences caused by the use of weapons, explosives and supporting tools", the appeal letter clearly stated.
