Nhat Le Bridge 3 Project: Removing obstacles to reach the finish line

Efforts to speed up progress

Mr. Nguyen Viet Vuong, Director of Project Management Board Component 2 - Nhat Le 3 Bridge (Department of Finance) said: The project is invested by the Department of Planning and Investment (now the Department of Finance), with a total investment of 1,300 billion VND, the project implementation period is from 2022 to 2026. Dat Phuong Group Joint Stock Company, the contractor, committed to completing the project earlier than the contract. This is an important project, which has received strong direction from the provincial leaders to ensure progress, striving to complete the construction of the bridge section in August and the two-way road section by the end of 2025.

With the expectation of becoming a special highlight for Dong Hoi tourist city, beautifying the urban landscape, Nhat Le 3 bridge across Nhat Le river is built permanently with steel and prestressed reinforced concrete, the main bridge structure is an arch bridge, the approach bridge structure is a simple span.

The road at both ends of the bridge has the western end connecting to National Highway 1 in Luong Ninh commune (now Quan Hau town, Quang Ninh); the eastern end connecting to the coastal road in Bao Ninh commune (Dong Hoi city). The road at both ends of the bridge is designed according to the urban main road level, with a design speed of 60km/h; the roadbed width is from 23.5-54.5m; the road has 4 lanes; the road surface structure is asphalt concrete on crushed stone aggregate.

Nhat Le 3 Bridge project has taken shape, and is expected to complete construction of the bridge in August 2025.

As a key project that is a driving force for the socio-economic development of the province, at the construction site of component project 2 - Nhat Le 3 bridge and the roads at both ends of the bridge, there is always a large number of workers and machinery on duty to ensure the implementation of construction teams in many shifts and shifts.

Engineer Tran Khac Luat, Director of the Nhat Le 3 Bridge Project Management Board of the contractor Dat Phuong Group Joint Stock Company, said: With the determination to complete the project ahead of schedule according to the contract signed with the investor, the unit always arranges maximum equipment, human resources and takes advantage of time and weather to construct the project items. Even during times of heavy rain and erratic weather that make construction difficult, Dat Phuong's team of engineers and workers always stick to the construction site.

Thanks to the efforts of the investor and contractor, up to now, the Nhat Le 3 Bridge Project and the roads at both ends of the bridge have ensured progress according to the signed contract. Currently, for the bridge section, the contractor has completed the bridge lower section, concrete arch foot and steel arch foot installation; completed the installation of bridge girders and bridge decks for spans M1-T1; T1-T2; T7-T8; T8-T9 and T9-M2; completed pouring concrete for PI girders section T4-T5.

“The contractor is implementing the construction of PI girders in sections T3-T4, T5-T6 and is expected to complete in April 2025; installing steel arches for span S2, constructing scaffolding to install steel arches for spans S1, S3 and is implementing the construction of the road section on the Bao Ninh side,” said engineer Tran Khac Luat.

Still have problems with the premises

Up to now, the implementation value of the Nhat Le 3 Bridge Project and the road at both ends of the bridge is estimated at 824.22/1,069.29 billion VND (excluding contingencies), reaching more than 77% of the contract implementation volume. The cumulative disbursement of capital to date is nearly 956/1,056 billion VND (reaching 90.51%). Of which, in 2025, the local budget has disbursed 0.87/101 billion VND (reaching 0.87%), the central budget has not been arranged.

According to the investor representative, the Nhat Le 3 bridge is expected to be completed in August 2025 and the road is expected to be completed by the end of the year. However, if the problems related to site clearance for the project are not resolved, it will be very difficult to reach the finish line as planned.

The road surface at the bridgehead of Bao Ninh commune is still stuck.

Specifically, for the road section at both ends of the bridge of the project, the site clearance on the side of Luong Ninh commune (now Quan Hau town, Quang Ninh) has been completed and handed over to the contractor for construction, but the side of Bao Ninh commune (Dong Hoi city) is still facing difficulties.

Mr. Nguyen Viet Vuong, Director of the Management Board of Component 2 of Nhat Le Bridge, said: Bao Ninh commune has a total reclaimed area of ​​about 11.73 hectares; currently, 4.98 hectares have been completed, and 6.75 hectares are undergoing land clearance. Specifically, 1.35 hectares have been appraised for assets, 1.71 hectares are awaiting procedures to appoint a land valuation unit, 2.57 hectares have been issued a notice of land reclamation by the City People's Committee, and 1.12 hectares are currently preparing documents to submit a notice of land reclamation.

Engineer Tran Khac Luat, Director of the Project Management Board of the contractor Dat Phuong: Our contractor is speeding up the construction progress of the bridge section and the sites that have been handed over at both ends of the bridge. Hopefully, there will soon be more sites to start construction and bring the project to the finish line as scheduled.

Regarding resettlement work, the Technical Infrastructure Project for the resettlement area of ​​Nhat Le 3 Bridge and the roads at both ends of the bridge in Bao Ninh Commune has a total area of ​​3.24 hectares. Currently, only 0.93 hectares of land acquisition has been completed; 2.26 hectares are being prepared for compensation; 0.05 hectares are being prepared for submission for land acquisition notification.

“Within the scope of land acquisition and clearance, many areas are stuck because the resettlement area has not been completed to relocate people to the resettlement area. Many other areas are also stuck with problems related to land valuation, as well as related to determining landowners,” Mr. Vuong informed.

According to Mr. Nguyen Viet Vuong, there are currently 19 households whose recovered area is agricultural land adjacent to residential land (garden land) that has not been specifically priced to calculate compensation. On March 20, 2025, the Provincial People's Committee issued Decision No. 15/2025/QD-UBND amending and supplementing Decision 40/2019/QD-UBND, dated December 20, 2019 on the price list of land types in the province, including regulations on agricultural land prices in the same residential land plot. However, up to now, valuation consulting units are still meeting to agree on a specific land valuation plan for this type of land.

"The obstacles in site clearance work are being focused on to quickly resolve them, bringing the Nhat Le 3 Bridge Project and the roads at both ends of the bridge to the finish line in 2025," said the Director of the Management Board of Component 2 - Nhat Le Bridge.
