Pursuant to Decision No. 95/QD-UBND dated January 16, 2024 of the Provincial People's Committee on the Key Work Program for 2024. In order to have solutions to support, remove difficulties, speed up the implementation of investment projects to restore production and business for enterprises in the province, contributing to promoting socio-economic development, the Provincial People's Committee issued a Plan to organize "Quang Tri Provincial Business Dialogue Conference in 2024" with the following specific contents:
1. PURPOSE, REQUIREMENTS
1. Purpose:
- Direct exchange between the Provincial People's Committee and the provincial state management agencies with enterprises in the province, thereby grasping, answering, removing difficulties, obstacles, recommendations and proposals of enterprises related to investment, production, business activities and implementation of administrative procedures... creating favorable conditions for enterprises to improve production and business efficiency, sustainable development.
- Enhance the responsibility of enterprises in complying with state laws and local regulations, rectify and enhance the sense of responsibility of state management agencies and officials and civil servants performing public duties in creating an open investment and business environment for enterprises investing and doing business in the province.
- Receive comments and recommendations from businesses regarding difficulties and obstacles in implementing business support policies according to Decision No. 2055/QD-UBND dated September 7, 2023 of the Provincial People's Committee on promulgating the Plan to implement Resolution No. 58/NQQ-CP dated April 21, 2023 of the Government on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025.
- Amend, promulgate or recommend, propose central agencies to consider and perfect new mechanisms and policies to continue improving the investment and business environment, enhancing the province's competitiveness index.
2. Requirements:
- Organizing business dialogues must ensure solemnity, practicality, and effectiveness, in the spirit of listening, sharing, and joining hands to support, creating conditions for businesses to overcome difficulties and achieve the best business performance.
- The content and dialogue program need to be carefully prepared and closely linked to the production and business activities of the enterprise.
II. IMPLEMENTATION PLAN:
1. Time and location:
- Time: Organized in 1 session (expected from August 28 - 30, 2024).
- Location : At Saigon - Dong Ha Hotel.
2. Participants:
- Chairman and Vice Chairmen of the Provincial People's Committee;
- Permanent Representative of the Provincial People's Council;
- Permanent Representative of the Provincial Fatherland Front Committee;
- Representative of the Provincial Party Committee's Propaganda Department;
- Representative of the Party Committee of Provincial Agencies and Enterprises;
- Representative of the Economic - Budget Committee of the Provincial People's Council;
- Directors of departments; heads of departments, branches, unions, and provincial-level units;
- Chairman of People's Committee of districts, towns and cities;
- Representatives of association leaders: Provincial Business Association, Provincial Young Entrepreneurs Association, Provincial Women's Entrepreneurs Association.
- Business representatives (invited 500 businesses);
- News agencies, press.

4. Methods of providing and exchanging information at the Conference
The conference uses the format: “Quick questions, short answers”. The time for questions and answers is no more than 5 minutes. Any issues that can be resolved or resolved will be answered by representatives of departments, branches, sectors and localities right at the conference.
For issues that require time to research and provide guidance, within 3 days after the conference, the agency assigned to preside over or advise on the resolution must respond to the enterprise in writing or report, recommend the Provincial People's Committee to resolve, and at the same time inform the enterprise to get information.
III. IMPLEMENTATION ORGANIZATION:
1. Department of Planning and Investment
- Submit to the Provincial People's Committee for approval the conference organization plan; conference program; list of delegates.
- Draft opening and concluding speech of the Chairman of the Provincial People's Committee.
- Preside and coordinate with the Provincial People's Committee Office and Saigon - Dong Ha Hotel to prepare: Materia, conference hall, ceremony, logistics, conference documents.
- Prepare a budget for organizing the conference and submit it to the Department of Finance for review according to regulations.
- Preside and coordinate with departments, branches, sectors, People's Committees of districts, towns, cities, associations, business associations and relevant agencies and units to continue reviewing and synthesizing difficulties, problems and recommendations of enterprises in the province (classified by problem groups) and report to the Provincial People's Committee before August 23, 2024.
- Preside and coordinate with the Association, Provincial Business Association, Provincial Economic Zone Management Board to compile a list of enterprises attending the conference and send it to the Provincial People's Committee Office before August 23, 2024.
2. Provincial Economic Zone Management Board:
Make a list of enterprises in economic zones and industrial parks invited to attend the conference and send it to the Department of Planning and Investment before August 22, 2024.
3. Provincial Business Association, Provincial Young Entrepreneurs Association, Provincial Women's Entrepreneurs Association:
- Continue to grasp the production and business situation of member enterprises, summarize difficulties, recommendations and proposals and send them to the Department of Planning and Investment before August 22, 2024.
- Preside over the preparation of a list of businesses invited to attend the conference and send it to the Department of Planning and Investment before August 22, 2024.
Encourage member businesses to be proactive, discuss, and propose solutions to difficulties and problems at the conference in a constructive spirit, listening, and sharing for the common development of the province.
4. Department of Finance: Appraise the budget estimate and submit it to the Provincial People's Committee for arrangement with the Department of Planning and Investment for implementation.
5. Departments, branches, sectors, People's Committees of districts, towns and cities:
- Continue to proactively grasp and synthesize the difficulties and problems of enterprises within the unit's management functions and tasks and synthesize and send reports to the Department of Planning and Investment before August 22, 2024.
- Research and resolve difficulties, problems and recommendations of businesses within authority, and propose solutions if beyond authority and prepare for dialogue at the conference.
- The following 3 units prepare the content to speak at the conference (depending on the time of the conference, the chair will invite them to speak).
+ Department of Natural Resources and Environment: New points of the 2024 Land Law and guiding Decree directly related to the production and business activities of enterprises (briefly state the main points).
+ Provincial Tax Department : Innovations in tax inspection and difficulties in the process of implementing tax incentives for investment projects.
+ Provincial Police : Report on the situation of handling for businesses related to fire prevention and fighting in the province and solutions in the coming time.
6. Quang Tri Newspaper, Provincial Radio and Television Station and central news agencies and newspapers located in the province:
- Announce the conference plan for businesses to know and attend;
- Write news and propaganda articles about the conference.
The Provincial People's Committee requests agencies, units and localities to urgently implement the requirements on content and within the prescribed time.
