Socio-economic development of ethnic minority and mountainous areas, first of all, supporting residential land and production land for people to "settle down and make a living", eliminating the situation of "swimming and nomadic life" is a major and consistent policy that the Party and State pay attention to implementing.
In Phu Tho province, in recent times, all levels, sectors and localities have made efforts to implement the project to support residential land and production land of the National Target Program on socio-economic development of ethnic minority and mountainous areas, creating conditions for people to stabilize their lives and escape poverty.
Supported land will help ethnic minorities and mountainous people in Thanh Son district "settle down and have a stable life".
Efforts to stabilize people's lives
Phu Tho has many ethnic minorities living together, accounting for over 17% of the province's population. In the period of 2021-2025, the province has 58 communes in mountainous areas I, II, III and 70 extremely disadvantaged villages (except communes in area III), concentrated in the districts of Thanh Son, Yen Lap, Tan Son, Doan Hung and Thanh Thuy. The province is implementing many solutions to solve the shortage of residential land and production land, striving to basically complete the work of settling down by 2025; arranging and stabilizing residents in necessary places. According to the review results, currently in the province, there are 160 poor and near-poor households and individuals in ethnic minority and mountainous areas lacking residential land, and 1,203 households lacking agricultural land.
To implement the project's support contents and quickly stabilize people's lives, the Provincial People's Committee issued Plan 3036/KH-UBND dated August 5, 2022 on implementing the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2025 period; assigned the Provincial Ethnic Committee to preside over and coordinate with the Departments of Natural Resources and Environment and Finance to advise on the issuance of decisions, notices and instructions on land policies for ethnic minorities. The People's Committees of the beneficiary districts shall direct the People's Committees of the communes to review cases of lack or no land to allocate or lease according to regulations. Strengthen the management of violations of land policies for ethnic minority areas... Notably, the province has directed priority support for poor households and ethnic minority groups in difficult circumstances; focusing on communes, villages and hamlets with special difficulties; Deploy review and statistics on residential land and production land needs of ethnic minorities and mountainous areas to ensure correct subjects and regulations.
At the same time, the Provincial People's Committee issued Decision No. 40/2022/QD-UBND dated December 19, 2022, regulating the land allocation norms for residential land and the average land use norms for production to implement Project 1: Solving the shortage of residential land, housing, production land, and domestic water according to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister as a basis for localities to develop implementation plans.
Comrade Nguyen Thi Thu Hang - Deputy Head of Planning and Synthesis Department, Provincial Ethnic Minorities Committee said that in order to facilitate localities in the process of implementing the project to ensure the content according to regulations, the Provincial Ethnic Minorities Committee has issued guidelines for reviewing subjects, priority order, content, and principles of supporting residential land and production land for ethnic minorities and mountainous areas. In particular, the Committee has specified a closed implementation process, decentralizing implementation from residential areas to district-level People's Committees. Particularly for the content of supporting land allocation for production, localities provide support in the form of conversion according to vocational training needs; purchase of agricultural tools, machinery for agricultural services or capital needed for other jobs to increase income; support for labor export, forest protection and afforestation contracts.
Based on the direction of the province and guidance from specialized agencies, the People's Committees of districts with beneficiaries of support policies have actively organized implementation. The People's Committees of districts have issued documents directing relevant specialized departments to coordinate in reviewing and determining the average level of residential land and production land in ethnic minority and mountainous areas in detail for each type of production land according to regulations. The People's Committees of communes have reviewed, counted, and compiled preliminary reports on households lacking residential land and production land. At the same time, information and propaganda have been stepped up so that people can grasp the policies, beneficiaries, and support levels according to regulations.
Thanks to the arrangement of production land and other forms of support, it creates more motivation for ethnic minorities and mountainous people in Yen Lap district to develop the economy and become rich.
Continue to improve the mechanism
With the drastic direction of the province and the efforts of all levels, sectors and localities, up to now, the contents of the project to support residential land and production land for ethnic minorities have basically been implemented in accordance with regulations. At present, the whole province has implemented nearly 15.9 billion VND to support households lacking residential land, domestic water and job conversion.
To continue to specify and complete the legal basis for implementing the contents of supporting residential land and production land for ethnic minorities and mountainous people according to the provisions of the 2024 Land Law, it is expected that at the 9th Session of the 19th Provincial People's Council, the Provincial People's Committee will have a Submission proposing the issuance of a Resolution regulating land policies for ethnic minorities living in the province.
Comrade Ngo Tien Duc - Deputy Director of the Department of Natural Resources and Environment said: "The issuance of the Resolution by the Provincial People's Council regulating land policies for ethnic minorities living in the area is necessary, within its authority and in accordance with the provisions of law. Thereby, ensuring stability and improving the material and spiritual life of ethnic minorities, individuals who are ethnic minorities belonging to poor households, near-poor households in ethnic minority and mountainous areas...".
The draft Resolution will approve the scope of regulation, applicable subjects; stipulate policies to ensure land for community activities in ethnic minority and mountainous areas to ensure that community activities are consistent with customs, practices, beliefs, cultural identities, and actual conditions of each area. At the same time, it stipulates that individuals who are ethnic minorities belonging to poor households and near-poor households in ethnic minority and mountainous areas (supported with agricultural land according to the provisions of Clause 2, Clause 3, Article 16, Land Law 2024) will be considered for land allocation for agricultural production and will not collect land use fees, the total area of agricultural land after allocation must not exceed the agricultural land allocation limit.
Individuals who are ethnic minorities and belong to poor or near-poor households in ethnic minority and mountainous areas are supported with residential land if they are renting a house or living with their parents on a plot of land including residential land, agricultural land with an area/total number of people living on the plot of land smaller than 80m2 for plots of land in towns, along both sides of national highways, provincial roads, planning areas of commune centers and smaller than 150m2 for the remaining areas. For those who are living with their parents, if they meet the conditions on area, they will be considered for land division and change of land use purpose to residential land; exemption and reduction of land use fees when allocating land and changing land use purpose shall be implemented according to current regulations...
With the participation of all levels, sectors and localities, synchronous implementation of solutions, especially perfecting the mechanism, including the issuance of a Resolution regulating land policies for ethnic minorities living in the area, contributing to the effective implementation of the policy of supporting residential land and production land for ethnic minorities, ensuring the implementation of the goal that by the end of 2025, 90% of poor ethnic minority households and poor Kinh households living in communes and villages with special difficulties working in agriculture, forestry and fishery without or lacking more than 50% of production land according to local norms will be resolved to solve the shortage of production land or receive support for job conversion.
