Regarding the reason for limiting the number of people allowed to teach extra classes in schools and not collecting money from students, Mr. Thanh said: "Teaching and learning extra classes are based on the needs of both students and teachers. However, through monitoring and understanding the reality, we see that there are also students who have the need and voluntarily want to learn extra classes, but there are also situations where students, even though they do not want to, still have to learn extra classes organized by their own teachers and schools. A group of students are having to go to extra classes just to avoid being out of place with their friends, not feeling guilty towards their teachers, or even because the test is not unfamiliar.

The Ministry of Education and Training does not prohibit extra teaching but finds the cause to have a suitable and effective management plan. For general schools applying the 2018 General Education Program, the Ministry of Education and Training has specified the number of periods/subject, and set out requirements for each subject that are suitable for students. The Ministry of Education and Training also gives schools the autonomy to develop their own educational plans to ensure effectiveness and teachers focus on innovating teaching methods to achieve the goal of the 2018 program, which is to develop students' capacity. Thus, in principle, schools and teachers implementing the prescribed study hours have ensured that students have enough knowledge and meet the requirements of the program.

The new point in this circular is that the Ministry of Education and Training stipulates 3 subjects who teach and study extra in schools but are not allowed to collect money from students, including: Students whose learning results are not satisfactory, students selected by the school to train excellent students, students who review for graduation exams, and students who review for entrance exams. The reason is that with that program and that team, if there are still students who have not met the standards, the school must be responsible for teaching extra, also known as knowledge tutoring. The second is teaching extra for students selected to train excellent students. This number is not much and not all students are selected for all subjects, which is the responsibility of the school. The third is students in grades 9 and 12 who review for transfer exams and graduation exams who are allowed to study extra in schools. However, organizing review for final year students must be part of the school's education plan, and the school proactively decides, arranges, and assigns it, and is not allowed to collect money from students.

With this regulation, some schools have wondered if they might get stuck, but this is something that schools can completely arrange teachers in charge of subjects in a reasonable way to reserve for exam review, helping students consolidate and summarize knowledge. For any subject, extra teaching should not exceed 2 periods/week. The rest, teachers need to guide students on self-study methods, self-discovery to absorb the content learned in class, avoiding extra learning in a way that forces knowledge, which is not effective.

Limiting the number of extra tutoring and learning subjects in schools is aimed at schools that do not have extra tutoring and learning. Instead, after school hours, students have time and space to participate in recreational activities, sports, drawing, music, etc. I believe that those who work in the profession, are passionate about their profession, and the younger generation, will find this necessary. Gradually, parents and society also need to move towards that, so that students do not have to take too many extra lessons, causing unnecessary pressure and fatigue."

We need to overcome the situation where students go to school every day with a packed schedule from morning to night, without time to rest, self-study, absorb, and apply knowledge.

EXTRA TUTORING FOR STUDENTS' MONEY MUST BE REGISTERED FOR BUSINESS ACCORDING TO REGULATIONS

There are also opinions that because the need for extra teaching and learning is real, "tightening" extra teaching in schools could lead to parents and teachers having to go to expensive centers with difficult travel?

The new circular stipulates a number of important contents: organizations and individuals that organize extra teaching and learning activities and collect money from students must register their business according to the provisions of law; teachers who are teaching at schools are not allowed to teach extra classes outside of school and collect money from their students in class... These regulations aim to ensure the rights of students, avoiding teachers "pulling" students from class to teach extra classes.

If you are not in the category of students who need to take extra classes at school, any student who wishes to take extra classes outside is completely voluntary. At that time, parents and students will research and consider the value of extra classes, whether they can help them progress and understand the problem more deeply. Studying to be better and develop themselves is a legitimate desire, so the Ministry of Education and Training does not prohibit it. However, organizations and individuals who teach extra classes must register their business and must publicly disclose the location, subjects, study time, costs, etc. and must strictly comply with the provisions of the law on working hours, working hours, safety, security, fire prevention, etc. At that time, students and parents will choose any place that makes students and parents trust and meets their requirements.

Some teachers are wondering whether it is necessary to register a business if they teach 5-7 students at home. The Circular specifically stipulates that organizations and individuals who teach for money must register their business.

The regulation is like that, but to be effective, there must be a monitoring mechanism and the roles and responsibilities of management agencies. The Circular has clearly defined the responsibilities of each unit from the Provincial People's Committee, the Department of Education and Training to schools, People's Committees of wards and communes in the area for inspection and supervision.

Sharing with Thanh Nien , some teachers also said that the above regulation significantly reduces their income in the context that teachers' salaries are still not enough to live on?

The circular does not prohibit teachers from teaching extra classes outside of school. If teachers make an effort, are good teachers, are truly dedicated, and bring value to students, there will certainly be no shortage of students seeking them out. Only in cases where teachers are assigned by the school to teach students in school are they not allowed to teach extra classes for money outside of school to limit the situation where teachers take students out to study extra classes, cutting down on knowledge in class to teach extra classes.

NEED TO CHANGE BOTH REGULATIONS AND PEOPLE'S AWARENESS

Many opinions say that, along with the regulations restricting widespread tutoring as in the newly issued circular, the fundamental solution is still to change testing, evaluation, and examination. What can you share about this desire?

With the current requirements for tests, assessments, and exams, all must follow the general requirements of the program. For a long time, parents have been afraid that their children will be at a disadvantage compared to other children if they do not study, so they try to pursue it even though they are not sure whether it will be effective or not. On the contrary, in the exams, it is shown that many valedictorians and salutatorians come from rural areas, with difficult economic conditions, and do not attend extra classes. It is not satisfactory to say that schools do not organize review sessions, the quality is reduced, or that they do not organize mass review sessions for all students/classes to achieve good scores.

Not to mention, when it is a national regulation, localities must implement it equally and fairly without worrying too much, putting too much emphasis on the issue and then arranging classes for students to practice for the exam in the morning, noon, afternoon, and evening. We need to overcome the situation where students go to school every day with a packed schedule from morning to night, without time to rest, self-study, absorb, and apply knowledge.

There are two issues: legal regulations and public awareness. The management agency has specific regulations, but public awareness is very important. It is true that there is still pressure on passing exams and university entrance exams. Everyone wants their children to get into a good school and that is a legitimate need of each person. However, parents today have a clearer understanding of the value of human development. Knowledge is vast, we need to focus on learning methods instead of trying to learn a lot but not bringing practical results. There have been cases where parents and students in a certain period of exam preparation, cram to exhaustion to pass the exam and then relax. Or in reality, there are many children who, when they grow up, have enough knowledge but are disadvantaged due to a lack of many skills.
