On April 11, the Ho Chi Minh City Department of Education and Training officially announced the enrollment quota for grade 10 for the 2025-2026 school year of 115 public high schools in the city. This year, the total enrollment quota of the schools is 70,070 students.
Grade 10 enrollment target is over 80%
According to the announcement of the 10th grade enrollment quota of the Ho Chi Minh City Department of Education and Training, in the 2025-2026 school year, Mac Dinh Chi High School (District 6), Marie Curie High School (District 3), Hung Vuong High School (District 5) are still the schools with the highest 10th grade enrollment quota. Specifically, Mac Dinh Chi High School is recruiting 1,060 10th grade students (24 classes), including 990 regular 10th grade students (22 classes) and 2 integrated 10th grade classes (70 students). Hung Vuong High School is recruiting 1,035 students (23 classes). Marie Curie High School has the third highest quota, with 1,000 students (30 classes).
Meanwhile, the public 10th grade enrollment quota in the city is at Thanh An Secondary and High School (Can Gio District) - only recruiting 1 class with 40 students. Other schools with low quotas are Olympic Sports Gifted High School, Vietnam - Finland International School, Vietnam - Australia International School (all under 100 students).
In the suburban areas of Ho Chi Minh City, the 10th grade quota has some fluctuations. This year, because Vo Truong Toan High School (District 12) is building a new school, the quota will be reduced. Therefore, some neighboring schools are expected to increase their enrollment quota to meet the demand for public 10th grade places for students in the area.

Regarding the 10th grade quota this year, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the expected number of 9th grade students passing the graduation exam for the 2024-2025 school year is 88,210. The 10th grade quota is built on the principle of creating conditions for students to study at public high schools and based on the facilities of the schools.
According to Mr. Minh, the total enrollment target of 115 public high schools in Ho Chi Minh City is 70,070 students, reaching 79% of the expected number of students graduating from grade 9, which is 88,210 students. Of which, 110 schools are under the Department of Education and Training of Ho Chi Minh City with 68,830 targets; 5 schools are under universities with 1,240 targets. In addition, the Department of Education and Training is also submitting a request for the City People's Committee's approval to increase the enrollment target on the project of Tran Dai Nghia High School for the Gifted, Nguyen Thi Dinh High School for the Gifted in Sports and recruiting new high schools in Binh Tan District.
In addition, in the 2025-2026 school year, the total quota of public Continuing Education Centers and Continuing Vocational Education Centers in the city implementing the high school program is 17,244 quotas, accounting for 19.5%.
Additional recruitment depending on actual situation
Mr. Ho Tan Minh added that the enrollment quota for grade 10 is built with specific priority principles. That is, there is a roadmap for arranging class sizes to meet the material facilities conditions according to Circular 13/2020 of the Ministry of Education and Training promulgating regulations on material facilities standards for kindergartens, primary schools, secondary schools, high schools and multi-level general schools and amended and supplemented in Circular 23/2024 of the Ministry of Education and Training. In addition, the grade 10 quota is determined based on the material facilities conditions (especially the cultural classroom block, schools that have been repaired, newly built, expanded, renovated); the coefficient of classroom usage (classroom/classroom); the number of grade 12 students graduating in the 2024-2025 school year and the school's proposal to increase/decrease the total number of classes.
In addition to the enrollment quota for public high schools, according to the Ho Chi Minh City Department of Education and Training, the total expected enrollment quota for grade 10 in the 2025-2026 school year of non-public schools is up to more than 30,000 students. These schools will only be assigned enrollment quotas when they are allowed to operate education. From now until August 1, if the school meets the conditions and is licensed to operate education, it will be considered and assigned enrollment quotas for grade 10 in the 2025-2026 school year.
According to the Ho Chi Minh City Department of Education and Training, the public 10th grade entrance exam process is carried out in 2 phases. In phase 1, students can register for 3 priority wishes 1, 2, 3 to take the entrance exam for grade 10 at public high schools. In phase 2, depending on the actual application situation at high schools and the needs of high schools, the Department of Education and Training will decide to recruit additional students and issue written instructions to ensure the rights of candidates, on the basis of recruiting enough students for schools that are still lacking many students.
The leaders of the Ho Chi Minh City Department of Education and Training noted that when students register their wishes, they should specifically choose to register their wishes near their current place of residence to avoid the case of being admitted but not submitting their application. In addition, students are not allowed to change their wishes after the deadline for adjusting their wishes has expired according to regulations.
