Speaking at the opening of the workshop, Mr. Dang Hai Dung - Deputy Director of the Department of Energy Saving and Sustainable Development (Ministry of Industry and Trade) said that in the context of global climate change, many governments around the world have issued mechanisms and policies that not only affect domestic carbon emissions but also regulate greenhouse gas emission activities outside the border, on a global scale, such as the European Union's carbon border adjustment mechanism (CBAM) that has been affecting Vietnam's industries such as fertilizer, iron and steel, cement, aluminum. And mechanisms similar to the EU's CBAM have been and are being built and soon issued by other countries such as the US, UK, Australia, etc.

Deputy Director of the Department of Energy Conservation and Sustainable Development, Mr. Dang Hai Dung delivered the opening speech at the workshop.

To carry out the tasks prescribed in the Government's Decree on greenhouse gas emission reduction, central management agencies and local Departments of Industry and Trade and enterprises need to establish a system to comply with regulations on inventory, measurement, reporting and appraisal of greenhouse gas emission reduction in order to gradually control and implement measures to reduce greenhouse gas emissions according to regulations and meet requirements on carbon emission reduction when circulating goods in major markets in the world.

Therefore, Deputy Director Dang Hai Dung recommended that businesses in the industry and trade sector should proactively study the regulations of CBAM to have appropriate response solutions and proactively calculate and report on carbon emissions in their production and business processes in a transparent, complete and consistent manner. “The Ministry of Industry and Trade will coordinate with ministries, sectors and local authorities to make efforts to implement many activities to support organizations and businesses in inventorying greenhouse gases and reducing greenhouse gas emissions so that businesses can fully comply with the law on climate change and meet market requirements on reducing the carbon footprint of products, especially export items,” Mr. Dang Hai Dung affirmed.

At this workshop, the Departments of Industry and Trade, a number of enterprises in the Industry and Trade sector, industry associations, consulting and research units and related units in the Southern provinces will be trained and have their capacity enhanced to carry out activities of measuring, reporting, assessing greenhouse gas emission reduction and greenhouse gas inventory.

Through the workshop, businesses in the industry and trade sector were given specific instructions on methods, processes, and ways to organize and implement activities to measure, inventory, and monitor greenhouse gas emissions at businesses. Local management agencies were equipped with knowledge on inventorying and measuring, reporting, and assessing greenhouse gas emission reduction results, as a basis for local state management activities in accordance with the law. Improving the capacity of the industry and trade sector on MRV and GHG emission inventory will make an important contribution to the process of participating in the carbon market in Vietnam in the future.

At the training workshop, experts from the V-LEEP II Program presented methods for calculating GHG emissions, data collection, inventory and reporting of GHG emissions, thereby developing mitigation plans and assessing GHG emission reduction results. Participants also had the opportunity to practice this knowledge and skills and had their questions answered by representatives of the Department of Energy Efficiency and Sustainable Development and experts.

Since 2023, through the V-LEEP II Program, USAID has been providing technical support as well as sharing good practices and international practices related to greenhouse gas inventories and MRV of emission reductions. USAID will continue to provide technical support to the Department of Energy Efficiency and Sustainable Development in the process of developing and implementing greenhouse gas emission reduction activities in the Industry and Trade sector.
