On the afternoon of May 24, continuing the 5th session, the National Assembly listened to reports on the investment policy decision for the traffic project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong and Ninh Thuan.
Presenting the report, Minister Nguyen Chi Dung said that this is an important national project, implemented in the two districts of Khanh Son and Khanh Vinh, Khanh Hoa province, in which the starting point intersects with National Highway 27C at Km 16+900 (250m east of Cau River) in Song Cau commune, Khanh Vinh district and the end point is at the border between Khanh Hoa province and Ninh Thuan province on Provincial Road 656 (at Km 55+900) in Phuoc Binh commune, Bac Ai district, Ninh Thuan province.
The project has an investment scale of 56.9 km of grade III mountainous road, design speed of 60km/h, section through difficult terrain with design speed of 40km/h, 2 lanes without median strip, total width of 9m, road surface width of 6m, 2-side sidewalks of 3m.
Minister of Planning and Investment Nguyen Chi Dung said the total preliminary investment of the project is about 1,929,882 billion VND.
The preliminary total investment of the project is about 1,929,882 billion VND, the project capital is taken from the central budget for the period 2021 - 2025 is 1,000 billion VND, the local budget capital is 930 billion VND, divided into 2 phases: Phase 2021 - 2025 (121,994 billion VND) and phase 2026 - 2030 (808,006 billion VND).
The Government proposed project preparation time from 2022 - 2024, site clearance time from 2023 - 2024 and construction time from 2024 - 2027.
Reporting on the appraisal of the decision on investment policy for the above project, Chairman of the Committee for Science, Technology and Environment Le Quang Huy said that the Committee agreed with the necessity of investing in the project because the investment in the project will form a vital traffic route of the province, which has been identified in the list of priority projects of the Government and Khanh Hoa province for the period 2021 - 2030, with a vision to 2050.
The project also aims to develop a synchronous, modern, and regionally connected transport infrastructure in accordance with Resolution No. 09 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045.
The project will break the monopoly of road traffic connection to the center of the mountainous districts of Khanh Son and Khanh Vinh, creating conditions and the ability to connect inter-regionally between Khanh Hoa province and the two provinces of Lam Dong and Ninh Thuan.
The project investment will also contribute to creating growth momentum, promoting trade, shifting economic structure; promoting the ethnic cultural identity of 2 mountainous districts, among 74 poor districts in 26 provinces nationwide, with more than 70% of the population being ethnic minorities; the poverty rate is over 45%.
Contribute to creating proactive conditions for search and rescue, strengthening security and national defense, forming a solid defense posture for the Central Highlands, South Central Coast and the three provinces of Khanh Hoa, Ninh Thuan and Lam Dong. At the same time, it demonstrates the high political determination of the Party Committee and people of Khanh Hoa province in implementing Resolution No. 09 of the Politburo.
Regarding the total investment of the project, the Committee for Science, Technology and Environment believes that it is feasible. However, to date, due to incomplete investment procedures, specific capital has not been allocated or assigned.

Therefore, if the National Assembly considers and approves the project investment policy, the Government is requested to balance and propose a plan to allocate central capital for the 2021-2025 and 2026-2030 periods for the project in accordance with the capital structure and investment phases.
In case of adjusting the project investment policy during the time the National Assembly is not in session, the National Assembly authorizes the National Assembly Standing Committee to consider and decide on issues arising related to the project.
The Committee on Science, Technology and Environment recommends that the National Assembly consider allowing the investment project on the road connecting Khanh Hoa - Lam Dong - Ninh Thuan to be implemented under special mechanisms.
Specifically, the People's Committee of Khanh Hoa province is assigned to decide on investment and organize implementation according to the order, procedures, and authority to implement group A projects managed by the provincial level according to the law on public investment.
In case of adjusting the project investment policy during the time the National Assembly is not in session, the National Assembly authorizes the National Assembly Standing Committee to consider and decide on issues arising related to the project .
