Workshop to collect comments on the draft revised Decree on industrial promotion in Ninh Binh

The workshop to collect opinions on the Draft Decree amending and supplementing a number of articles of Decree No. 45/2012/ND-CP dated May 21, 2012 of the Government on industrial promotion (Draft Decree) was organized by the Department of Industry and Trade (Ministry of Industry and Trade) in coordination with the Department of Industry and Trade of Ninh Binh.

Attending the conference were Mr. Ngo Quang Trung - Director of the Department of Industry and Trade (Ministry of Industry and Trade), Mr. Nguyen Van Thinh - Deputy Director of the Department of Industry and Trade; Mr. Duong Duc Dang - Director of the Department of Industry and Trade of Ninh Binh province; representatives of the Department of Industry and Trade of 24 provinces and cities in the Northern region and representatives of the Department of Industry and Trade of Quang Binh province.

Speaking at the Conference, Mr. Ngo Quang Trung - Director of the Department of Industry and Trade of the locality - said that Decree No. 45/2012/ND-CP of the Government on Industrial Promotion has been implemented for more than 10 years, and the results and achievements have been proven. At the Conference to summarize 10 years of implementing Decree No. 45, the leaders of the Ministry of Industry and Trade assigned the task to the Department of Industry and Trade of the locality to preside over and coordinate with relevant units to develop a Decree amending Decree No. 45 accordingly. According to the plan, the draft Decree must be submitted to the Government in December 2024.

Mr. Ngo Quang Trung also emphasized that at the Conference, delegates gave in-depth comments on the contents for the Drafting Committee to absorb and complete the Draft Decree. In particular, delegates focused on discussing new contents in the draft such as subjects, decentralization, etc. " Building legal documents is one thing to remove difficulties for implementing industrial promotion work, and two is to orient future development - this is a very important component " - Mr. Ngo Quang Trung emphasized.

The workshop was organized to directly listen to the comments of representatives of the Departments of Industry and Trade, public service units performing industrial promotion tasks in the locality and representatives of rural industrial establishments on the Draft Decree. The comments at the workshop are an important basis for the drafting agency to continue researching and perfecting the Draft Decree amending and supplementing Decree No. 45/2012/ND-CP.

After more than 10 years of implementing Decree No. 45/2012/ND-CP, industrial promotion work has achieved many important results, contributing to the industrialization and modernization of agriculture and rural areas and successfully implementing the socio-economic development policies of the Party and State in the recent period. However, along with the socio-economic development of the country, policies and orientations on industrial and handicraft development and related regulations in a number of legal documents have been significantly adjusted.

Industrialization and modernization of rural industry are in the process of strong transformation; decentralization of management between the Ministry of Industry and Trade, relevant ministries, branches and localities needs to be reviewed and adjusted accordingly; the process of digital transformation and economic restructuring associated with growth model innovation and rapid and deep international integration poses many new requirements for the development and completion of legal documents on industrial promotion.

In order to overcome shortcomings and limitations, while ensuring the concretization of the content and spirit of Resolution No. 19-NQ/TW of the Central Executive Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045, which states the requirement of "Innovating industrial promotion work in the direction of combining the state with enterprises; following the industry chain, digital transformation"; amending and supplementing Decree No. 45/2012/ND-CP is necessary in the direction of inheriting the relevant contents of the current Decree, while amending and supplementing a number of contents to provide specific, easy-to-comply and easy-to-implement regulations; improving the quality and deepening the impact of industrial promotion policies; determining the continuous responsibility of the central and local governments in the implementation process; creating a clear change in quality, ensuring the overall consistency between the new Decree and other relevant legal documents.

Previously, on September 5, the local Department of Industry and Trade coordinated with the Department of Industry and Trade of Long An to organize a workshop to collect comments on the Draft Decree in Long An with the participation of the Departments of Industry and Trade, public service units performing the task of industrial promotion and rural industrial establishments of the southern provinces and cities and some localities in the Central - Central Highlands region with the participation of ministries, branches, experts and scientists. The workshop received many practical and scientific comments as a basis for the drafting unit to study, consider and incorporate.
