On the afternoon of March 29, Prime Minister Pham Minh Chinh chaired an online conference on reporting inspection results and urging the implementation of the plan to complete 3,000km of expressway by the end of 2025 by 7 inspection teams led by Deputy Prime Ministers.
At Cao Bang bridge, Chairman of the Provincial People's Committee Hoang Xuan Anh chaired. Attending were Vice Chairman of the Provincial People's Committee Hoang Van Thach; leaders of a number of relevant departments and branches.
To achieve the goal of having over 3,000 km of expressways nationwide by 2025, the Ministry of Construction, localities and the Vietnam Expressway Corporation (VEC) are currently implementing 28 projects/component projects with a plan to be completed in 2025 with a total length of about 1,188 km, of which the Ministry of Construction and VEC have 17 projects/889 km, and localities have 11 projects/299 km. In addition, the two projects Dong Dang - Tra Linh (Cao Bang province, 93 km long) and Huu Nghi - Chi Lang (Lang Son province, 43 km long) are planned to be completed in 2026, but the two provinces have registered to strive to open the route before December 31, 2025.
Up to now, the progress of most projects has been on schedule, many projects have been ahead of schedule. However, there are still some projects that are behind schedule, some problems have not been completely resolved; the Prime Minister has established 7 inspection teams led by Deputy Prime Ministers and leaders of ministries, branches and localities as members to directly inspect, direct and remove difficulties.
After the inspection teams gave instructions, the projects had many positive changes, some localities basically completed the handover of site clearance (GPMB), completed the procedures for granting material mines. Based on the actual situation, the inspection teams assessed the possibility of completion, 28 projects with a total length of 1,188 km were divided into 2 groups. Group 1, projects ensuring completion progress in 2025, including 18 projects/897 km (Ministry of Construction and VEC 16 projects/871 km; localities 2 projects/26 km) basically no longer have major difficulties or problems, the implementation progress is closely following the set plan.
Group 2, projects still facing many difficulties, progress not meeting the set plan, including 10 projects/291 km planned to be completed in 2025 (Ministry of Construction 1 project/18 km; localities 9 projects/273 km) and 2 projects Huu Nghi - Chi Lang and Dong Dang - Tra Linh planned to open the route in 2025. After the inspection teams gave instructions, the projects had many positive changes. However, there are still some tasks related to site clearance and construction material sources that have not met the requirements for completion in March 2025.
Speaking at the conference, Chairman of the Provincial People's Committee Hoang Xuan Anh said: Cao Bang and Lang Son provinces have seriously implemented the direction of the Prime Minister as well as the inspection teams of the Deputy Prime Minister for the Dong Dang - Tra Linh Expressway Project. The site clearance work of the two provinces has basically been completed on schedule, the resettlement arrangement as well as temporary accommodation for people has been completed. Regarding the relocation of technical infrastructure, we are trying to complete the relocation before April 15 for the remaining 23 high-voltage power line locations. Regarding construction material mines and dumping sites, the two provinces are currently coordinating with construction units to review suitable locations to carry out procedures, to be completed before April 10. Regarding the change of forest use purpose, the two provinces have added 120 hectares, the People's Councils of the two provinces have issued a resolution on the change of forest use purpose and are implementing the procedures, which will not affect the construction progress. Following the direction of the Prime Minister and Deputy Prime Ministers, contractors and investors have worked overtime, increased shifts, and added equipment and machinery to 71 construction sites, an increase of 21 sites following the direction of the Prime Minister. To ensure the route is opened on schedule, the province has directed contractors to continue to add human and material resources, and at the same time have detailed and specific progress for each construction site and each construction section. Cao Bang province, together with the project enterprise and contractors, will resolutely fulfill their promise to the Prime Minister to open the route before December 31, 2025.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the goal of completing 3,000 km of expressway by 2025 remains unchanged, so ministries, branches, agencies, units and localities need to identify this as an important and top political task to focus on implementing. In particular, focusing on directing, operating and implementing assigned tasks based on the instructions of Deputy Prime Ministers in the announcements after the working delegations have inspected the site. Localities are requested to uphold the sense of responsibility of the entire political system, strengthen field work, urge inspections, and promote the spirit of "lightning speed". Focus on handling and creatively solving issues related to material sources, capital, technical technology, etc. to speed up construction progress. It is necessary to put the goals and interests of the nation and people above all, share and support localities and investors in terms of sand sources for key national projects; Strive to complete projects on schedule.
In particular, the Lang Son - Cao Bang expressway is a very important route for the socio-economic development of the northern mountainous provinces to repay the compatriots who made the revolution since 1940. This is the command of the heart, the responsibility of each cadre, must uphold the sense of responsibility; not only the agencies, contractors but also the entire political system must participate when simultaneously arranging and merging provinces and cities.
