On the afternoon of March 24, Deputy Prime Minister Tran Hong Ha chaired an online conference on Irrigation Planning for the Mekong River Basin and the Red River Basin. Attending at the provincial bridge were Mr. Hoang Van Thach, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and leaders of a number of relevant departments and branches.
The conference listened to representatives of the Institute of Water Resources Planning (Ministry of Agriculture and Environment) present 2 drafts: Irrigation planning for the Red - Thai Binh river basin for the period 2022 - 2030, vision to 2050 and Irrigation planning for the Mekong river basin for the period 2022 - 2030, vision to 2050. This is a specialized technical plan to specify the solutions of the Natural Disaster Prevention and Irrigation Plan. The plan is established with the goal of researching and proposing irrigation development solutions to exploit, comprehensively use and sustainably develop water resources in the Red - Thai Binh and Mekong river basins, taking into account the impact of climate change, upstream development, serving multiple purposes; proactively draining water for agriculture combined with drainage for urban areas, industry... in the irrigation system; Flood prevention and control for river basins, contributing to improving the water environment, meeting the requirements of socio-economic development, ensuring water security of the basin until 2030, with a vision to 2050; as a basis for developing annual, 5-year and long-term irrigation development plans in the basin.
At the conference, delegates discussed the following issues: Planning and protection of river basin corridors; research on riverbeds and reservoirs when planning irrigation; planning needs to mention and clarify the operation of the irrigation system of the entire region; technical solutions to ensure that when the planning is implemented, it will meet requirements; adjusting some contents in the planning related to upgrading degraded irrigation works and dikes to suit the reality of localities...
In his speech, Deputy Prime Minister Tran Hong Ha emphasized that the irrigation planning work in the Red River basin and the Mekong River basin is very important, so the planning must be synchronous, ensuring synchronization, interconnection, and comprehensiveness; solving multi-objective problems of people's domestic water needs, irrigation for production, preventing urban flooding, fighting drought, preventing saltwater intrusion, and protecting the environment.
Propose that provinces and cities in the Red River and Mekong River basins, within their scope, tasks, and powers, organize and implement state management of irrigation infrastructure, in accordance with the planning of relevant laws within the local scope. Strictly manage land funds to serve the implementation of the planning; develop medium-term and annual investment plans for irrigation in accordance with the planning; arrange budget for investment in irrigation infrastructure.
