Online conference to deploy work in 2024 of the Government and local authorities

On the morning of January 5, Prime Minister Pham Minh Chinh chaired an online conference between the Government and localities to review the work in 2023 and deploy the work in 2024 of the Government and local authorities.

Attending the conference at Thai Binh bridge were comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades of the Provincial Party Standing Committee, leaders of the Provincial People's Committee and departments and branches.

Reporting on the direction, management and implementation results of the socio-economic development plan in 2023; directions, tasks and key solutions in 2024, Deputy Prime Minister Le Minh Khai affirmed: In 2023, in the context of many difficulties, but with the drastic participation of the entire political system, the socio-economic situation continued to recover and achieved many important results in all fields. Economic growth for the whole year reached 5.05%, among the high growth groups in the region and the world. The average annual consumer price index increased by 3.25%. The money and foreign exchange markets were basically stable, with interest rates decreasing by about 2% compared to the end of 2022. The agricultural sector is a bright spot, continuing to be a solid pillar of the economy; in 2023, it increased by 3.83%, the highest in the past 10 years. The service sector increased by 6.82%, total retail sales of goods and consumer service revenue increased by 9.6%. Industry recovered rapidly each quarter, increasing by 3.02% for the whole year. State budget revenue exceeded the estimate by 8.12% while taxes, fees, charges and land rents were exempted, reduced and extended by nearly 194 trillion VND. Total import-export turnover for the whole year reached 683 billion USD, with a trade surplus of about 28 billion USD. Energy security and food security were ensured. Total social investment capital increased by 6.2% compared to 2022. Disbursement of public investment capital is expected to reach 95% of the plan. Cultural and social development was focused on; resource management, environmental protection, natural disaster prevention and control, and climate change response were promoted; prevention and control of corruption, negativity, waste, and settlement of complaints and denunciations, national defense and security were strengthened; Foreign affairs and international integration are promoted and are the bright spots of 2023.

At the conference, delegates focused on studying the reports: Assessment of the socio-economic situation in 2023; the situation and results of the implementation of Resolution No. 01/NQ-CP of the Government on the main tasks and solutions to implement the socio-economic development plan and state budget estimates in 2023; the implementation of the main tasks and solutions to improve the business environment and enhance national competitiveness in 2023; review of the direction and administration of the Government in 2023; the implementation of the economic restructuring plan for the period 2021 - 2025 in 2023; the results of the implementation of the project to develop applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030; administrative reform in 2023; Results of inspection, citizen reception, complaint and denunciation settlement, corruption and negativity prevention and control in 2023 and main directions and tasks in 2024; implementation of the Government's law and ordinance development program and issuance of documents detailing the implementation of laws and ordinances in 2023 and tasks in 2024; results of implementation of assigned tasks and the status of development and submission for issuance of detailed documents under the Government's authority in 2023.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: 2024 is expected to have more difficulties and challenges; therefore, all levels, sectors and localities need to closely follow the conclusions and resolutions of the Central Committee, the National Assembly and the Government, and concretize them to effectively implement the theme of 2024, which is "Discipline, responsibility, proactiveness, acceleration of innovation, sustainable efficiency" with 5 determinations: removing difficulties, overcoming all challenges in all fields; implementing not saying no, not saying difficult, not saying yes but not doing; protecting cadres who dare to think, dare to do for the common good; thinking honestly, speaking honestly, doing honestly, with real efficiency, so that people can truly benefit; removing difficulties, promoting production and business, ensuring that people and businesses enjoy the regimes, policies and achievements; striving to achieve the best results in 2024.

The Prime Minister also agreed with 6 viewpoints and directions for management in 2024, which are to thoroughly grasp and strictly implement the Resolution of the 13th National Party Congress and resolutions of the Party, National Assembly and Government; focus on proactive, flexible and effective management, closely coordinate, synchronize and rhythmically coordinate policies; closely follow the practical situation, promptly respond to arising issues; tighten discipline and order; promote decentralization, administrative procedure reform, digital transformation and prevent and combat corruption and negativity; cultural development must be on par with economy, politics and society; ensure political and social stability; strengthen national defense and security; build an independent and autonomous economy associated with proactive and active international integration comprehensively, deeply, practically and effectively; maintain a peaceful and stable environment for rapid and sustainable development.

Regarding the tasks for 2024, the Prime Minister requested to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; promoting drastic, synchronous, substantive and effective implementation of strategic breakthroughs; focusing on effectively restructuring the economy in association with renewing the growth model towards greenness and sustainability, developing digital economy, green economy, circular economy, emerging industries and fields; strongly developing cultural and social fields, ensuring social security, improving people's material and spiritual life; strengthening resource management, environmental protection, prioritizing resource allocation for preventing, combating and overcoming consequences of natural disasters, responding to climate change; reviewing and perfecting institutions, mechanisms, policies, regional linkage organizations and promoting regional economic development; consolidating and strengthening national defense and security, ensuring social order and safety; Strengthen the work of preventing and combating corruption, negativity and waste; continue to comprehensively promote foreign affairs and international integration; strengthen information and communication work to create social consensus.

For localities, the Prime Minister requested to accelerate the disbursement of public investment capital and national target programs from the beginning of the year; focus on resolving difficulties in mechanisms, preferential policies, legal procedures, and site clearance; resolutely remove difficulties for production and business, increase capital absorption capacity; focus on resolving difficulties within authority, not pushing or avoiding; focus on ensuring social security and people's lives; organize for people to celebrate Tet happily, healthily, safely, economically, and not let anyone go without Tet...
