On December 16, in Hanoi, the Central Organizing Committee held a national conference to review the Party building work in 2024 and deploy tasks for 2025 online to connecting points across the country. General Secretary To Lam attended and gave a speech at the conference. The conference was chaired by Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee.
Attending the conference, on the side of Quang Ninh province, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, attended at the Central bridge. Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; comrades of the Standing Committee of the Provincial Party Committee; representatives of leaders of departments, agencies, branches, provincial-level unions and leaders of districts, towns and cities in the province attended at the Quang Ninh bridge.
In 2024, the entire Party Building Organization sector proactively advised on the comprehensive, synchronous and effective implementation of key tasks and issued many resolutions, directives, conclusions, regulations and statutes to concretize the 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th National Party Congress; synchronously organized the implementation of all aspects of Party building organization work from the Central to the grassroots level.
The most obvious is actively advising on the preparation of Party congresses at all levels towards the 14th National Congress of the Party; advising on the institutionalization and concretization of many policies, principles and solutions on personnel work through regulations, statutes and procedures. At the same time, advising on the drastic, active, comprehensive and effective implementation of resolutions on Party building and rectification, and building the political system; in which, promptly advising on the early summary of Resolution No. 18-NQ/TW of the Central Executive Committee, rearranging the organizational apparatus, streamlining the payroll associated with restructuring the contingent of cadres, civil servants and public employees with the highest sense of urgency and determination, creating high consensus and unity among cadres and party members from the Central to the local level.
The whole sector has synchronously and effectively implemented personnel work and built a contingent of cadres in conjunction with preparing personnel for Party congresses at all levels. The quality of cadre planning has been improved. There have been many innovations in the work of rotating cadres. The work of consolidating and building grassroots party organizations and improving the quality of party members has been directed with attention and achieved some positive results. The leadership capacity and fighting strength of grassroots party organizations have been improved. Cadre management has become increasingly disciplined and strict, with discipline and order tightened, responsibility promoted, and power controlled. Internal political protection work has been carried out seriously and effectively, contributing to protecting the regime and ensuring political security.
Speaking at the conference, General Secretary To Lam acknowledged and commended the achievements of the Party Organization and Building sector in recent times; at the same time, he pointed out shortcomings and limitations and presented a number of lessons learned.
The General Secretary requested the entire Party Organization and Construction sector to continue to focus on advising and proposing the construction of a streamlined political apparatus that operates efficiently and effectively. The goal of streamlining the apparatus is to help the apparatus operate smoothly, with fewer people but still complete assigned tasks well, achieve quality, and aim for the highest requirement of creating the most favorable conditions for businesses and people.
In the immediate future, focus on completing the consultation on the summary of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee; consulting on the functions, tasks, and organizational structure of agencies and units after the reorganization according to Resolution No. 18-NQ/TW. Urgently and drastically deploy tasks, ensure that agencies, units, and organizations after the reorganization operate smoothly, effectively, and efficiently immediately, without interruption of work, without leaving vacant areas or fields, without affecting the normal activities of agencies, units, organizations, and society. At the same time, pay attention to resolving regimes and policies, and performing well the political and ideological work for cadres, civil servants, public employees, and workers when implementing the streamlining of the organizational structure and staffing. Advise on the implementation of the assignment and management of the payroll of Party agencies, the Fatherland Front, socio-political organizations at the Central level and provincial, municipal, and central party committees to ensure the correct implementation of the roadmap to 2026 to streamline at least 5% of the payroll of cadres and civil servants. Urgently review Party regulations, amend and supplement, and issue new regulations on functions, tasks, organizational structure, working relationships, and working regulations of Party committees of agencies and units, ensuring unity and synchronization from the Central to the grassroots level.
General Secretary To Lam also requested that each level and each sector must restructure the staff, strongly innovate the work of recruiting, promoting and appointing staff, have a mechanism to attract talented people, and at the same time remove incompetent and unqualified staff from the state apparatus, agencies and political system.
In particular, the Central Organizing Committee and the entire Party Building Organization sector carry out tasks on Party building organization work in conjunction with the preparation work for Party Congresses at all levels towards the 14th National Party Congress.
