Vietnam Farmers' Union works with the Central Committee for Mass Mobilization on the national key topic "The lesson "People are the root"

Attending and chairing the meeting were comrade Do Van Phoi - Deputy Head of the Central Committee for Mass Mobilization; comrade Pham Tien Nam - Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union.

Also attending the meeting were representatives of the leaders of departments and units of the Central Committee of the Vietnam Farmers' Union; and specialized departments of the Central Committee for Mass Mobilization.

Speaking at the meeting, comrade Do Van Phoi - Deputy Head of the Central Committee for Mass Mobilization said: Implementing Plan No. 30 - KH/ĐTQG dated April 23, 2024 of the Steering Committee of the National Key Project "Lesson "People are the root", "People are the center" and the issue of promoting the strength of the People, the strength of great national unity in the new situation" chaired by comrade Bui Thi Minh Hoai - Politburo member, Secretary of the Party Central Committee, Head of the Central Committee for Mass Mobilization.

In order to have a practical basis for developing a project report to serve the development of documents for the 14th National Party Congress, the Central Committee for Mass Mobilization and the Project Management Board would like to discuss with the Central Committee of the Vietnam Farmers' Union the following 5 issues. These are: Evaluation of the lesson "people are the root", "people are the center" in which the Vietnam Farmers' Union has propagated and mobilized farmer members to implement the Party's policies; evaluation of existing problems to draw lessons that people are the root, people are the center. In the current context, what solutions do we need to apply this lesson into practice? Effective solutions to implement the lesson into practice; Proposals and recommendations of the Vietnam Farmers' Union to promote this lesson.

At the meeting, Vice President of the Vietnam Farmers' Union Pham Tien Nam said: The lesson "People are the root" "People are the center" has great significance, this is a lesson that our Party has applied to each period and has been creative. To help the working group assess the current situation and the existing problems, difficulties, and solutions to serve the construction of documents for the 14th Party Congress, the Vietnam Farmers' Union has received a plan from the Central Committee for Mass Mobilization.

The Vietnam Farmers' Union has assigned the Central Propaganda Department to preside over and request that departments and units, based on their functions and tasks, contribute, evaluate, and apply this lesson in their work, as well as propose policies for the work of the Union and the farmers' movement in each field. Based on the 5 suggested issues of the Central Mass Mobilization Department, the departments and units of the Union will have opinions to share, discuss, and propose in the process of applying this lesson to the work of the Union and the farmers' movement.

Positive results of applying the lessons "People are the root", "People are the center" of the Vietnam Farmers' Association

The report summarizes some situations of applying the lessons of "People are the root", "People are the center" and promoting the strength of the people, the strength of great national unity in the new situation", Mr. Nguyen Van Phan - Deputy Head of the Central Propaganda Department of the Vietnam Farmers' Union said: The Vietnam Farmers' Union has focused on building and consolidating the organization from the Central to the grassroots level, with a 4-level organizational system and branches and groups down to the villages and hamlets. The model of organizing branches and groups is diverse and rich according to administrative areas, occupational groups and thousands of farmers' clubs, attracting over 10.5 million members to participate in the organization of the Union... Since then, the Vietnam Farmers' Union has become the core in the farmers' movement, building new rural areas.

The Vietnam Farmers' Union has creatively applied the lessons of "people are the root", "people are the center" and promoted the people's strength and the strength of great national unity in advising and directing the work of the Union and the farmers' movement through the periods.

The Vietnam Farmers' Union has focused on consolidating and building financial resources to support farmers; well organizing consulting, support, service and vocational training activities for farmers to develop production and improve their lives; caring for and protecting the legitimate and legal interests of members and farmers.

Implementing Decision No. 673/QD-TTg dated May 10, 2011 of the Prime Minister, the Vietnam Farmers' Union has developed and implemented the Project "Innovation and improvement of the efficiency of the Farmers' Support Fund" with many positive results. Up to now, the capital of the Farmers' Support Fund at all levels has achieved positive results; the total capital of the Farmers' Support Fund at all levels has reached nearly 4,500 billion VND. The loan turnover has reached over 4,080 billion VND, supporting over 151,000 farmer households to borrow capital. The capital of the Farmers' Support Fund at all levels has directly supported farmer members to build, establish and develop models of professional branches, professional associations, groups, and associations, contributing to the development of production, business, job creation, income increase, and improvement of life for members and farmers.

Implementing the Project on vocational training for rural workers until 2020 according to Decision 1956/QD-TTg dated November 27, 2009 and Decision 971/QD-TTg dated July 1, 2015 of the Prime Minister; every year, the Association at all levels directly and jointly provides vocational training for over 220,000 farmers. Over 80% of farmers have stable jobs after vocational training. At the same time, the organization provides consultation and job introduction for farmers and sends workers to work abroad for a limited period of time.

The Association at all levels proactively coordinated well in organizing training, transferring science and technology, and building production models. Organized 300,325 training courses on applying science and high technology to production for over 15 million members and farmers; built over 60,000 VietGAP demonstration models and successfully transferred 2,700 models of applying science and technology to production, preservation and processing of agricultural products.

The Vietnam Farmers' Union has advised the Party and State to issue policies on agriculture, farmers and rural areas.

The Farmers' Association has expanded and diversified the forms of gathering farmers and focused on directing the Association's activities to the grassroots level. Over the past 20 years, the Association has recruited over 6.2 million new members; the total number of members nationwide is currently 10,192,865. To date, 9,907/10,614 communes, wards and towns have organized the Association with 80,410 branches and 143,053 Association groups.

The Association at all levels has established 3,645 Professional Farmers' Association branches and 36,636 Professional Farmers' Association groups with 482,362 participating members.

The Central Committee of the Vietnam Farmers' Union has built 73 models of "Farmers' Union participating in resolving farmers' complaints and denunciations associated with implementing the Grassroots Democracy Regulations and participating in social supervision and criticism", establishing a network of over 5,000 "Farmers with the Law" Clubs at the grassroots level...

In addition, the Association strengthens political and ideological education, enhances civic responsibility, builds rural communities of solidarity and social consensus. At the same time, mobilizes farmers to participate responsibly in the elections of the National Assembly and People's Councils, contributing to enhancing the strength of State power agencies.

The Farmers' Association also strengthens international cooperation to support cadres, members, and farmers to study, research, work, and promote agricultural products abroad.

The discussion of the delegates at the Association raised 4 issues and 5 solutions to continue the "Lesson of "People are the root", "People are the center" and promote the people's strength, the strength of great national unity in the new situation".

The four specific issues raised are:

Firstly, the trend of farmers working in agriculture is decreasing and aging, but it requires a rapid increase in labor productivity, value and competitiveness of sustainable agricultural products in an ecological direction.

Farmers' awareness of agricultural economy, collective economy, cooperation and association is not high. A large number of them are often satisfied and accept existing production conditions with a mentality of complacency and fear of change, which is a barrier to the development of high-tech agriculture and the restructuring of the rural economy.

Second, the application of science and technology and high technology in agriculture requires high-quality human resources while the level of farmers is still low and most of them have not been trained, lack soft skills, teamwork, industrial production style, and have limited ability to apply modern techniques and technology in production.

Third, farmers have the opportunity to access and participate in the value chain, but it also poses risks to their legitimate and legal rights when participating in cooperation and association. Contract production and compliance with production processes and standards associated with market demand are challenges to the habits and labor discipline of the majority of farmers and the sustainability of cooperation and association with businesses.

Fourth, the process of accelerating industrialization, urbanization, the trend of changing rural society, the negative impact of social networks, and international integration pose new requirements for preserving and promoting national cultural identity; enhancing the political capacity and trust of farmers in the Party and State.

Proposing 5 solutions to effectively implement the lessons of "people are the root", "people are the center", promoting people's strength, the strength of great national unity in the construction and development of the Association in the new situation.

1. Continue to innovate propaganda and mobilization work for farmers, arouse and promote all resources and strengths of farmers to develop agriculture, rural economy and build new rural areas.

2. Innovate and improve the quality of consulting, support, service and vocational training activities to help farmers develop production and business.

3. Strengthen training to improve qualifications and education, build civilized farmers with the capacity to organize advanced production and master the countryside.

4. Strengthen and organize the apparatus, build a team of cadres with sufficient capacity to advise on policy planning to liberate resources for agricultural development and new rural construction.

5. Promote the role and improve the operational efficiency of Farmers' Associations at all levels on the basis of comprehensively innovating the content and methods of operation, shifting the focus of work to the grassroots.

Sharing about the issue of taking people as the root and people as the center, Mr. Nguyen Tien Cuong - Acting Head of the Central Economic Committee of the Vietnam Farmers' Union affirmed: The movement of farmers competing in good production and business initiated and launched by the Farmers' Union has been widely deployed for a long time and has become the core movement of the Union. Through this movement, farmers have been united and these good farmers have supported and helped other poor farmers participate in economic development and enrichment.

In the coming time, the Association will focus on training and supporting the improvement of the quality of good farmers who have the knowledge to pass on their skills to other farmers. These are the leading farmers in realizing the goal of intellectualization in rural areas. In addition, the Association also supports farmers in building pilot models, participating in training on high-tech applications in cultivation and animal husbandry; applying technology to market research and product consumption.

Concluding the working session, comrade Do Van Phoi - Deputy Head of the Central Mass Mobilization Commission highly appreciated the Vietnam Farmers' Union for its close coordination and direction, and preparation of comprehensive report content. The Vietnam Farmers' Union has creatively applied the lesson of "people are the root", "people are the center" and promoted the strength of the people, the strength of great national unity in advising and directing the work of the Union and the farmers' movement through the periods.

The lessons of "people-centered", "people-based" and promoting people's strength and the strength of national solidarity of the Vietnam Farmers' Union are very specific and practical.

The Vietnam Farmers' Association has represented the peasant class to participate, propose, discuss, and give opinions, on that basis advising the Party and the State on policies, participating with the National Assembly and the Government in promulgating policies on agriculture, farmers, and rural areas. These policies and guidelines all originate from the legitimate rights and interests, from the needs and aspirations of the peasant class. Thereby contributing to arousing the strength of active participation of peasants in the process of innovation and national construction.

"The activities of the Vietnam Farmers' Union from the central to the grassroots level have focused on farmers, taking farmers as the root and center to build the organization and program of activities. Thereby, gathering a large number of farmers to participate in the organization, farmer members are increasingly attached to the association, the role of the Farmers' Union is increasingly demonstrated and affirmed more clearly in the political system" - said comrade Do Van Phoi.

The Deputy Head of the Central Committee for Mass Mobilization also highly appreciated the exchange of opinions and discussions of the comrades at the working session, which raised many issues, forecasted trends, and influencing factors in continuing to apply the lessons of "people are the root", "people are the center", promoting people's strength, the strength of great national unity in the new situation of the Vietnam Farmers' Union.

"There are many policies and guidelines aimed at farmers, but in practice, the process of building and organizing implementation still has limitations and shortcomings. The achievements of the country's renovation are enormous. The contributions of farmers to the renovation are enormous, but the benefits of farmers are not yet commensurate with their contributions. In the process of promoting industrialization and modernization, a part of farmers have lost their means of production and livelihoods...
