Attending the conference were leaders of the Central Committee for Mass Mobilization, the Central Party Office, the Central Committee of the Vietnam Farmers' Union and the Ministers of the following ministries: Agriculture and Rural Development; Industry and Trade; Natural Resources and Environment; Information and Communications; Culture, Sports and Tourism. The conference was held in a combination of in-person and online formats to 63 provinces and centrally-run cities.

Prime Minister Pham Minh Chinh and leaders of central ministries and branches held a dialogue with Vietnamese farmers in 2024.

Attending at the Tay Ninh provincial bridge were Mr. Duong Van Thang - Vice Chairman of the Provincial People's Committee; Ms. Nguyen Thi Ngoc Yen - Chairman of the Provincial Farmers' Association, along with representatives of leaders of departments, branches and sectors; Farmers' Associations of districts and some typical farmers in the province.

Speaking at the opening of the conference, Mr. Luong Quoc Doan - Chairman of the Central Committee of the Vietnam Farmers' Union said that the Dialogue Conference with farmers is an annual activity organized by the Central Committee of the Vietnam Farmers' Union.

This is a forum for the Prime Minister and leaders of ministries, branches, central and local agencies to directly listen to opinions and recommendations from farmers, cooperatives, production and business enterprises in the agricultural sector on existing issues, difficulties, obstacles and shortcomings in implementing agricultural, farmer and rural policies.

Through 5 times of organization, many issues related to mechanisms and policies to promote agricultural and rural development and promote the role of farmers have been directed by the Prime Minister to be focused on by ministries, central and local branches, creating clear and positive changes; receiving consensus and participation from a large number of farmers.

In 2024, to synthesize the opinions of members, farmers, cooperatives and production and business enterprises in the agricultural sector, the Central Committee of the Vietnam Farmers' Union coordinated with the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to organize 2 "Listening to farmers speak" forums in October and November. Through various channels, the Central Committee of the Vietnam Farmers' Union received nearly 3,000 opinions and recommendations sent to this conference.

Speaking at the conference, Prime Minister Pham Minh Chinh said that this year's conference took place in the context of the agricultural sector achieving very encouraging and proud successes when exports reached a record of 62.5 billion USD (the assigned target was 55 billion USD). This result had a very important contribution from farmers nationwide, affirming the role and position of farmers in the overall economic development of the country. According to the Prime Minister, 2025 is the year to accelerate and make a breakthrough to successfully end the 13th National Congress term.

The Prime Minister asked the delegates to stick to the topic to speak, share, listen receptively, join hands and work together to develop the country. The dialogue needs to be more interactive, the Farmers' Association delegates not only ask questions but also from their production practices have concerns and worries; reflect and propose appropriate policy adjustments.

Not only asking and raising issues, but also giving advice to the Government and proposing solutions based on production practices so that the dialogue is not one-sided and the content of the exchange is truly high quality.

At the conference, many questions from farmers were raised for direct dialogue with the Prime Minister, such as: the need to perfect mechanisms, policies, and resources to support farmers in developing cooperatives and agricultural cooperatives; innovate the form of production and business organization according to the value chain and promote cooperation, close linkage between localities in each region and between regions, connecting global value chains; develop planning for raw material areas, concentrated and large-scale commodity production according to market standards and requirements for key national product groups; mechanisms and policies to move towards the Netzero target, implement the Project to develop 1 million hectares of high-quality rice, reduce emissions; develop carbon credits...

From the farmers' questions, the Prime Minister assigned leaders of relevant ministries and branches to directly answer.

In his concluding remarks, Prime Minister Pham Minh Chinh asked farmers to continue to contribute ideas to jointly build and perfect institutions, mechanisms and policies; thereby removing practical bottlenecks, so that all people can contribute their efforts and resources to development, bringing the goals of developing modern agriculture, building modern countryside, and civilized farmers to be realized faster, accelerating, making breakthroughs, improving the material and spiritual life of the people to become more prosperous and happier.
