On the afternoon of September 25, in Hanoi, the Central Appraisal Council held a conference to consider and recognize Tho Xuan district as meeting advanced NTM standards in 2023. Comrade Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development, Chairman of the Central Appraisal Council chaired the conference. Attending the conference were Comrade Le Duc Giang, Member of the Provincial Party Committee, Vice Chairman of the People's Committee of Thanh Hoa province, and leaders of relevant departments, branches and units.

Tho Xuan district is a land of "spiritual land and talented people", rich in patriotic traditions, history, culture and revolution. The district identifies the construction of new rural areas as a central, continuous, regular and continuous task, with a starting point but no end point. Immediately after being recognized by the Prime Minister as meeting the new rural standards in 2019, Tho Xuan district continued to direct synchronous solutions to improve the quality of new rural criteria, and at the same time organize the implementation of meeting the criteria of advanced new rural districts according to regulations.

With high determination, efforts, attempts and flexibility in socio-economic development, building advanced new rural areas, up to now, Tho Xuan district has had strong development steps, achieving important results. Economic and social infrastructure and facilities have been invested synchronously. The appearance of urban and rural areas has improved a lot. The economic structure has shifted positively. The labor structure has shifted in the right direction, the growth rate of production value in 2023 reached 6.3% (ranked 2nd in the province). The scale of production value at actual prices reached 21,596 billion VND (1.8 times higher than in 2019), the district ranked first in the province in agricultural production and high-tech agricultural development.

People's income has improved significantly, with average income per capita in 2023 reaching 63.86 million VND, 1.2 times higher than the average of the province. The multidimensional poverty rate has decreased rapidly and sustainably, in 2023 the multidimensional poverty rate has decreased to 2.56%. People's material and spiritual life, health care, and education are taken care of. National defense and security are firmly consolidated. Social order and safety are maintained; the rural appearance is bright, green, clean, beautiful, and safe. Maintain the standard of 9/9 criteria of the new rural district, complete 9/9 criteria of the advanced new rural district, 100% of communes maintain the standard of the new rural area, of which 53.85% of communes are recognized as meeting the advanced new rural area standards and 7.69% of communes are recognized as meeting the model new rural area standards.

Based on the reports on the results of reviewing the application documents for consideration and recognition of Tho Xuan district as meeting advanced NTM standards; reports on the results of assessing people's satisfaction... and the comments at the conference, members of the Appraisal Council also contributed some more opinions on developing tourism and culture commensurate with the potential and strengths of the locality, developing the rural agricultural economy, promoting vocational training associated with job creation for rural workers, environmental sanitation... so that Tho Xuan district can continue to build sustainable NTM, improve the quality of advanced NTM criteria.
At the same time, 100% of the members of the Central Appraisal Council voted unanimously to propose the Prime Minister to recognize Tho Xuan district as meeting the standards of an advanced NTM district in 2023. Thus, with this result, Tho Xuan district is the first district in Thanh Hoa province in particular and the North Central region in general to meet the criteria of an advanced NTM district.

On behalf of the Steering Committee of the National Target Program on New Rural Construction in Thanh Hoa province, Vice Chairman of Thanh Hoa Provincial People's Committee Le Duc Giang thanked and accepted the comments of the members of the Central Appraisal Council. He also discussed and clarified the issues raised by the appraisal council. At the same time, he directed Tho Xuan district to complete the dossier to submit to the Prime Minister for recognition of the district as meeting the advanced new rural standards in 2023. Along with that, continue to implement solutions to strive by 2025, Tho Xuan will become one of the leading districts in the province in socio-economic development.
Concluding the conference, Deputy Minister Tran Thanh Nam requested the government and people of Tho Xuan district to continue to unite, join hands and be unanimous to improve and enhance the quality of the criteria for building new rural areas. He requested the district to focus on exploiting its potential and strengths to develop tourism, culture, agricultural production, and ensure environmental sanitation... He also requested Tho Xuan district to complete the dossier to submit to the Prime Minister for recognition of the district as meeting advanced new rural standards in 2023 and continue to implement solutions to maintain and improve the quality of advanced new rural criteria in the coming time.
