Admissions require "beautiful" transcripts everywhere?
According to the admission guidelines for grade 6 at Hanoi - Amsterdam High School for the Gifted, students must achieve 167 points out of 17 final exams, which means they can only get a maximum of 3 9s in primary school, the rest must all achieve 10s to be eligible to register for the exam.
Final year test results with all 10 points are required to be eligible to register for the entrance exam to grade 6 at Hanoi - Amsterdam School.
In fact, Hanoi - Amsterdam High School for the Gifted has applied the condition of registering for the entrance exam to grade 6 with a "full 10" academic record for many years now. Hearing about a full 10 academic record, everyone thinks that it will be rare for a student to meet that requirement because only a "superhuman" can get 10 points in all subjects!
However, in reality, this is not the case. In 2022, according to the list announced by the school, out of more than 1,000 candidates who qualified to take the exam, all had transcripts with 10 points, and it was very rare to see a score of 9 appearing on the exam registration forms.
For a long time, the admission to grade 6 of this school has been applied according to a special mechanism, although it is not a specialized system because according to the Education Law, there are no specialized schools with selective classes from junior high school and below. However, the junior high school block is located in the Hanoi - Amsterdam High School for the Gifted, which has existed for decades, so parents also assume that it is a "specialized school", and every year the admission process is extremely stressful.
The Hanoi Department of Education and Training believes that if all applications are accepted, the "competition rate" will be extremely tense because admission to special schools is not divided into admission zones like admission to grade 6 of normal public secondary schools.
Therefore, setting up application requirements to filter out unqualified candidates right from the qualifying round will avoid wasting time for candidates and parents; on the other hand, it will reduce the burden and cost of organizing the exam because the quota for grade 6 of these schools is often limited.
Despite such a strict application round, the number of candidates eligible to apply to high-quality schools every year is very large, many times higher than the quota. In 2022, Hanoi - Amsterdam High School for the Gifted has about 1,200 candidates with "all 10" academic records who are qualified to pass the admission round, continuing to the capacity assessment round to recruit 200 quotas.
In Hanoi, there are also a number of other high-quality secondary schools such as Cau Giay Secondary School, Le Loi Secondary School (Ha Dong), Thanh Xuan Secondary School, Nam Tu Liem Secondary School... that also apply a similar stressful admission method.
Many parents admit that in order to register for these schools, parents must have a "strategy" from the time their children enter first grade, how to have a "nice" academic record, and try not to get a 9 on the final semester and year-end exams.
Voters are upset about the situation of "running" for academic records
Recently, one of the issues that many voters have been upset about and sent questions and recommendations to the Minister of Education and Training is related to the consideration of academic records, leading to the situation of "beautifying academic records", running academic records...
For example, voters in Ho Chi Minh City suggested: "The education sector needs to focus on substance, fight formality, and end the situation of "achievement disease", running for schools, classes, and academic records, which reduces the quality of education."
In March 2023, responding in writing to the above petition, Minister of Education and Training Nguyen Kim Son said that in recent years, the Ministry of Education and Training has implemented many synchronous solutions to gradually improve quality and overcome the "achievement disease" in education.
Organizing emulation movements to ensure practicality and effectiveness; streamlining competitions to reduce pressure on teachers and students; thereby, the quality of education at all levels and training levels have had positive changes.
The Minister of Education and Training also affirmed that he will continue to give schools the initiative to develop school education plans, focusing on developing students' qualities and abilities; direct innovation in teaching methods, effectively implement active education methods; and innovate assessment methods.
Implement digital transformation to make public and transparent the assessment of learning outcomes, examinations, and industry data management; strengthen inspection and examination of education and training activities, promptly detect and strictly handle negative phenomena in the education sector.
Also related to concerns about admission based on academic records leading to the situation of "beautifying" academic records at all costs, the response document of the Minister of Education and Training stated: "Regardless of whether academic records are used for admission or not, the responsibility of schools is to have measures to ensure reliability, fairness, and correct assessment of students' learning outcomes."
