(NLDO) - Chief of Office of the Department of Education and Training of Ho Chi Minh City Ho Tan Minh affirmed that Circular 29 regulating extra teaching and learning is a circular that "returns" dignity to the education sector.
On the afternoon of February 13, the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee and the Ho Chi Minh City Department of Information and Communications jointly held a press conference to provide information on socio-economic issues in the area.
Before Circular 29/2024/TT-BGDDT of the Ministry of Education and Training (MOET) regulating extra teaching and learning officially takes effect tomorrow (February 14, 2025), Chief of Office of the Department of Education and Training of Ho Chi Minh City Ho Tan Minh informed about this issue.

Mr. Minh said that in this circular, the government does not prohibit extra teaching, but puts this activity within a framework for more disciplined management. "I affirm to society and teachers that Circular 29 does not prohibit extra teaching and learning" - Mr. Minh emphasized again.
According to Mr. Minh, the need for additional learning is for development and higher education. This is also the goal that Ho Chi Minh City is aiming for when becoming a member of the Global Learning Network.
However, extra learning must be a voluntary activity, for further development. Circular 29 clearly states the role and responsibility of each unit in the issue of extra teaching. In the near future, the Department of Education and Training will issue a document to collect opinions from units on the management of extra teaching and learning in Ho Chi Minh City.
Mr. Minh said that no one prohibits teachers from teaching extra classes, but they must follow the regulations. Specifically, teachers who teach extra classes outside of school must teach at a place with a business registration (business household, extra-curricular teaching center) licensed by the Department of Planning and Investment or the People's Committee of Thu Duc City, districts and towns.
"Here, we cannot say that teachers only teach 2-3 students, tutor... Once we teach extra classes outside of school, we must follow the regulations" - Mr. Minh clearly stated.
Mr. Minh also affirmed that public school teachers are not allowed to participate in the management and operation of extra-curricular teaching. The Civil Servants Law also clearly stipulates this and Circular 29 also stipulates this, teachers need to implement it correctly.
Circular 29 also stipulates that teachers are not allowed to teach extra classes for money outside of school for regular students.
"Teachers must teach students all the content and knowledge of the program; form and develop students' ability to self-study and research, not leave a part of the content to teach extra or take extra classes for a test or an exam" - Mr. Minh informed and acknowledged that this reduces the dignity of the education sector.
Mr. Minh emphasized again: "Circular 29 has very clear regulations, showing once again the management of extra study and extra teaching."
In addition, Mr. Minh also said that extra classes in schools are only organized and free of charge for 3 groups of students: students who have not met the knowledge and skills standards; students selected by the school to train excellent students; and final year students who voluntarily register for exam preparation. This is the responsibility of the school.
Depending on local conditions, there will be funding to support teachers in organizing review sessions for final grade classes and training for excellent students.
