Speaking at the Conference, Permanent Vice Chairman of the People's Committee of Hoa Binh province, Head of the Provincial Human Rights Steering Committee Nguyen Van Toan said that in recent times, the socio-economic situation in Hoa Binh province has continued to develop, and the work of ensuring social security has achieved many positive results.
Specifically, the material and spiritual life of the people has been gradually improved, especially in remote areas and ethnic minority areas; freedom of belief and religion, as well as the rights of ethnic minorities, have been guaranteed and cared for.
Notably, the poverty rate in the province decreased from 12.29% to 9.79% (a decrease of 2.5% in the 2022-2023 period). Legal aid work was deployed in 1,505 cases. In 2023, the province had 17,162 workers with jobs, reaching 107.3% of the annual plan.
Regarding health care, medical examination, treatment and health care activities for the people are maintained and implemented well. The number of people participating in social insurance by the end of 2023 is estimated at 99,098, reaching 22.08% of the working-age workforce. The settlement of social insurance and health insurance policies for participants is timely and complete.
Regarding education, universalization of lower secondary education reached 100%; the rate of preschool children mobilization reached 99%; disease prevention and control work was actively implemented...
The Head of the Human Rights Steering Committee of Hoa Binh province stated that, in addition to the achieved results, the work of ensuring and promoting human rights in the province still faces many difficulties in practice. Meanwhile, hostile, reactionary, and opposing forces are taking advantage of complex and sensitive issues in ethnicity, religion, as well as complex security and order issues to distort and slander Vietnam for violating "democracy" and "human rights", especially in cyberspace.

At the conference, Major General Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs, Deputy Chief of the Government's Permanent Office for Human Rights, affirmed that human rights is a common task of the entire political system, closely linked to the grassroots level, so it requires the joint efforts and coordination of departments, branches and sectors in protecting and ensuring human rights.
Therefore, Major General Nguyen Van Ky suggested that the Standing Office of the Human Rights Steering Committee of Hoa Binh province should be proactive in advising authorities at all levels to implement policies and laws on ensuring and promoting human rights in the coming time.
At the same time, the province needs to continue to promote internal and external communications, spread positive information about achievements in ensuring human rights, especially strengthening information and propaganda work on social networking platforms; and proactively do a good job of grasping the situation, raising vigilance, detecting plots and activities of hostile forces taking advantage of democracy and human rights issues.
The human rights training conference thoroughly grasped new issues related to human rights protection work so that cadres and party members could grasp and effectively apply them in their work.
At the Conference, Dr. Le Thi Lien, Director of the Institute for Religious Policy Research, Government Committee for Religious Affairs, presented the topic "Ensuring freedom of belief and religion". Thereby, contributing to orienting and improving knowledge for grassroots officials in implementing the law on belief and religion, contributing to ensuring freedom of belief and religion for the people.
In his closing speech at the Conference, Lieutenant Colonel, Dr. Bui Viet Hung, Deputy Head of the Standing Committee of the Human Rights Steering Committee of Hoa Binh Province affirmed that currently, the issues of ethnicity, religion, freedom of speech, freedom of the press, the issue of ensuring workers' rights, the issue of establishing "independent trade unions"... will always be the main direction of impact of hostile and reactionary forces to exploit to distort and sabotage Vietnam.
According to the Deputy Head of the Standing Committee of the Human Rights Steering Committee of Hoa Binh province, the training conference on human rights is very necessary, aiming to thoroughly educate key cadres and leaders of units on the correct understanding of the meaning, importance and responsibility in ensuring human rights; mobilizing the combined strength of departments, branches, sectors and localities in the process of advising Party committees and authorities at all levels to propose policies and strategies to promote and ensure human rights in Hoa Binh province.
