The effectiveness of policy credit capital in Duy Tien

Over the past years, the Duy Tien Town Party Committee and People's Committee have focused on leading and directing the serious and effective implementation of the Party's guidelines and the State's policies on developing social policy credit (CSXH). Through that, policy credit programs have been disbursed promptly, contributing significantly to the implementation of the goal of sustainable poverty reduction, job creation, human resource development, ensuring social security and socio-economic development in the locality.

Implementing Directive No. 40-CT/TW dated November 22, 2014 of the Secretariat on strengthening the Party's leadership over social credit and Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat on continuing to implement Directive No. 40 CT/TW, Party committees and authorities from the town to the grassroots level have directed the investigation, review, identification and supplementation of subjects as a basis for the Bank for Social Policies to implement lending policy credit programs in accordance with regulations. The Fatherland Front and entrusted socio-political organizations have proactively and actively coordinated with functional branches to do a good job of building and integrating models, programs and projects for socio-economic development and sustainable poverty reduction of the locality, associated with the effective use of social credit capital. Thanks to that, policies and strategies on preferential credit in the area were implemented promptly, in which difficulties and problems were directly directed by the Chairman of the People's Committee at the commune level to be resolved at the grassroots level, helping to improve the quality and effectiveness of policy credit and reduce overdue debt.

With the above approach, by the end of August 2023, the total policy credit capital in the town is disbursing loans under 12 credit programs reaching more than 586 billion VND. Of the total capital above, many credit lending programs have achieved high results such as: loans for newly escaped poverty households reaching more than 230 billion VND; loans for clean water and rural environmental sanitation of more than 108 billion VND; loans for near-poor households of more than 94 billion VND; loans for social housing of more than 43 billion VND; loans for students of more than 25 billion VND. The capital has helped thousands of students to borrow capital to invest in studying at universities, colleges, and vocational schools; many households have borrowed capital to repair and upgrade their houses; build clean water works; borrow capital to invest in economic development, hunger eradication, and poverty reduction.

Mr. Vu Trong Hieu, Director of the Transaction Office of the Social Policy Bank of Duy Tien town, said: In order for the bank's capital to be disbursed effectively and to the right beneficiaries, the unit has coordinated with communes, wards, and mass organizations to strengthen propaganda to all savings and loan groups in the area, focusing on guiding those eligible to receive capital to quickly complete loan procedures in accordance with regulations. Through savings and loan groups, many households have quickly accessed investment capital for their children's education, economic development, house renovation and upgrading, construction of clean water and environmental sanitation works... to strive for a better life, actively contributing to the work of building new rural areas, sustainable poverty reduction and implementing social security policies.

In addition to the achieved results, the implementation of social credit in Duy Tien town still has some difficulties and limitations. That is, the coordination and integration of socio-economic development programs and projects with social credit are sometimes and in some places not really synchronous and connected, the inspection and supervision of the implementation of social credit are in some places not very effective.

In the coming time, in order for the Party's policy on social credit to increasingly bring practical benefits, contribute more to sustainable poverty reduction, job creation, social security and improve people's lives, the Duy Tien Town Social Policy Bank Transaction Office will continue to advise the Town Party Committee and the Town People's Committee to pay attention to, lead and direct social credit activities in the area. Specifically, the locality will continue to implement Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat on strengthening the Party's leadership over social credit. The Fatherland Front, socio-political organizations and localities will continue to closely coordinate with the Social Policy Bank in managing and improving the effectiveness of social credit. Develop and integrate programs and projects on poverty reduction, new rural construction, agricultural and rural development, education, vocational training, job creation, social housing development, etc. with the implementation of policy credit programs. Continue to consolidate, improve and improve the quality of operations of the Board of Directors of the Bank for Social Policies at all levels; strengthen inspection and control, improve credit quality, quality of operations of Savings and Loan Groups, ensure that the right subjects are eligible for loans and borrowers use the capital for the right purpose and effectively.
