DTO - Effectively implement the policies and resolutions of the Central and the province on mass mobilization work (CTDV), create changes in awareness and unify actions of grassroots Party committees, Party organizations, Party members, cadres, civil servants and public employees on the role and position of CTDV in state administrative agencies and public service units associated with the work of building clean and strong grassroots Party cells and Party organizations and agencies and units that fulfill their tasks well; The Provincial Party Committee's Propaganda and Mass Mobilization Commission and the Provincial People's Committee Party Committee unify the contents of coordination in implementing CTDV of state administrative agencies and authorities at all levels in 2025.

Focus on leading Party committees and organizations at all levels to raise awareness and responsibility of Party members, cadres, civil servants, public employees, heads of agencies and units about the meaning and importance of CTDV, implementing democracy at the grassroots level; ensure correct and full implementation of regulations and guidelines on implementing CTDV and the Law on Implementing Democracy at the Grassroots Level.

Coordinate to thoroughly grasp, train and guide the implementation of CTDV in state administrative agencies and authorities at all levels for cadres, civil servants and public employees doing CTDV; continue to innovate and improve the effectiveness of propaganda and mobilization work, mobilize people to implement the Party's guidelines and policies, the State's policies and laws, unanimously build the government and make efforts and determination to effectively carry out the socio -economic development tasks of the province.

Continue to synchronously implement policies, viewpoints, tasks and solutions for public service activities of state administrative agencies and authorities at all levels stated in Directive No. 33 dated November 26, 2021 of the Prime Minister on continuing to strengthen and innovate public service activities of state administrative agencies and authorities at all levels in the new situation; Resolution No. 01-NQ/TU dated September 27, 2021 of the Provincial Party Executive Committee on continuing to strengthen and innovate the leadership of Party committees and organizations at all levels in public service activities until 2025; Decision No. 311-QD/TU dated January 6, 2022 of the Provincial Party Standing Committee promulgating the Public Service Regulations of the provincial political system; effectively organize and implement the Administrative Reform Plan of the Provincial People's Committee in 2025; Digital Transformation Plan of Dong Thap province in 2025; work on reorganizing the apparatus according to regulations. Coordinate to monitor the implementation of compensation policies when implementing works and projects in the province; complaints, complicated and prolonged cases to advise the Provincial Party Standing Committee to direct and resolve promptly.

Strictly implement public service ethics; build and implement well the office culture, sense of responsibility, spirit of serving the people; innovate and implement the working style of "Respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", "Listening to the people", "Speaking to the people to understand", "Guiding the people to do", "Making the people trust" to spread more and more, overcoming the disease of achievements, administration, bureaucracy far from the people. Strengthen discipline, administrative discipline and the work of inspection, supervision, and public service inspection, strictly handle cadres, civil servants, and public employees who violate the law, have acts of authoritarianism, cause trouble for the people, and infringe upon the legitimate rights and interests of the people.

Thoroughly and seriously implement the Law on Grassroots Democracy, the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations; Decree No. 59 dated August 14, 2023 of the Government detailing a number of articles of the Law on Grassroots Democracy; Decree No. 61 dated August 16, 2023 of the Government regulating the development and implementation of village covenants and conventions of residential communities; ensure citizens' right to access information according to the Law on Access to Information; seriously implement the responsibility of receiving citizens, dialogue with the People, increase publicity, dialogue with citizens at the grassroots level, where the incident occurs; promptly resolve petitions and complaints as soon as they arise. Focus on directing the timely resolution of mass and complicated petitions; recommendations and reflections of the people's legitimate aspirations.

Continue to effectively carry out the emulation movement "Skillful mass mobilization" in the fields of economy, culture and society; the emulation movement to implement democracy at the grassroots level in 2025 in conjunction with the implementation of Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle .

Carry out well the inspection and preliminary and final review of the policies and resolutions of the Central and the province on public service; regularly exchange two-way information; at the end of the year, summarize and evaluate the results of the implementation of the coordination plan, promptly commend, reward and replicate typical collectives and individuals in the implementation of public service of state administrative agencies and authorities at all levels.

The coordination of the implementation of public service programs by state administrative agencies and authorities at all levels must be timely; the implementation content must be specific, close to reality, with clear assignment of responsibilities; heads of agencies, units, and heads of local authorities must pay attention to directing and setting an example in organizing the implementation of public service programs, creating a strong spread of public service programs in society.
