DTO - Identifying sustainable poverty reduction (SPR) as a continuous task, in recent times, Thanh Binh district has focused on directing and synchronously implementing many poverty reduction solutions, helping people increase their income and improve their lives, thereby gradually reducing the poverty rate year by year.

CARE FOR THE POOR

Every year, based on the investigation and review of poor households, the Department of Labor, War Invalids and Social Affairs advises the District People's Committee to direct communes and towns to develop poverty reduction plans according to the actual situation suitable for each locality and implementation solutions, focusing on strengthening propaganda and advocacy for poverty reduction in many forms. At the same time, localities in the district also organize investigations to determine the causes of poverty, specific needs of each household, labor conditions and labor capacity, and response capacity to implement appropriate solutions such as: support for building charity houses, job introduction, vocational training... associated with the National Target Program (MTQG) on new rural construction.

Based on the set goals and orientations, the district has proactively implemented many solutions to reduce poverty and help people increase their income. In particular, the work of caring for policy beneficiaries, poor households, near-poor households, social protection beneficiaries, the elderly, children, workers and families in difficult circumstances has always been of interest to Party committees, authorities, the Fatherland Front Committee and socio-political organizations.

From 2018 to present, the Fatherland Front Committee and socio-political organizations in the district have mobilized social security programs with a total amount of nearly 20 billion VND, supporting gifts for poor households, near-poor households, and households in difficult circumstances for more than 80,000 people. In addition, implementing loans to build houses for poor households according to Decision No. 33 of the Prime Minister, more than 210 households were supported with loans, with a total cost of more than 4 billion VND. In addition, the district also mobilized Dong Thap Lottery One Member Co., Ltd. and Ben Tre Lottery One Member Co., Ltd. to support the construction of 26 charity houses for poor and near-poor households with a total amount of 1.3 billion VND, and mobilized benefactors to build new and repair more than 100 charity houses with a total amount of nearly 3 billion VND.

Along with that, the Women's Union (WU) in the district is interested in and mobilizes resources to organize activities to support women to escape poverty. Ms. Vo Thi Bich Tuyen - President of the Women's Union of An Phong commune, said that in the past time, the Women's Union of the commune has had many activities to support members, women in difficult and disadvantaged circumstances and poor households through meaningful activities and tasks such as: giving gifts, introducing access to loan sources and guiding the use of capital sources reasonably and effectively; introducing participation in rural vocational training to have jobs and increase income.


Ms. Nguyen Thi Cuc, residing in An Phong commune, has a stable job in food processing.

In addition, the Women's Union of An Phong commune also mobilizes members to participate in models to help each other develop family economy, "Raising piggy banks to save money", effectively maintaining the "3 in 1" model (3 well-off and rich households help 1 poor household)... helping many members in difficult circumstances, to rise up to stabilize their lives and escape poverty. Ms. Nguyen Thi Cuc, residing in Nhat hamlet, An Phong commune, shared that before, her job was unstable, after joining the Union, she was introduced to vocational training, from then on, she had a job at a facility near her home, a stable source of income, her family life improved, she applied to escape poverty.

SUPPORT TO ESCAPE POVERTY

Implementing policies of the National Target Program on Poverty Reduction and Migration to help poor households improve their lives, overcome difficulties and escape poverty sustainably. Thanh Binh district focuses on implementing projects supported by the Central and the province through the Economic and Social Recovery and Development Program such as: Livelihood diversification project, developing poverty reduction models; Supporting production development, improving nutrition; Developing vocational education, sustainable employment; Communication and poverty reduction information, and implementing preferential loan policies through the Social Policy Bank to ensure social security and support employment.


The garment processing industry creates jobs for many rural workers.

From 2018 to present, the district has supported nearly 13,000 poor households, near-poor households, households that have just escaped poverty, students, and university students to get preferential loans with a total amount of nearly 120 billion VND; organized consulting and job introduction for more than 17,300 workers, vocational training for more than 2,400 workers, of which nearly 400 workers are from poor households and near-poor households; sent more than 600 workers to work abroad for a limited period under contracts. Along with that, policies to support production development such as: vocational training, job creation, preferential loans according to models, job creation, livestock and crop cultivation have been implemented in the communes of Tan Long, Tan Quoi, Binh Tan, Binh Thanh, Phu Loi... bringing practical results, helping many poor households participate in the project, escape poverty, contributing to socio-economic development and poverty reduction, changing awareness, helping the poor have jobs and stable income.

Previously, Mr. Nguyen Duy Thong's family in Hamlet 4, Phu Loi Commune encountered many difficulties in livestock farming, low productivity, unstable prices, and a poor life. Therefore, Mr. Thong always struggled to find a way to escape poverty and wanted to get rich on his homeland. After many failures in cattle farming, being trained in production and livestock farming techniques by the local authorities, Mr. Thong decided to learn how to raise wild boars and rabbits. This model initially brought about effectiveness, helping Mr. Thong's family gradually stabilize their lives and escape poverty. Mr. Nguyen Duy Thong shared that thanks to the attention of the local government in providing technical support, loans, and building a charitable house, his family had the conditions to work with peace of mind and escape poverty.


Tan Long Commune Red Cross Society gives gifts to poor households in the locality

Determined to achieve the poverty reduction target, in recent years, poverty reduction work has always been closely and promptly paid attention to by the Party Committee and authorities at all levels of Thanh Binh district. The regimes and policies prescribed by the State for poor and near-poor households have been focused on and effectively implemented, contributing to promoting socio-economic development in the district and realizing the GNBV target. In 2022, the number of poor households in the district will be 801, and near-poor households will be 1,334. Up to now, the whole district has 565 poor households, accounting for 1.46%; near-poor households have 712 households, accounting for 1.84%.

Mr. Phan Van Phung - Vice Chairman of Thanh Binh District People's Committee said that the National Target Program for Poverty Reduction is one of the important solutions, promoting the sense of responsibility and efforts of the poor with the support of the State. Through poverty reduction policies, not only do the poor access and participate in effective production and livestock farming, but they also create a strong change in awareness, creating opportunities for households to have production capital, have jobs, increase income and escape poverty sustainably.
