Hai Duong Provincial People's Council opens 27th session, considers many important policies

On the morning of November 14, at the Eastern Cultural Center (Hai Duong City), the 17th Hai Duong Provincial People's Council opened its 27th session (special session).

This is the 7th thematic session organized by Hai Duong Provincial People's Council since the beginning of the year.

Speaking at the opening of the session, Chairman of the Hai Duong Provincial People's Council Le Van Hieu emphasized that the organization of the thematic session aimed to promptly discuss and decide on important issues that must be decided immediately according to regulations, serving the socio-economic development tasks of the locality.

Comrade Le Van Hieu noted that the allocation of the 5-year state budget capital plan for 2021-2025 and the adjustment and allocation of the 2024 budget capital plan need to be considered and decided before November 15 according to regulations.

The meeting also considered amending the policy to support the development of concentrated agricultural production applying high technology and organic agriculture until 2025.

Comrade Le Van Hieu said that the current resolution of the Provincial People's Council stipulates the maximum area for support for building greenhouses each year, leaving many households without support. After storm No. 3, many greenhouse areas in the province were severely damaged.

Therefore, support policies need to be adjusted immediately to address practical shortcomings and promptly support people to overcome the consequences of natural disasters.

Comrade Nguyen Khac Toan, Provincial Party Committee member, Vice Chairman of Hai Duong Provincial People's Council presented the expected content and program of the 27th Session.

Assessing that the contents presented at the meeting were seriously prepared, in accordance with the prescribed order and procedures, the Chairman of the Provincial People's Council requested the Provincial People's Council delegates and delegates attending the meeting to actively study documents, discuss, and contribute many practical ideas for the People's Council to consider, decide, and successfully organize the meeting.

At this session, the Provincial People's Council reviewed the proposals for allocating local budget capital for the 5 years 2021-2025 and adjusting and allocating the state budget capital plan for 2024; issued a resolution of the Provincial People's Council on the List of public career services using the state budget in the field of science and technology; adjusted the budget estimates assigned to provincial budget units in 2024 and provided additional entrusted capital for the Provincial Social Policy Bank Branch...

Regarding the transport sector, the Provincial People's Council will consider the policy of changing the purpose of forest use to other purposes to implement the Project of building a road connecting Provincial Road 398B (Hai Duong) with Provincial Road 345 (Quang Ninh) in Chi Linh City; adjusting the investment policy of the Project of investing in building an interchange connecting National Highway 17B with National Highway 5, Hanoi-Hai Phong railway, Hai Duong province.

Regarding agriculture, the Provincial People's Council will consider amending the policy to support the development of concentrated agricultural production applying high technology and organic agriculture until 2025; regulating areas where livestock farming is not allowed in the inner city of cities, towns, townships, residential areas and support policies when relocating livestock farms out of areas where livestock farming is not allowed in the province.

At this session, the Standing Committee of the Provincial People's Council will submit to the Provincial People's Council for consideration and approval the adjustment of regulations on a number of regimes and expenditure levels for the activities of the People's Councils at all levels of Hai Duong province, term 2021-2026.
