Every month, the Ministry of Public Security analyzes 6 groups of indicators for 10 ministries to plan policies.

The representative of the Ministry of Public Security informed that, in order to serve the digital transformation and application of the national database on population, the Ministry of Public Security has provided data on 6 groups of indicators (population, gender, age, ethnicity, religion, urban/rural) to the Government Office every month for policy making; analyzed data for 10 ministries and branches to serve annual policy making.

On October 10, in Hanoi, the Ministry of Public Security held the second national online conference on digital transformation in the people's public security in 2023 and online to the public security of 63 provinces and centrally-run cities.

According to statistics, up to now, 100% of police units and localities have developed plans and organized the implementation of digital transformation tasks in 2023. In the first 9 months of the year, 25/38 tasks have been completed (reaching more than 65%), while 13/38 tasks are behind schedule (of which 6 tasks are in the 2023 action plan of the National Committee on Digital Transformation assigned from April 2023 and 7 tasks are in the plan of the Steering Committee on Digital Transformation of the Ministry of Public Security).

Specifically, according to Major General Dang Hong Duc, the application of the national population database has so far completed 69/231 tasks as directed.

In recent months, the Ministry of Public Security has coordinated with the Government Office and ministries, branches and localities to officially deploy two interconnected public services "Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence cancellation, funeral support, funeral allowance" from July 10, 2023; ensuring that public services for university and college admission operate stably and smoothly, creating favorable conditions for candidates to participate in university and college admission in 2023.

The Ministry of Public Security provides data cleaning services for banks with a total of 42 million data; provides data cleaning services for 3 telecommunications networks with 120 million online authentication requests. Also according to the Ministry of Public Security, to date, the ministry has issued more than 83 million chip-embedded citizen identification cards to citizens; collected more than 61 million electronic identification records, activated more than 39 million accounts; and coordinated with the Ministry of Finance to connect and deploy the use of electronic identification accounts on the electronic tax application.

According to the latest data, to date, the Ministry of Public Security has completed providing 224/224 online public services under its authority on the Ministry of Public Security Public Service Portal; completed reducing the requirement to submit household registration books, temporary residence books or documents requiring confirmation from the local residence for 28 services and reducing the requirement to submit copies of ID cards/citizen identification cards/passports, abolishing some documents proving personal relationships for 58 services.

In the coming time, the Chief of Office of the Ministry of Public Security said that in important tasks, it will continue to research, develop, and maximize the role of the VNEID application.

The Ministry of Public Security will complete the platform for integrating and sharing common data; connecting and sharing data between units in the entire People's Public Security force and sharing data with ministries, branches and localities according to the Vietnam e-Government architecture framework and the Ministry of Public Security e-Government architecture.

Bringing digital transformation into the resolutions of each Party organization

At the conference, Minister of Public Security To Lam requested that Party committees at all levels and police leaders of units and localities continue to strengthen leadership and direction to include digital transformation content in the leadership resolutions of each Party organization and make it a regular plan and task in the unit; seriously implement Resolution No. 13 of the Central Public Security Party Committee on strengthening leadership to promote the implementation of the "Project on developing applications of data on population, identification and electronic authentication, serving national digital transformation in the period of 2022-2025, with a vision to 2030" in the people's public security force, especially the upcoming 1-year review of the implementation of Resolution 13.

Along with that, review and complete all tasks set out in the ministry's digital transformation plan for 2023, focusing on continuing to accelerate the implementation of Project 06, advising the Government on building a National Data Center and building a Center for Information and Professional Data of the Ministry of Public Security. In particular, it is necessary to pay special attention to achieving and exceeding 100% of the targets of "correct, sufficient, clean, alive" with population data, targets on digitizing documents of Public Security units and localities.

In addition, it is necessary to promote the restructuring of administrative procedures and focus on exploiting and reusing available data to build the Ministry of Public Security Public Service Portal as a modern, smart, friendly public service portal and create tools for people to perform public services in the most convenient way.

At the same time, complete the upgrading of the Public Security transmission network infrastructure to ensure security, safety, and synchronization to meet the requirements of digital transformation across all 4 levels of the public security sector; research and deploy the new generation 5G network to serve the digital transformation work of the Public Security sector...
