The mindset of "if you can't manage it, ban it" is becoming a barrier to innovation, hindering the development of new technologies.

The Ministry of Science and Technology needs to step up the completion of the legal framework, invest in developing digital infrastructure and improving research capacity. At the same time, encourage the participation of businesses in the innovation ecosystem, helping Vietnam move deeper into the global value chain.

It is necessary to strongly promote controlled testing policies, creating conditions for businesses and scientists to develop innovations and access modern technology.

Changing management thinking will contribute to making science and technology a breakthrough driving force, promoting economic development and enhancing national status.
